WASHINGTON -- On the heels of President Barack Obama's State of the Union address, senior economic advisers to the president on Wednesday shared more details on Obama's blueprint for the economy, including a plan to strip incentives for companies to move jobs overseas and instead encourage the return of manufacturing jobs to U.S. soil.

Arguing that the country should build on the relative strength of its manufacturing sector, National Economic Council (NEC) Director Gene Sperling told reporters that Congress needs to remove the tax deductions that corporations can claim on moving expenses when they ship jobs overseas. In addition, he said the president is proposing a 20 percent income tax credit for companies that choose to bring jobs back to the U.S. Taken together, the two measures would be revenue-neutral, Sperling added.

"Moving jobs is not something we should be subsidizing," Sperling said. "The companies have a right to do it, but that doesn't mean we should subsidize it."

The plan underscores Obama's interest in spurring "insourcing," or the return of previously outsourced jobs, particularly in the manufacturing sector. Earlier this month the president held an "Insourcing American Jobs" forum at the White House with 14 American companies -- DuPont, Intel and Otis Elevators, among others -- with the goal of better understanding what incentives corporations would need to bring jobs home.

Talking with reporters Wednesday, Jason Furman, principal deputy director at the NEC, argued that manufacturers are starting to reconsider whether it's worth moving or keeping their operations overseas rather than in the U.S., in part because of rising labor costs in China. Indeed, the manufacturing sector has been one of the few bright spots in recent U.S. jobs reports, with around 300,000 such jobs having been added in the past two years.

As part of his broader plan, the president is also proposing a "minimum tax rate" on overseas profits to discourage corporations from moving work to countries with more favorable rates. The proposed changes to tax law, Ferman said, could help persuade some companies that are "sitting on the fence" to keep their workforces in the U.S.

"You look at the tax code as a whole, and right now it gives a large push to a company thinking about doing business overseas rather than in the U.S.," Furman said. "Rather than have everything in the tax code pointed towards China as it does now... we can point it back in the other direction."

In addition, the administration is proposing a "manufacturing communities tax credit" to encourage investment in areas where local plants are closing. With $6 billion in credits, the program would be designed to mitigate job losses by luring new manufacturers into those areas.

"Imagine the steel closings in the late '90s," Sperling said. "This tax credit [would allow] a community that has evidence that there will be a mass layoff to have a tax incentive to help bring an additional company in to relocate in that area."

Obama took to the road Wednesday to pitch his broader economic agenda directly to voters, speaking about the importance of the manufacturing sector in Cedar Rapids, Iowa, and Phoenix, Ariz.

Bringing jobs back to America

Solution: (License Customer Service Representative)
There are over 500,000 outsourced call center jobs in the Philippines and India. This also pose a major security and Identity risk for allowing people to have access to critical data without their approval. I think an important solution is to make sure that if someone takes a call that involves them knowing someone’s name and address or the account was established by use of credit card or financial institution, data needs to also have a license to be able to service the account.
The customer service or sales representative will need to have a license number to share with the customer to insure against fraud. This licensee can only be achieved by getting the thumb prints of the representative and also passing an examination similar to real estate agents and other professionals. This needs to be completed before a license to conduct phone calls can be achieved.
This will bring many jobs back to America and also help protect against fraud and identity theft and bring the unemployment rate down to perhaps 4%.

Keep American jobs with the American people- companies want American dollars then support the people you want to patronize you business. If an American company was penalized $50,000 for each job it outsourced things would turn around. The American people deserve more and it is time our politicians did something for the people who are paying their salaries.

Outsourcing - company A pays company B for doing work that was previously done by Company A

Offshoring - Company A sends work out of the country, either to Company A's offshore location or it can be both Offshored and Outsourced to company B

Insourcing - Company A takes work that was previously outsourced back in house.

The US and the EU have been bleeding jobs to India and other countries via both outsourcing and offshoring.

outsourcing... so where's the patriotism? not only did outsourcing lessened the jobs in america,... it slowly drained the money that should be circulating inside it. instead of paying americans, who spend inside america, making more americans jobs, outsourcing gave money overseas, which is spent overseas... and does not circulate back in our country. it was unnoticeable because it it looked like cheap labor but in the long run, those cheap labor pays eats at our economy. our government had this coming. they allowed it to happen and now we are paying for it. our govenment has got to move fast an walk the walk. forget about helping other nations... we gotta help ourselves first. america for americans!

In getting jobs back to the United States, we must wonder how easy will it be to actually transport those jobs here? One of the things that is holding corporations back even though they may get incentives to bring jobs back to amerce, will the cost of *doing* business outweigh the benefits that they may receive. If regulations for instance still are the thing getting in the way of business then we need to loosen up on them so that businesses can safely operate here as well (http://eng.am/sTM3nH) Once we figure out a way to make these less stringent we can slowly bring more manufacturing jobs home.

After the democrats and Obama passed legislation for american businesses to write off 100% of improvements made in this country - the demand for machinery and equipment went way up creating more manufacturing jobs here. This is what works....not tax cuts for corporations and ceo's with no strings attached like the gop supports.

It's about time. I've expressed this idea for the last two years. Maybe someone listened to me.

Specifically, my concept is that businesses would experience a tax rate solely dependent on the number of Americans employed. Businesses that hire 100% American workers would see a tax rate of 0%. That rate would go up as high as a FIRM 40% for companies who outsource 30% or more of their labor force. My feelings are that if you want to employ people from outside of the United States, then you should move your corporation to the nation that you prefer to support.

And, there would be an incentive for foreign companies to bring jobs here. Whatever investments made on American soil that employed at least 90% Americans would result in 0% taxes.

This is surprisingly important because I recently found out about a hotel in St Thomas that was bought out by a Mexican company. But, they wanted to fire all of the local people and bring Mexican people to work here instead. The government did not give them the ok. Today, that hotel sits barren, orange barricades block the road to the hotel so now NO ONE has a job. It's even worse in general as the hotel industry in the US Virgin Islands already pays zero taxes for up to 5 years of operation. After 5 years, hotels switch hands and the no tax gift starts over again.

Americans need some level of protection.

These are discouraging times, but once in a blue moon a bit of hope appears. I am pleased to report on the bit of hope delivered in March of 2011 by Michael Spence, a Nobel prize-winning economist, assisted by Sandile Hlatshwayo, a researcher at New York University. The two economists have taken a careful empirical look at jobs offshoring and concluded that it has ruined the income and employment prospects for most Americans.

To add to the amazement, their research report, “The Evolving Structure of the American Economy and the Employment Challenge,” was published by the very establishment Council on Foreign Relations.

For a decade, I have warned that US corporations, pressed by Wall Street and large retailers such as Wal-Mart, to move offshore their production for US consumer markets, were simultaneously moving offshore US GDP, US tax base, US consumer income, and irreplaceable career opportunities for American citizens.

Among the serious consequences of offshoring are the dismantling of the ladders of upward mobility that made the US an “opportunity society,” an extraordinary worsening of the income distribution, and large trade and federal budget deficits that cannot be closed by normal means. These deficits now threaten the US dollar’s role as world reserve currency..."

Don't bother, Kai-HK is not an American and has not loyalty to America. He likes to argue for New World Order, where foreigners get to succeed and make the rules.

America succeeded because we had a great support machine in the form of our elected officials and government who still believed in the American worker.

That deal is in question now with the American government adopting Kai-HK's view of how to rape Americans while reaching for the cash drawer overseas.

Being loyal to America is not protectionism, its Americanism. You either support our view of how the world should operate or you don't. But if you want to see what happens when the hard working worker is ignored and devalued for profit do some reading about France's history.
