Payroll Tax Bill With Poison Pills Angers Environmental And Public Health Advocates

Standing in the very same room in which landmark laws like the Clean Air Act were written, environmental and public health advocates expressed their dismay Tuesday as House Republicans voted to pass what the advocates called a "poisoned" and "preposterous" payroll tax bill.

Their key concerns: Two extraneous provisions that would delay EPA's regulations on industrial boilers and expedite the controversial tar sands pipeline project known as Keystone XL. The rider-laden bill is not expected to pass the Senate.

"Time and time again, House Republicans have added 'poison pill' riders to must-pass legislation," Sen. Barbara Boxer (D-Calif.), chairman of the Environment and Public Works Committee, said during yesterday's press conference in the EPW Committee Room. "This time these are really poison riders -- because they are in essence saying we will have more poison in our atmosphere."

Meanwhile, Republicans continue to argue the importance of prioritizing jobs. "The American people are asking, 'Where are the jobs?'" House Speaker John Boehner (R-Ohio) said during a news conference after last night's vote. "The House is listening, and we've passed a large bill that contains many of the priorities of our caucus and the White House."

David Goldston, director of government affairs for the Natural Resources Defense Council, is among the advocates who disagree. "House Republicans, who say that this tax relief and unemployment assistance are necessary, hold up a bill for unrelated measures that do environmental harm," he told The Huffington Post. "It is preposterous."

Boxer added that a strong economy and effective environmental safeguards go "hand in hand," highlighting a Pew Charitable Trust report that found more than 10,000 new clean energy businesses were launched in California between 1998 and 2007. She used China's foul air as another case in point: The air is so filthy that "elected officials drive around with special filters in their car," she said. Pollution levels have even forced the airport near Beijing to shut down due to a lack of visibility on the tarmac.

"There's one simple truth: If you can't breathe, you can't work," Boxer said. "You can't get your degree if you're stuck in the emergency room because you had an asthma attack."

As Donald Hoppert, director of governmental affairs for the American Public Health Association, told reporters at the press conference, EPA's recently prosed rule on industrial boilers would reduce air pollution and prevent up to 52,00 asthma attacks, 5,100 heart attacks and 8,100 premature deaths annually. The mercury, arsenic, lead and other pollutants in the air can also cause cancer, developmental disabilities in children and can damage the brain and nervous system of infants.

"Additionally, the rule would provide $12 to $30 of health benefits for every dollar spent to implement the new standards," said Hoppert. Only about 5,500 of the dirtiest boilers -- out of the country's approximately 1.5 million -- would be affected. Industry would also have as many as four years to comply with the stricter regulations.

Boxer further noted that the Keystone XL rider would allow the controversial project to move forward without proper assessments, potentially endangering drinking water supplies and pubic health. "The Environmental Impact Statement was done by a company that has ties to the corporation building the pipeline," she added.

A longer list of anti-environmental provisions had been feared to ride on the separate year-end omnibus spending bill, including measures that would threaten the water quality of streams and rivers and block the new energy efficiency standard for light bulbs. However, Politico reported Wednesday that "whenever the bill sees the light of day," it will be "largely stripped of policy riders aimed at environmental regulations."

Regardless, advocates remain concerned. "I hope the American people will call Speaker Boehner and tell him to drop those poison riders from must-pass legislation," said Boxer.

"I don't think anyone ever contacted Santa and said bring me a box of mercury, and then a very pretty box of arsenic, and an even prettier box of lead with a ribbon on it," she added. "I don't think we're asking Santa for that."

As to your favorite quote by Ronald Reagan, if he could see what you are trying to do with legislation these days he might alter it to look something like this.

"Freedom is never more than one generation away from extinction, but humans may be if you keep pushing corporate profits over the peoples’ best interests. We didn't pass it to our children in the bloodstream, but we will pass toxins and pollutants in exchange for money. It must be fought for, protected, and handed on for them to do the same, or one day we will spend our sunset years telling our children, and our children's children, who live in a poisoned and dying world, what it was once like in the United States where men were free, the air was breathable, the water was drinkable, and animals were not all extinct."

Hey! I wish this wasn't so, and still hope it's not, on this issue, but all RepugnantCONs need to do is hold firm in their repeated strategy of playing chicken with the country and Sen. "rollover" Reid will cave. And lookie! Recent news strongly suggests that's already in the works. Sen. Reid's giving up the miniscule tax raise on the 1%, and the CONs are giving up absolutely nothing.
The Dems remind me so much of the old Chicago Bears. You really can't base your whole team on one star player. (Hint: I'm not calling Sen. Reid a star player.)

Imagine that the US is the Serengeti, the 99% are the buffalo, and the lions are the 1% and their purchased govt party (republicans). The lions aren't concerned whether water and grass (food, shelter, healthcare for us) are available for their food source, they're concerned with their bellies and that's natural. In our case, it's not done by the 1% for survival, it's greed, pure and simple. Of course, they can relocate to one of the homes they have in another country, and just continue to poison, plunder and brutalize this country for profit. Just a thought, but it fits in my mind.

The choice of which to be is a personal thing. My choice: drill baby drill, frac, and lay pipe - the future is there for the taking and its cookin with gas.

1. There are thousands of miles of pipelines in the U.S. When was the last time any of them sprang a leak? The vast majority of the natural and LP gas delivered to the Atlantic coast and New England is delivered through pipelines that extend from Texas through Memphis to Philadelphia, NYC, and Boston. If this pipeline is disallowed, it's just a matter of time before the tree huggers turn their attention to those that supply heat for the homes in the North East.
2. Why is it such a travesty that the builders and owners of this pipeline might realize a profit from its construction? Without profits, companies cannot function and their employees will be without jobs.
3. Until someone can come up with a viable technology to replace our dependence on fossil fuels, this is what we have. Solar power and wind farms have proven to be far too inefficient and expensive. Fusion power is a pipe dream and nucear power, while clean and efficient, has proven to be too unsafe in the face of natural disasters such as that at Fukushima.
4. One last comment for the tree huggers. A major paper and logging company had this posted on the walls of their corporate offices a few years ago: "If you hate loggers so much, try wiping your ass with a spotted owl." (Ooohh, that one's gonna generate a few hate posts...lol)

You lost credibility when you used the term "tree hugger." If we keep supporting the production of fossil fuel energies through subsidies and by ignoring the environmental impact of such efforts, no one will ever have the motivation to develop other sources of energy.

TransCanada’s other Keystone pipeline, which delivers oil to the U.S. Midwest, has experienced 14 spills, including the latest event, a spill at a North Dakota pipeline pumping station in May 2011. - so maybe you weren't aware of that when you asked "When was the last time any of them sprang a leak?"

The state of Nebraska is especially concerned about the Ogallala Aquifer and other environmentally sensitive areas. So what's the harm in waiting for a more cautious and prudent course. No one has said the pipeline would not be built.

Or maybe the months-long BP oil spill saga in the Gulf and the resulting damage done to both industry and the environment is OK with you?

Much debate is raging about the economic benefits, too. Many say that the jobs created will be far fewer than supporters claim, and will also be low-paying and temporary.

Being cautious makes sense to me...tree-hugger or not.

14 spills and the impact was what? I guess the conspiratorial mainstream media forgot to cover the environmental devestation. After all is said and done, the "disastrous" gulf spill actually did very little damage. In many respects, environmentalists tend to be extreme tree huggers (no progress, no way, no how) and Luddites.

Tree huggers sounds about right to me. Our pipeline building technology is unquestionably reliable. And the gulf spill damage wasnt much of a concern to OBAMA or his regime as many oil skimmers ready to clean the mess sat motionless because they couldnt get through government red tape to do anything. If we dont jump on this pipeline the Canadians have plans to build it another route and ship the oil to China. So you have done nothing for the environment and killed more U.S. jobs. OR DOES THAT MATTER TO YOU,PROBABLY NOT!!!!!!

So what's the big deal? A corporation lies about the oil being for the US rather than being routed to warm water ports on the Gulf of Mexico for export onto the world market to the highest bidder, and people get all upset? Hey, it's not like it's the first time a corporation has lied to get what they want.

There is like 25,000 miles of similar pipelines cris-crossing this country.....What's so bad about this one?

I think this has more to do with opposition to extracting oil from tar sands than the pipeline.

Ann Rand was right when she said we should be grateful as Americans for all of those smokestacks that helped to make America great.

Now that we have lost almost all vital manufacturing in our country, we can thank our high corporate tax rates, union wages and benefits, and the EPA push for 'green technology' and more compliance regulations for manufacturing companies flocking overseas.

We lost manufacturing because of the so-called free trade and the removal of tariffs. We had a great manufacturing industry years ago and had higher corporate tax rates, more unions, and a stronger EPA at the same time.

Conservatives have ruined this country. It is time to turn away from all of these terrible conservative ideas. Supply Side is dead.

There have already been umpteen assessments done on the pipeline project, but Obama wants to delay pipeline decision until elections are over so as to not anger the environmentalists...even though this project would create thousands of new jobs. The EPA has far exceeded its role and has prevented many projects and jobs going forward.

There were a number of poison pills in the House bill, e.g. no more deductions on tax forms for public funding of elections. That might diluite the financial power given to corporations in the Citizens United case.
