Mitt Romney Plan Raises Taxes On Poor Families, Helps Millionaires: Study

Mitt Romney Tax Plan

By STEPHEN OHLEMACHER   01/05/12 04:19 PM ET  AP

WASHINGTON -- Republican Mitt Romney's tax plan would increase taxes on low-income families while cutting taxes for the middle-class and the rich, according to an independent study released Thursday.

On average, households making less than $20,000 would see their taxes increase by more than 60 percent, said the Tax Policy Center, a Washington research group that studied the Romney plan.

Households making between $50,000 and $75,000 would get small tax cuts, averaging 2.2 percent, or about $250, the study said. People making more than $1 million would get tax cuts averaging 15 percent, or about $146,000.

"Virtually everybody with a big income is getting a tax cut," said Roberton Williams, a senior fellow at the Tax Policy Center.

Overall, Romney's plan would reduce tax revenues by $180 billion in 2015, adding to the federal budget deficit, the study said. Romney's campaign disputes the estimate, saying tax cuts in the plan would help improve the economy, leading to more revenue.

Fresh off a slim victory in the Iowa caucuses, Romney is the front-runner for the GOP nomination for president. His tax plan is less sweeping than those proposed by some of his rivals. He says he will push for "a fundamental redesign of our system." But initially, his plan maintains the current tax rates while cutting corporate taxes and reducing taxes on investments.

Romney's plan would cut the top corporate tax rate form 35 percent to 25 percent, eliminate investment taxes for the middle class and make permanent a massive package of tax cuts first enacted under President George W. Bush.

Romney would also repeal tax increases on the wealthy that were enacted as part of President Barack Obama's health care package. His plan, however, would allow some tax cuts enacted under Obama to expire.

The Obama tax cuts, first enacted as part of the massive economic stimulus package passed in 2009, targeted low-income families with children, including many people who don't make enough money to pay any federal income taxes. They included an expanded tax credit for college students, a more generous Earned Income Tax Credit for families with three or more children, and a more generous child tax credit for low-income families.

Like the Bush tax cuts, the Obama tax cuts are scheduled to expire at the end of the year. Romney's campaign says letting the Obama tax cuts expire doesn't amount to a tax increase.

"Mitt Romney has not proposed raising taxes. In fact, he laid out a blueprint for governing that includes dramatic spending cuts to reduce the deficit and pro-growth tax policies that permanently extend the Bush tax cuts, dramatically cut the corporate tax rate to create jobs, and deliver real tax relief to middle-income taxpayers," campaign spokeswoman Andrea Saul said.

Other GOP candidates have called for more sweeping tax plans. Former House Speaker Newt Gingrich and Texas Gov. Rick Perry have both called for versions of the flat tax, in which all income is taxed at the same rate. Former Sen. Rick Santorum of Pennsylvania has called for reducing the number of tax brackets from six to two.

Previous studies by the Tax Policy Center have found that plans by Gingrich and Perry would result in big tax cuts for the wealthy, reducing tax revenue by billions each year. The center has not yet done a comprehensive analysis of Santorum's plan, though Williams said one is planned.

The Tax Policy Center is a research group formed by two Washington think tanks, the Urban Institute and the Brookings Institution. Its researchers regularly testify before Congress on tax policy and its analyses during the 2008 presidential campaign were widely circulated.

The Contra Costa Times just published my letter to the editor about Stephen Ohlemacher's article. For clarity, Ohlemacher should have added a few more words to his article about the Romney tax plan. To read my letter, go to http://www.contracostatimes.com/news/ci_19737165.

Thank you.

I'm not sure how the GOP/Mitt/and other assorted clowns think that by letting the Bush tax cuts expire is a tax increase, but letting the small tax cuts for the middle class and the poor expire isn't a tax increase? It's confusing to say the least.

But, gee, those corporations will give the poor raises, won't they? Huh? And if Newt's his runningmate, hey--all those kids can help bring home the bacon, no? America has toilets to clean!

So, with their rhetoric about balancing the budget, how does Romney plan to approach that if his tax plan adds $180B to it?

When talk is cheap, it's easier to lie.

No surprises here. The GOP has uniformly agreed that the bottom 47% should bear more of the burden. This is just Romney's attempt to justify to the TP that he really is their man.

"And for the support of this declaration, with a firm reliance on divine providence, we hereby pledge our lives our fortunes and our sacred honor." Last sentence in Declaration of Independence. It's those dam poor people who honor that pledge in time of need isn't it!

Here's the math: single mother mother making $20,000 per year will file head of household and get a 8500 deduction along with $3700 for her and each of her children. That gives her a deduction of 19,600 and a taxable income of $400.00 Assuming she doesn't have the sense to claim her child tax credit or earned income credit, the tax she would pay on this $400 would be $40. If this 40 increases 60%, she would see her $40 tax bill increase to $64.

However, in reality, the tax credits will cover this so she and the rest of low income America will see no real increase.

So, in conclusion, we have a HP/AP article bashing Romney over a $24 tax increase no one will actually pay.

You seem to have overlooked the part regarding the disparity between tax decreases for the middle class and wealthy.

So he came up with a tax plan that no one will have to pay?,not only is he an indecisive flip-flopper,he's stupid enough to raise taxes on the majority of people who will vote in 2012....yeah,he's not getting elected

From the Article:

"On average, households making less than $20,000 would see their taxes increase by more than 60 percent, said the Tax Policy Center, a Washington research group that studied the Romney plan.

Households making between $50,000 and $75,000 would get small tax cuts, averaging 2.2 percent, or about $250, the study said. People making more than $1 million would get tax cuts averaging 15 percent, or about $146,000."

Why does the article provide specific numbers for middle and upper class earners but with low incomes, only a percentage. It says their tax will increase 60% but it doesn't say how much that is. Currently, a family of four making less than 20K shouldn't pay any federal tax after the EITC and Child Tax credit kick in. If they do pay taxes and it's currently 50 dollars and increase 60% to $80, they are still getting a bargain.

Apparently the dollar increase must be very small or the writer of the article would not have made a point to leave it out.

Yet again, people are only thinking about families. What about college students and young professionals that are too young for the earned income credit and have no children to claim? And people wonder why some individuals feel the American dream is an illusion. You go to school, work hard to get an education, then come out in debt with a nominal starting salary and the first $20k will be taxed to death!

This why economic policy will never be a science, and therefor never come to any sort of consensus. Tons of possible, if not probable, theories with no testable means because of the sheer number of variables, both known and unknown. Meanwhile, armchair economists sit around feeling superior to each other convinced their their posit is one truth.

How about this for a truth; Believe in the spirit of generosity and good will toward your fellow man, and while you may be taken advantage of, ultimately, your path will succeed.

The states will raise taxes and fees to make up the difference so if you are middle class don't expect any change. If you make less than $20,000, get used to sleeping on park benches.

Unless you have millions of dollars under Romney you can expect you taxes to increase and you will be poorer. Romney is only worried about people like him "the rich". He can care less about the poor people. Also he will cut Medciare and any other entitlement program that poor people use. People please go and vote in November to stop liar Willard Mitt Romney.

Mitt Romney will never get elected to be the United States President to raise taxes on anyone so let him keep on pandering to the Rich. Americans from all ethnicities have been very quit and that is when the Republicans need to be on their guard.
