GOP Jobs Bill Slashes Benefits, Allows States To Drug-Test The Unemployed

WASHINGTON -- Republican leaders in the House of Representatives unveiled legislation Friday that would cut 40 weeks from the duration of federal unemployment compensation and allow states to require the unemployed to pass drug tests in order to receive benefits.

Republicans have not cited any data suggesting that drug use contributes to joblessness or that there is an elevated rate of drug abuse among the unemployed. Michael Steel, a spokesman for House Speaker John Boehner (R-Ohio), said the measure is inspired by lawmakers' conversations with businesses in their districts.

Rep. Jack Kingston (R-Ga.) cited a local business this week when he introduced a stand-alone drug testing proposal. "I had an employer tell me of an overwhelming response for job openings," said Kingston. "There was just one problem: Half the people who applied could not even pass a drug test."

But Kingston's office declined to name the employer or provide any information supporting the claim. When Gov. Nikki Haley (R-S.C.) made a nearly identical claim earlier this year, it turned out to be completely untrue.

Under current law, states are not allowed to deny workers unemployment insurance for reasons other than on-the-job misconduct, fraud or earning too much money from part-time work. The new bills would expand that list to include failing a drug test. Kingston's proposal would require drug testing; the version that party leaders announced Friday would allow states to test if they chose to. The measures come at the end of a year in which dozens of state lawmakers across the country have proposed drug screening for the poor and jobless.

The House drug testing scheme is part of a much broader legislative package that would reauthorize a plethora of expiring programs, including a payroll tax cut and a portion of the existing regimen of federal unemployment insurance for the long-term jobless. Republicans would reduce the maximum duration of federal benefits from 73 to 33 weeks and permit states to cut benefits even further.

The broader bill, which also calls on the president to speed construction of the controversial Keystone XL oil pipeline, sets the stage for a showdown next week before members return to their districts for the holidays.

Dean Haehnel of the Minneapolis area is watching Congress anxiously. He said he lost his job as a marketing director for a mutual fund company in July, meaning his six months of state benefits will expire at the beginning of January. If Congress doesn't strike a deal, Haehnel will be ineligible for the additional weeks of federal benefits given the long-term jobless since 2008. He said he'd be willing to pee in a cup to keep the money flowing if he hasn't found work by then.

"It's a little bit ludicrous, but I have no problem doing it if that's what it takes," Haehnel said. "They think that's the issue?"

Haehnel, 50, said that each time he's landed an interview, it seems like 200 other people are fighting for the same job. And he said that whenever he's applied for jobs beneath the director level, he's been rejected as overqualified. His wife is still working, but without his unemployment benefits or income from a new job, he said, his family would struggle to cover the mortgage and pay college tuition for two daughters.

In Minnesota, extending federal benefits under the current rules would make Haehnel eligible for another 60 weeks of help (the number of weeks available varies by state). The latest Republican plan would leave him with 33 weeks. Asked if he thinks he'll need the benefits for that long, Haehnel described a man at one of his weekly networking meetings with other unemployed people. That man was on the verge of leaving the workforce.

"He's right around 62 and he's been looking for almost two years, and he's going to file for Social Security," Haehnel said. "He was a normal guy. It wasn't like he was a drug addict. A normal, hardworking guy who just can't get a job."

I'm torn on this issue. I always understood one of the requirements for unemployment checks was that you were able and actively looking for work. In todays world most employers drug test, so you would not be "able" to take a job if you were not able to pass a drug test. Don't even THINK you know who I am. I am 64, don't drink, don't smoke, don't do any street drugs. I will always test negative. I have paid taxes since1964, 46 years. Think I've paid my share? I have not gotten welfare, rarely got unemployment, raised a daughter without child support or AFDC. You can't insult me. I have GIVEN my share. And I still do. I even gave a coat off my back to an adolescent on the street wearing only a hoodie, but owned no coat. I have another coat. If you want to test all the unemployed (and who's profiting from the sale of all those drug kits?) then I suggest that all people be tested. That includes, those sucking from the government tit. All elected officials should also submit to routine drug tests. And you. I am not a fascist republican, steal all the money, everyone is beneath me, right wing fundamentalist. But, I do honor the concept of the 7 corporal virtues that I once read. The seven practices of charity toward our neighbor, based on Christ’s prophecy of the Last Judgment, that will determine each person’s final destiny: Feed the hungry, Give drink to the thirsty, Clothe the naked, Shelter the homeless, Visit the sick, Visit those in prison, Bury the dead. When did the gods add drug test all of these people first and then decide if they "deserve" our "charity".

Don't INSULT YOU?, your INSULTING yourself!, I'`m over 50 myself, You wanna buy dope for junkies with your childrens clothes, grocery & college money that you've earned, GIT AFTER IT! Some of us have gained a LITTLE wisdom in our short 50,70, 90 yrs.(at best) of dealing with the general public. SURE, give the man a jacket if it's cold, feed him if he's hungry, but you KNOW, THATS not the discussion we're in. And HAD you been IN the conversation you'd have read that YES, ALL Gov't./elected officials SHOULD meet the same requirements, The whole drug testing thing SHOULD be a slap in the face to the Gov't for tryin to stick their nose in our....,well, sadly, you'll find a LOT of folks fallin by the wayside and right into treatment centers,..Which WE, the taxpayers,. will pay for...So,don't be ignorant, look around, this ain't the road to Samaria, Life is short.

Hey Republicans!

I'll agree that you can drug test members of the 99% before they can collect unemployment benefits...

ONLY IF we can drug test members of the 1% before they get their government subsidies, "incentives", sole-source contracts, loopholes, and all other forms of corporate welfare!

It sounds like a whole lot of Republicans have invested in drug testing supply manufacturers and drug testing facilities.

That was the case in Florida a few months back, when they started drug testing people on welfare. Not only did the Governor's wife work for one of the drug testing companies, the state actually LOST money on it, because most of the people tested negative for drugs in their systems and had to be reimbursed the $$$ they paid for their tests.

Yep, Republicans...gotta love 'em .....they want smaller government yet they want to create an entire infrastructure to do drug tests on unemployed people...

People who are out of work and depressed are now told that they can't even control what they put in their own bodies. So if they smoke a little weed, let 'em starve, eh?

But what about Congress? Here are a group of people making decisions that affect the other 7 billion people on the planet. If anyone should be drug tested it's CONGRESS.

If a working person must take a drug test to keep their job so his taxes can go to welfare recipients, shouldn't welfare recipients accepting that money also take a drug test? Fair is fair.

except that it's a red herring, almost no one accepting benefits is taking drugs, as proven in florida. it's just another way the GOP can humilate people, because that's the type of people the right wing is made of.

If what you say is true, why does the ACLU and NAACP say minorities are being targetted? If the benefit receivers are clean, they should not object to a drug test to get money, etc.

The electronics industry has its ups and downs....periods when new products are hot...and periods when things get slow. As a degreed electronics engineer, I was out of work several years ago, for 6 months. I spent 4 hours each morning scanning the internet and newspapers for job openings. I took my son to school, built furniture in the garage, and made meals. When the job market returned, I went back to building systems for the Trident Missile Subs. Being unemployed doesn't mean you are a deadbeat. And while the national unemployment rate is 9%, the unemployment rate for our returning veterans is running 11%. Anyone feel like calling them deadbeats?

So, looks like there will be more jobs opening up in the drug-testing, GED and other training, environmental-cleanup, alcohol and tobacco, junk food, cancer, food bank and mortuary service industries. But that sure is gonna be tough on the food-stamp strip-club industry. GOSH! Where are the unemployed supposed to get their lap dances now?

At least I'm sure we'll save gazillions under the provision that people have to submit their kids' social security numbers before they can receive a tax credit for their kids. Except that you already have to submit your kids' social security numbers to receive a tax credit.

If we drug-tested potential GOP candidates over half of them wouldn't make the cut. If we drug-tested serving GOP candidates over half of them would go to jail. Every time a politician suggests we drug test the unemployed all I really hear is that we need to impliment drug-testing for politicians!
