Romania CIA Prison: Central Intelligence Agency Used Secret Makeshift Prison For Its Most Valuable Detainees (VIDEO)

WASHINGTON — One of the CIA's most important secrets in the war on terrorism was hiding in plain sight, on a leafy residential street along a busy set of train tracks in Romania's capital. There, tucked in the basement of a government building, the CIA ran a clandestine prison, former U.S. intelligence officials said.

For years, the building – codenamed Bright Light – housed some of the CIA's most important terror suspects, including Khalid Sheik Mohammad, the mastermind of 9/11. Even after the detainees were shipped off to Guantanamo Bay in 2006 and reports about the prison began to surface, the Romanian government repeatedly denied any knowledge of its existence.

A joint investigation by The Associated Press and German public television, ARD Panorama, however, located the former prison and unearthed details of the facility where harsh interrogation tactics were carried out.

The Romanian prison was part of a network of so-called black sites that the CIA operated and controlled overseas in Thailand, Lithuania and Poland. All the prisons were closed by May 2006, and the CIA's detention and interrogation program ended in 2009.

Unlike the CIA's facility in Lithuania's countryside or the one hidden in a Polish military installation, the CIA's prison in Romania was not in a remote location. The building is used as the National Registry Office for Classified Information, which is also known as ORNISS. Classified information from NATO and the European Union is stored there. Former intelligence officials both described the location of the prison and identified pictures of the building.

In an interview at the building in November, senior ORNISS official Adrian Camarasan said the basement is one of the most secure rooms in all of Romania. But he said Americans never ran a prison there.

"No, no. Impossible, impossible," he said in an ARD interview for its "Panorama" news broadcast, as a security official monitored the interview.

The CIA prison opened for business in the fall of 2003, after the CIA decided to empty the black site in Poland, according to former U.S. officials, who spoke on condition of anonymity because they were not authorized to discuss the detention program with reporters.

Shuttling detainees into the facility without being seen was relatively easy. After flying into Bucharest, the detainees were brought to the site in vans. CIA operatives then drove down a side road and entered the compound through a rear gate that led to the actual prison.

The detainees could then be unloaded and whisked into the ground floor of the prison and into the basement.

The basement consisted of six prefabricated cells, each with a clock and arrow pointing to Mecca, the officials said. The cells were on springs, keeping them slightly off balance and causing disorientation among some detainees.

The CIA declined to comment on the prison.

During the first month of their detention, the detainees endured sleep deprivation and were doused with water, slapped or forced to stand in painful positions, several former officials said. Waterboarding was not performed in Romania, they said.

After the initial interrogations, the detainees were treated with care, the officials said. The prisoners received regular dental and medical check-ups. The CIA shipped in Halal food to the site from Frankfurt, Germany, the agency's European center for operations. Halal meat is prepared under religious rules similar to kosher food.

Former U.S. officials said that because the building was a government installation, it provided excellent cover. The prison didn't need heavy security because area residents knew it was owned by the government. People wouldn't be inclined to snoop in post-communist Romania, with its extensive security apparatus known for spying on the country's own citizens.

Human rights activists have urged the eastern European countries to investigate the roles their governments played in hosting the prisons in which interrogation techniques such as waterboarding were used. Officials from these countries continue to deny these prisons ever existed.

"We know of the criticism, but we have no knowledge of this subject," Romanian President Traian Basescu said in a September interview with AP.

The CIA has tried to close the book on the detention program, which Obama ended shortly after taking office.

"That controversy has largely subsided," the CIA's top lawyer, Stephen Preston, said at a conference earlier this month.

But details of the prison network continue to trickle out through investigations by international bodies, journalists and human rights groups. "There have been years of official denials," said Dick Marty, a Swiss lawmaker who led an investigation into the CIA secret prisons for the Council of Europe. "We are at last beginning to learn what really happened in Bucharest."

During the Council of Europe's investigation, Romania's foreign affairs minister assured investigators in a written report that, "No public official or other person acting in an official capacity has been involved in the unacknowledged deprivation of any individual, or transport of any individual while so deprived of their liberty." That report also described several other government investigations into reports of a secret CIA prison in Romania and said: "No such activities took place on Romanian territory."

Journalists and human rights investigators have previously used flight records to tie Romania to the secret prison program. Flight records for a Boeing 737 known to be used by the CIA showed a flight from Poland to Bucharest in September 2003. Among the prisoners on board, according to former CIA officials, were Mohammad and Walid bin Attash, who has been implicated in the bombing of the USS Cole.

Later, other detainees – Ramzi Binalshibh, Abd al-Nashiri and Abu Faraj al-Libi – were also moved to Romania. A deceptive Al-Libi, who was taken to the prison in June 2005, provided information that would later help the CIA identify Osama bin Laden's trusted courier, a man who unwittingly led the CIA to bin Laden himself.

Court documents recently discovered in a lawsuit have also added to the body of evidence pointing to a CIA prison in Romania. The files show CIA contractor Richmor Aviation Inc., a New York-based charter company, operated flights to and from Romania along with other locations including Guantanamo Bay and Morocco.

For the CIA officers working at the secret prison, the assignment wasn't glamorous. The officers served 90-day tours, slept on the compound and ate their meals there, too. Officers were prevented from the leaving the base after their presence in the neighborhood stoked suspicion. One former officer complained that the CIA spent most of its time baby-sitting detainees like Binalshibh and Mohammad whose intelligence value diminished as the years passed.

The Romanian and Lithuanian sites were eventually closed in the first half of 2006 before CIA Director Porter Goss left the job. Some of the detainees were taken to Kabul, where the CIA could legally hold them before they were sent to Guantanamo. Others were sent back to their native countries.

This story has just as much to do about race in America as it does tourcher and serial murder in romania. This all stems from the creation of the United states when the set the precedent for everything worng with America today. Your rights are violated in hiding like roaches every day, but being black, my plite is instantly double yours in worst way. Thats just the it is until another realist steps up to the plate and start exposing america for what it really respresents under the cover of black opps and other secret programs that violate basic humanity. These white folks think that because black folks are not circling the wagons like in the middle east that it's ok yhe way things are. If rich black"BOOBS" that are middle class/well to do and rich are happy, screw the screw the rest. They think Black tea partyers represent real black people with real problems.

Giolo, I'm mixed racially, and probably, the only rights that I have is to be taxed, or die!!! Joking aside, I don't compete anymore with other people's bad luck or inequities. I reap what I sow, and cannot open another person's eyes, but by the grace of God. Keep it real, Dude. I do not see who represents my interests, and the District of Corruption is symptomatic of our Nation's core issue: selling votes to get elected. Nobody seems to be innocent. Sorry.

I would also like to add that this kind of Hitler type behavior is why we have racisim in America as well. The US just thinks it is immune to justice as long as they can hide and dodge the facts and keep black opps as black as possible, but 911 blew that up, no fun intended. Thats just the way it is!!! What makes you think an arab 5000 miles away wakes up out the clear blue and says we are going to bomb US. What do you think a country would have to do to you to promote that kind of furocity? Why do all the white folks in America believe those people did that just because they hate America and nothing else? As he interviews neighbors who express surprise about the prison, the announcer says with shock and this - "...in a country spying on its OWN citizens." Imagine a country that spies on its own citizens.

or one that easily gets both political parties to pass retro-active laws granting full immunity to the phone corps that made the spying possible. or gets both parties to agree to a law that over rides the constitution to allow the govt to imprison its own people without trial and hold them without end as it sees fit....just by saying they are a terrorist. bottom, While I have severe reservations about your ethics, (respecting human rights is what makes us DIFFERENT from terror suspects (and some who are innocent HAVE died as a direct result of torture). Do you know who protested this program when it became known the most? It was the MILITARY. The whole purpose of the Geneva Conventions is to protect the soldiers of those nations who signed and ratified it. When WE subject prisoners to torture, we open the floodgates of nations like Iran and North Korea to do the same to US prisoners if at some future date they happen to get captured. How can we complain if those nations employ torture when we have done the same? In WWII, the Soviet Union had not signed the Geneva Accords. The Western Allies (and Germany) had. This was why prisoners from the Allies were treated MUCH better than Soviet prisoners were. Even the Nazis kept some semblance of complying with the Accords when they captured Western Allied prisoners. That is why so many Soviet POWs died during WWII -- they were not kept in POW camps, but in concentration camps, and a large number died. This is also why German soldiers tried to surrender to American or British units -- they knew they would be treated better than in a Soviet prison camp. And THAT is why the US military was extremely unhappy with this whole torture business.

WE ARE AT WAR Folks whether you like it or not. They live by no rules we believe in, they behead, blow themselves up killing all those around them, stone women, force marriages very young girls, kill innocent civilians who are non-combatants, commit awful crimes against other religious groups and their own, and ARE SWORN TO DESTROY OUR COUNTRY. Get it - SWORN TO DESTROY OUR COUNTRY. If we don’t get the information we need to counter this threat, we lose. Conventional warfare rules do not apply here. So if you whinny liberals want to live under this threat and their rules, then be my guest and move to a country ruled by the Muslim brotherhood or any Muslim country. Personally I want to keep this country safe and preserve our way of life. I support our government’s efforts to keep us safe even if they are harsh. I even support the current President in this endeavor.

Just why don't we need to know? Why is this being kept secret? Certainly those subjected to torture know what happened to them. The powers that be WANT you kept in the dark. It's much easier to violate laws and treaties that way.

Actually, it is. What is unmentioned here is that the reason these prisoners were moved to Rumania from Poland is that Poland is part of the EU. And the EU has pretty severe laws against torture and other violations of the law. And they actually ENFORCE them. One thing is certain, you won't see any high officials from the past Administration taking any European Vacations anytime soon. They would likely be arrested and tried. And it is clear from the article that while waterboarding MAY not have been used, it is certain that psychological torture methods were used. And they are as illegal (both here AND there) as physical torture, and may even do worse damage. And I don't ever remember reading about whether these people were tried and found guilty by any due process of law. Throw away the law, and you throw away the protection of YOUR rights with it.

Remember that Lincoln suspended habeas corpus during the Civil War. Those accused of spying for the Confederacy were tried by military tribunals and not in U.S. District Courts. Booth's co-conspirators were tried by a military tribunal, and they did not have an opportunity to appeal their convictions prior to execution.

Lincoln temporarily suspended habeas corpus because he had no choice. When there is a general insurrection, then habeas corpus may be suspended TEMPORARILY (Bush and Congress tried to PERMANENTLY do away with it). The two conditions for this are a widespread insurrection, and foreign invasion. Neither applied to the events surrounding 9/11. Lincoln was forced to act because had Maryland seceded, it would have put Washington in an untenable position. That was why it was done, and once there was order in Maryland, and it was secure as part of the Union, those legislators were released. How Booth's co-conspirators were treated (most WERE guilty) can be questioned -- but you have to remember this was the first time an American President had been assassinated. Other leaders of the government WERE in danger (Sec of State Seward was stabbed in the face). But they WERE tried. Not tortured.

It seems that a lot of our "secret information" has been release from Asses that turned treason. Why do we have to know everything that our govt does? There are some things which need to be kept secret... where some locations are located, people that work uncover...etc... Tired of bleeding hearts complainting that we need to be more humane...BS... it doesn't work. Sampe: "Excuse me Sir, please tell me where your people are hiding."... Ironically, you voted and campaigned vigourously to put in wolves to watch over the hen house. The governmnt should be fearful of the people, and not because you possess guns. But because you truly have a functioning democracy. As it stands, the US government is a two party oligarchy controlled by corporate interests. You will see youre tea party congress, newly inducted into the republican party become corrupted by their true constituents - Corporations. This does apply to democrats too, but the biggest complainers about fearing government is more guilty of supporting the status quo.
