WEST PALM BEACH, Fla. -- Four years after the GOP's rallying cry became "drill, baby, drill," environmental issues have barely registered a blip in this Republican presidential primary.

That's likely to change as the race turns to Florida.

The candidates' positions on environmental regulation, global warming as well as clean air and water are all but certain to get attention ahead of the Jan. 31 primary in a state where the twin issues of offshore oil drilling and Everglades restoration are considered mandatory topics for discussion.

"It's almost like eating fried cheese in Iowa," said Jerry Karnas of the Everglades Foundation. Drilling has long been banned off Florida's coasts because of fears that a spill would foul its beaches, wrecking the tourism industry, while the federal and state governments are spending billions to clean the Everglades.

Though most expect the candidates to express support for Everglades restoration – as Mitt Romney did in his 2008 campaign – environmentalists are noting a further rightward shift overall among the GOP field. The candidates have called for fewer environmental regulations, questioned whether global warming is a hoax and criticized the agency that implements and enforces clean air and water regulations.

"A cycle ago, there were people who actually believed in solving some of these problems," said Navin Nayak of the League of Conservation Voters. "Now we're faced with a slate that doesn't even believe in basic science."

The candidates, of course, dispute such a characterization. But their stances have generally grown more conservative. And even when they haven't, they often offer positions that aren't in line with conservationists.

_Romney heralded the passage of stricter limits on carbon emissions in 2005 when he was governor of Massachusetts but last year said it was a mistake. He previously agreed with the scientific consensus on global warming and humans' contribution to it but now says "we don't know what's causing climate change."

_Former House Speaker Newt Gingrich supported tougher environmental regulation early in his congressional career and appeared in a 2008 TV spot with then-House Speaker Nancy Pelosi pleading for action on climate change. Now he's says appearing with the San Francisco liberal was "the dumbest thing I've done in the last couple of years" and is calling for lifting restrictions on offshore drilling and branding the Environmental Protection Agency a "job killer" that must be replaced.

_Texas Rep. Ron Paul said during his 2008 campaign that "human activity probably does play a role" in global warming. Now he calls the science on manmade global warming a "hoax."

_Former Pennsylvania Sen. Rick Santorum shows fewer signs of a shift on such issues. He has called for more drilling, including in the Arctic National Wildlife Refuge, and doubts research that points to a human role in global warming, calling it "junk science."

An analysis by the nonpartisan Center for Responsive Politics found about $2.8 million in campaign donations were made by those in the energy and natural resources sector, according to Federal Elections Commission data, with about 84 percent of it going to Republicans.

Meantime, the EPA, which is responsible for policing environmental rules, has been singled out for Republican criticism this campaign season. Paul has called for its outright elimination as part of his plan to drastically curtail the federal government. Romney has said it's "out of control." Santorum has railed against the EPA's limits on mercury from coal-fired power plants. And Gingrich has called for overhauling the EPA, saying it should be converted to an "environmental solutions agency."

Nayak says: "There's no doubt that this kind of slate of presidential candidates is one of the most regressive and most closely tied to polluters that we've seen at least in decades."

Some Republican presidents and nominees have been strong environmentalists. Teddy Roosevelt was seen as a role model to environmentalists, using his presidency to establish wildlife refuges, preserve forests, and conserve water. Richard Nixon helped create the EPA that has been vilified by his successors on the campaign trail today. And the last Republican nominee, Sen. John McCain, was the chief co-sponsor of a bill that sought mandatory caps on greenhouse gas emissions.

Michelle Pautz, a political science professor at the University of Dayton who focuses on environmental policy, said the current slate of Republicans may not be giving much reason to applaud their environmental stances, but it may not matter much overall with the economy taking center stage.

"The bottom line is both with the GOP primary and looking to Obama and the general election, the green vote is a non-issue," Pautz said. "There are too many other issues crowding out the environmental ones."

But Tony Cani, the national political director for the Sierra Club, said taking what he calls "extreme" views on the environment won't play well come Nov. 6.

"They're going to be hurt with young voters, women, families, Latino voters," Cani said.

Jim DiPeso, of Republicans for Environmental Protection, said he hopes to see a shift as Election Day draws closer, but that the state of politics right now has made ecological issues untouchable.

"A lot of the more pragmatic mainstream Republicans just are trying to steer clear of the issue because it's become so politically fraught," he said.

Speaking at the Pittsburgh Consol Energy Center in October, Romney expressed doubts that climate change is caused by humans. "My view is that we don't know what's causing climate change on this planet," he said, "And the idea of spending trillions and trillions of dollars to try to reduce CO2 emissions is not the right course for us."

Previously, the former governor had expressed markedly different views on the issue. At a June town hall, he said, "I believe the world's getting warmer...I believe that humans contribute to that, because I know that there have been periods of greater heat and warmth in the past but I believe we contribute to that. And so I think it's important for us to reduce our emissions of pollutants and greenhouse gases..."

A larger opposition file from 2008 documents larger flip-flops from Romney on the issue of climate change. According to a Politico report, it also appears that some green backers of the Romney campaign are banking on him returning to the center on environmental issues either during the general, or if he gets elected president.

I tell you if it weren't for the GOP's head in the sand attitude toward climate change, I would be a registered Republican. There is an abundance of evidence supporting man made climate change but you dismiss it as hoax before even looking at any of it. Yes our orbit is in it's warming period(closest to the sun) but Ice cores prove we are waaaay ahead of schedule. I'm not worried about the planet dying. The planet will re regulate itself with another ice age when it hit's the elongated period. It's us that will die because this eccentric period is thousands of years from now. In the meantime if you think that pumping billions of tons of chemicals into the atmosphere for 100 years has no effect on it, you're delusional. Jeeze look at some satellite photo's of the ice caps 50 years ago and now. The only scientists refuting any of this are the same ones who said cigarettes didn't cause cancer.

This is a shame--those of us who have lived all our lives in Florida know of our own experience that climate is real and that the destruction of the environment in our beautiful state is ruining it. IIn addition, the rabid oil and energy companies are not only ruining the environment and God's world, which He entrusted to us to protect, they are ruining our once best industries: Tourism and Agriculture. Yes, we were once one of the top ag states in the country!

Any candidate who denies climate change will not get the approval of the independent votes which makes up for 10% of the voting population and will thus ensure Obama the win. Let’s get one thing strait, Obama is no friend to the environment and I am sure he will go ahead with the keystone deal once he is reelected. The bottom line is there is undeniable evidence by the global scientific community which is made up of the best and brightest minds on the planet. At the same time the independents understand the global economy and how it revolves around the current oil/ coal industry. Clearly any negative publicity against this industry will be opposed by the industry itself which pretty much has unlimited amounts of money to run an anti climate change campaign that will appeal to ignorant and religious people who oppose science. When most independents look at these ignorant people making their pathetic arguments we just take a step back and shake our heads at the blatant stupidity. When politicians preach the same argument trying to undermine the current scientific data we just see the corruption and thus immediately dislike the candidate. So if any republican candidate even wants a shot at beating Obama they will have to admit the current reality of climate change and be willing to openly discuss the issue in a intelligent manner.

And discussing it in an intelligent manner means to completely agree with your contention and get on with the business of handcuffing industries and economies, pouring endless amounts of public funding into unproven and impractical "green" sources of energy. I have an idea. Why don't all the people who are so concerned about our climate and the effects our consumption of oil, natural gas, and coal are having on the planet become energy independent tomorrow. I promise to watch out for you as you are walking along the side of the road or riding your bicycle. If you ride your bike, make sure you obey the traffic laws. I'd hate to run over as you plow through that stop sign at an intersection.

I disagree I believe the Democrats will make this an issue because the Teapublicans will lie and cry and threaten trying to get the Keystone XL Pipeline through. That's one of the reasons I pity the right your so called Leaders LIE through their teeth constantly and you believe them. Then you end up with absolutely NO representation in government. The green vote and the economy are inextricably tied together. One of the biggest reasons our economy is floundering is the destructive effect of extreme policy resulting from ridiculous assertions from the so called environmentalists. As a conservative I put this issue at the very top of my list. I will not vote for a candidate who panders to the global warming chicken littles.

I went to college 35 years ago. One of the reasons I feel the way I do is because for over half my life I have been listening to and reading the inane ramblings of people like you who aren't happy unless they have some alarm to sound or aren't satisfied with their own lives unless they can make life more difficult for others. It's always easy to tell when someone has a weak argument, they just start calling names.

You know something--the human race survived for a long time without any kind of phone, and then for more years with only land lines. It might be possible to live without a mobile phone even today.The only reason that most of us have one is because they are inexpensive enough that we can afford them. Otherwise, they might just bring back the public phone booth.

Science for dumb rednecks:

As far back as the 70's, scientist were warning that global warming could lead to some areas getting colder and more snowfall. Here's one way of how that works:
Temps rise, melting ice caps...the melting of the ice leads to the water around them cooling...wind blows over this water and thus the wind becomes colder....now areas in the path of that wind become colder and often see more snow.

So, there you have it. One way of how global warming can actually lead to cooling. It's dumbed down, I know, but bear in mind it's targeted to the people who believe a snake spoke to a woman and talked her into eating an apple, thus dooming the human race....so how much high brow science do you want to throw at them?

Sorry, with blessings,none of the right wing fascists, will be able, even with teabagger monies, to win an election. I do not like Obama's weak response to the repub controlled legislature, but it is still better than going back to the Reagan and Bush eras' policies which resulted in economic meltdowns and the middle class becoming poverty stricken and homeless in far too many cases. These eras' (except Daddy Bush) also resulted in the BIGGEST run-ups of out-of-control deficits and debts in the history of this country.
