Secretary of State Hillary Clinton "rejected" President Obama's proposed 2011 budget for her department, according to a memo obtained by the New Yorker's Ryan Lizza, and described in the magazine Monday.

"At the proposed funding levels, we will not have the capacity to deliver either the full level of civilian staffing or the foreign assistance programs that underlie the civilian-military strategy you outlined for Afghanistan; nor the transition from U.S. Military to civilian programming in Iraq; nor the expanded assistance that is central to our Pakistan strategy," Clinton wrote in the six-page memo.

As military operations in Iraq and Afghanistan draw down, responsibility for those conflict zones increasingly falls to the State Department, which will be staffing the largest U.S. embassy in the world in Baghdad and overseeing a team of several thousand armed contractors.

At the same time, the State Department's budget, especially for non-military foreign operations, has been under near constant assault from budget-conscious congressional critics.

To defend its ability to operate abroad, the State Department has launched a major public information campaign to promote the fact that the American foreign aid budget is only about 1 percent of the federal budget, even as surveys show that the average American assumes it to be closer to 25 percent.

Hillary Clinton has taken the battle with Congress over foreign aid funding public before -- telling legislators last year that she would "recommend personally" that the president veto a proposed House bill severely curtailing State Department operations.

"If you go out to the American public and you say 'what's the easiest thing to cut?' it's always foreign aid," Clinton said at an event with Defense Secretary Leon Panetta last August. "We understand that we have a case to make and there is a new way of looking at it."

"We know we are going to have to put everything on the table. I'm not saying we should be exempt ... I'm just saying that as we look at everything that is on the table, we have to try to do a reasonable analysis of what our needs and interests are," she added.

But the portions of the memo described in the New Yorker shows the lengths Clinton has had to go to personally persuade the president of the urgency of protecting her budget.

"I want to emphasize that I fully understand the economic realities within which this budget is being constructed, and I share your commitment to fiscal responsibility. But I am deeply concerned about these funding levels," Clinton wrote. "You and I often speak about the need to restore the capacity of civilian agencies. There is little room for progress unless you provide guidance that you are open to an increase in overall funding levels."

AMEN!!!I have been a Hillary fan for many years, way back to when Bill was governor of Arkansas. Bill and Hillary are two of the most intelligent people in our country. They have been great leaders, scandals aside. But those problems were not our business. It should have been left for them to work it out, not argued but every american.
If either one would or could run again, I bet they would win easily. But I don't think they are silly enough to jump back under that microscope...;-) Oh well, our loss.

Let me remind you what happen what happened under the Clinton Presidency...They disseminated the Glass/Segel bill which added to the banking/mortgage crisis, they allowed too big to fail corporations, they allowed more jobs going oversees...I think there's more I wish I would have kept all the articles with specific detail. It's something the media doesn't talk about. Clinton was the best republican president we've ever had. Since being in office Mr and Mrs Clinton have each accumulated about 85 million each....Gee, how did that happen? Insider info from Wall Street, speaking engagements etc., Forget about their personal drama and there was plenty of that. It seem to me if a person is morally lacking in one area chances are they're lacking in many others. The economy was already heading downward when Bush II took over and he was stupied enough to get us into two more wars. Remember, under Clinton we were in Kosovo...he was pro the Iraq war too. So please let's not get happy thoughts about Bill and Hillary...they've contributed much to the problems we have today.

Lizza’s lengthy article in the New Yorker exposes the 08 Obama campaign’s deliberate strategy to attack Hillary Clinton’s character rather than debating her policy positions. Recall that Obama presented himself as the one who would rise above politics and unite the country; whereas, among his ad hominem attacks on Hillary Clinton was the charge that she would be too polarizing - we’re still waiting for that united country, Mr. President.

In the meantime, Obama supporters in the blogosphere, chafing over Hillary Clinton’s soaring poll numbers as SoS and Obama’s low approval rating as president, continue their ad hominem attacks on Clinton at every opportunity. These are the folks who accuse anyone who stands up for Clinton as “aggressive,†while defending their personal attacks on the Clintons as the right to express their “opinions.â€

People say cut foreign aid because they get nothing done. As Secy of State Hillary has done nothing. When things are really important, they sent Leon Panetta, Or Bill "Slick Willy" Clinton. Anyone with a brain knows Obama threw her a bone when he made her Secy of State. You get what you pay for, and America will be paying for decades because of people like Obama and Hillary Clinton.

It is widely reported that Hillary Clinton is currently campaigning internationally to become the next head of the World Bank, yet another position for which she is eminently unqualified.

I hope someone is monitoring closely how she is using her discretionary power and travel budget as Secretary of State, and whether it is serving U.S. policy or simply Hillary's ambitions.

Hillary's move to the World Bank could provide helpful information and influence as the Clintons' build their international influence selling business, possibly moving them from mega millionaires to billionaires with the support of grateful corporations they serve.

I have nothing against Hillary, in fact I agree, she is a hard worker. I would'nt have minded at all if she had won the 2008 election. But I still say she doesn't look too happy with Obama in that picture.

Unfortunately, Secretary Clinton's travel increasingly looks like a servive to her ambitions to become the next head of the World Bank, rather than service to her nation.

If nominated, she would need approval of many nations around the world, and face to face visits could be part of her campaign.

That's GREAT, I wish Biden would volunteer to step down and let Hillary Clinton be the Vice President candidate on a Obama/Clinton ticket for 2012. Then Hillary would be in position to be the first Female President in 2016. I'm an Idependent and would to see Hillary Run. The two would be unbeatable!

You are correct, however, there is no way....absolutely NO WAY that Hillary would allow herself to become VP and take a second seat to Barak Obama. Never happen. If Hillary had any guts at all; she would resign as Secretary and run for president against Obama. She would wipe the floor with him this time.
