TOKYO -- Japan says it will soon require atomic reactors to be shut down after 40 years of use to improve safety following the nuclear crisis set off by last year's tsunami.

Concern about aging reactors has been growing because the three units at the Fukushima Dai-ichi plant in northeastern Japan that went into meltdown following the tsunami in March were built starting in 1967. Among other reactors at least 40 years old are those at the Tsuruga and Mihama plants in central Japan, which were built starting in 1970.

Many more of the 54 reactors in Japan will reach the 40-year mark in the near future, though some were built only a few years ago.

The government said Friday that it plans to introduce legislation in the coming months to require reactors to stop running after 40 years. Japanese media reported that the law may include loopholes to allow some old nuclear reactors to keep running if their safety is confirmed with tests.

The proposal could be similar to the law in the U.S., which grants 40-year licenses and allows for 20-year extensions. Such renewals have been granted to 66 of 104 U.S. nuclear reactors. That process has been so routine that many in the industry are already planning for additional license extensions that could push the plants to operate for 80 years or even 100.

Japan does not currently have a limit on years of operation. It had planned to expand nuclear power before the meltdown, but has since ordered reactors undergoing routine inspections to undergo new tests and get community approval before they can be restarted. The new restrictions mean that only six Japanese reactors are currently running.

The Asahi newspaper reported Saturday Japan is likely to face a power shortage if it carries out the 40-year rule, which barring loopholes would force 18 more reactors to shut down by 2020, and another 18 by 2030.

The government has already decided to scrap six reactors at Fukushima Dai-ichi, where backup generators, some of them in basements, were destroyed by the March 11 tsunami – setting off the world's worst nuclear crisis since Chernobyl. The government has said it will take 40 years to fully decommission the plant.

It is unclear whether the age of the reactors was related to the nuclear crisis. The location of the generators, absence of alternative backup power and inadequate venting are believed to be more direct causes, but some critics have said the Fukushima plant showed signs of age, such as cracks in piping and walls.

Promising that nuclear plants may be gone in about four decades may help the government gain public support for getting more reactors running again.

The future of Japan's nuclear policy remains under review. Some people are worried about radiation in the food and water, as well as the health of children, who are more at risk than are adults to sicknesses from radiation exposure.

A federal judge on Thursday blocked Vermont from forcing the Vermont Yankee nuclear reactor to shut down when its license expires in March, saying that the state is trying to regulate nuclear safety, which only the federal government can do.
The judge, J. Garvan Murtha of United States District Court in Brattleboro, Vt., also held that the state cannot force the plant’s owner, Entergy, to sell electricity from the reactor to in-state utilities at reduced rates as a condition of continued operation, as Entergy asserts it is now doing.

Our plants are designed to withstand conditions similar to those that triggered the Fukushima event; the Task Force confirmed that Canada’s nuclear regulatory framework is strong.

Big Win for Vermont!
The ruling by U.S. District Judge J. Garvan Murtha in Brattleboro is a win for the Vermont Yankee plant's owner, New Orleans-based Entergy Corp., which had argued during a three-day trial in September that the state's efforts to close the plant were pre-empted by federal law.

Germany has discovered that, if a private insurance company were to insure a nuclear plant (without the government insuring the insurance company, as it does in the US, which is a shell-game scam if I ever saw one), it would have to pay €6,090 billion per year. In other words, NPPs are uninsurable.

And just for a teaser on the world’s nuclear industry and their protector governments in documents going forward, I thought I’d include the below email circulated in response to a request from Germany’s nuclear industry group for NEA/NRC help in preventing the ordered shutdown of seven German reactors following the events at Fukushima. The NEA [Nuclear Energy Association] is yet another insider industry group that GRS would likely find some lobbying help. But the U.S. Nuclear Regulatory Commission? To “combat” another sovereign government’s considered actions based on the meltdowns in Japan? Where’s that kind of jurisdiction coming from?

"GRS was asking for fast action to help combat the the shutdown of seven reactors in Germany in wake of the Japan events. Dr. Weiss, director general of GRS, (through the German NEA employee in our division) was making the request.Since it was Director General of GRS and a counterpart of Brian Sheron on the CSNI board, I sent the request directly to Brian and Bill Borchardt.

Brian responded quickly with help for GRS. And they are very grateful to the NRC.

Vermont legislature has a bit of a habit of passing unconstitutional laws and otherwise pretending they operate in a legal vacuum. This was one of those times.

Capitalizing on a federal renewable-energy tax credit, KB Homes expects to be the first production builder in Florida to include solar-energy panels as a standard feature on new houses in select communities.

Glance said that the units didn't add on that much to the price of the house because KB was able to purchase them in bulk. When you compare the price by square foot in nearby new communities, it doesn't reflect an upcharge for the solar, he added. He said the panels complement the homes' insulated windows, upgraded insulation and Energy Star appliances.

"About 60% of the dry biomass of seaweed are fermentable carbohydrates, and approximately half of those are locked in a single carbohydrate - alginate," company CEO Daniel Trunfio said in announcing the research. His scientists have engineered an enzyme to degrade the alginate and a pathway to metabolize it.

They describe seaweed as an ideal feedstock for making biofuels, because it has a high sugar content, does not require arable land or freshwater to grow and is environmentally friendly. BAL has four farms in Chile that can grow seaweed in economically viable quantities.

Solar not so good replacement for nuclear. The costs of subsidizing solar electricity have exceeded the 100-billion-euro mark in Germany, but poor results are jeopardizing the country's transition to renewable energy. The government is struggling to come up with a new concept to promote the inefficient technology in the future.

In the coming weeks, the German government intends to decide how it will treat solar energy in the future. The ... Christian Democratic Union (CDU) and the ... Free Democratic Party (FDP) have written Environment Minister Norbert Röttgen a letter asking him to present a new subsidy concept by Jan. 25. Economy Minister Philipp Rösler (FDP) would prefer to abandon the current subsidization system altogether, as would the business wing of the CDU.

The FDP leader, hopes to boost his profile by opposing solar subsidies. Rösler sees an opportunity to demonstrate that he, unlike his fellow cabinet minister Röttgen, has an understanding of economics, especially as he knows that many in the CDU, and its Bavarian sister party, the Christian Social Union (CSU), agree with him.

CDU deputy parliamentary floor leader Michael Fuchs has sharply attacked his fellow party member Röttgen. He holds the minister personally responsible for the rising cost of electricity. But Röttgen is fighting back. This week, he will meet with representatives of the solar industry, which faces tough economic times as a result of competition from China. Röttgen fears that fewer subsidies could put more German solar panel producers out of business.

According to Germany's Federal Network Agency, solar energy capacity increased by 7,500 megawatts in 2011 owing to the installation of new units. This equates to the capacity of five nuclear power plants -provided the sun actually shines.
