I like the hat!!!
As for dressing well on a severe budget--back in the day when I had to/ always remember monohromatic is a great look Black jeans & a black tee( a dressy tee)_ or ablack dress shirt is always a great look at any hour. The belt is what determines not or day. A simple black belt for day or a black belt with an unusual metal buckle for night can make or break the look.
