Washington D.C. Abortion Funds Frozen By House Spending Bill

House Republicans pushed a federal spending bill through on Friday that will ban Washington, D.C., from using its own locally raised funds to subsidize abortion care for low-income women. The policy has been in place in D.C. since budget negotiations in the spring, when the federal government nearly shut down over the issue of abortion.

The new abortion rider sparked protests on Capitol Hill Friday, not only because of its policy implications, but because D.C. is now the only locality in the country without autonomy over how it spends its money. D.C. faced a possible shutdown on Friday if Congress was unable to pass the spending bill, because it can't spend any of its local funds without congressional approval.

"We're outraged," said Ilir Zherka, the executive director of advocacy group DC Vote, which organized the protest. "Congress has yet again negotiated a deal on the backs of D.C. residents. Most Washingtonians are tired of being used as a bargaining chip."

Republicans were considering attaching other politically-motivated riders to the bill that would limit D.C.'s ability to spend its own money, including a prohibition on funding for needle exchange programs and restrictions related to marriage equality and medical marijuana, but none of those riders made it into the final bill.

The ban on abortion spending means that for another year, low-income women in D.C. would not be able to use their Medicaid coverage to pay for abortions. A non-profit organization called the D.C. Abortion Fund, which provides grants to women in the D.C. metro area who cannot afford the full cost of an abortion, says it has received double the amount of requests for help since the ban took effect in April.

"That's over 2,000 people -- women and girls -- calling our helpline," Val Vilott, president of DCAF, told HuffPost in November. "Those who previously would have been able to go to a clinic and use Medicaid are now faced with raising the full cost on their own, or in collaboration with community organizations like us."

Del. Eleanor Holmes Norton (D), D.C.'s only congressional representative, has traditionally supported reproductive rights, but she has poured most of her focus onto the issue of the city's spending power. Although she has no vote in Congress, but she has a bill pending that would keep the D.C. government open in the event of a future federal government shutdown, and she told colleagues on Thursday that she was not going to give up D.C.'s autonomy without a fight.

“A redux of the near-shutdown of the District government, coupled again with dictating to our residents how to spend their own funds, should be unthinkable,” Norton said. “It is outrageous enough to pay taxes without representation in the national government. When Congress compounds the injury by confiscating the District’s own funding judgments, do not expect us to go quietly into the night.”

. I find it interesting that it is usually MEN who have something to say about what a woman does with her body. I feel no one has a moral right to protest medical privacy (which is what Roe vs. Wade is about) unless they have adopted one of the minority children they feel should not be aborted. These people want women to have unwanted children but refuse to help support them. Typical!

The issue here is that Eleanor Holmes Norton refuses to insure Federal dollars given to DC will not be used for abortions, as per the Hyde Amendment. It's against the law. If you don't like the law, change it.

bldr1bob is misinformed: the amendment has to do with how DC spends its own tax dollars, not federal funds. If we actually believe that government gets its legitimacy from the consent of the governed, we in DC are simply victims of illegitimate government since we sure don't get to vote in Congress, although Congress can reach down and annul the budget adopted by our locally elected officials. Doesn't this make anyone our of DC worried; that we are the only capital city in the world whose citizens are not permitted voting representation in the national legislature??

I believe you're the one that is misinformed. DC only pays approximately 1/3 of their operating budget with their own money. Approximately 2/3 of the yearly budget is receive from the federal government. The Hyde Ammendment limits spending for use funding abortions. Eleanor Holmes Norton refuses to insure Federal dollars given to DC will not be used for abortions.

Democrates support choice for all women. It is the legal rule of the land. Democrats support free or very cheap birth control for all and family planning education that is easily accessible. This is the easiest and most effective way to lower the abortion rate- proven by programs in western industrialized nations. It works. The conservative anti-choice groups are against making birth control free or almost so with education that is easily accessible. They fight this tooth and nail in Congress and in state and county governments. Because of this I consider all of the anti-choice people hypocrites and not serious about the topic at all. Since almost all of the people that get abortions are Christian, I consider them the worse sort of hypocrites that exist.

This anti abortion stance is supported by a small minority of fundamentalists and is contrary to the expressed will of the American people. It's just one of many issues that are supported by a scant few voters, yet the Republicans inevitably support these nutters at great risk to their electability. I suppose they have simply sold their collective GOP soul to the fringe groups. It will most certainly make President Obama's return to the White House in 2012 easier.

That choice is up to the ones involved. They can stop doing what causes them to get pg would be my solution.

However, what they do to their unborn child with a coat-hanger or knitting needle is between them and God. I want no part of my taxes to pay for it.

Right, and they don't and haven't since 1976. That's why the issue is D.C.'s LOCAL FUNDS being used. If you'd bothered to read the article instead of seeing the word "abortion" and running to the comments to talk about how much you hate women, you would have known that.

There must be something D.C. can do - cut off the electricity, heating and phone services to the Capitol, stop filling the potholes, make all the streets one way the wrong way, turn off the street lights within 10 blocks of the Capitol in every direction, don't let FedEx deliver, etc. etc., until Congress shows some respect.

How would you feel about getting rid of people who cannot afford to have children. That would stop the cause; therefore, we would not have to worry about the effect.
