DAVOS, Switzerland -- Bill Gates pledged $750 million on Thursday to fight three killer diseases and rescue a beleaguered health fund whose financial losses have cost it donor support.

The Microsoft founder said he is lending his "credibility" to the Geneva-based Global Fund to Fight AIDS, Tuberculosis and Malaria by making the donation through a promissory note so the fund "can immediately use the money and save lives."

Gates' announcement at the World Economic Forum – a magnet for the world's business and political elites who pushed for the fund's creation – was part of an orchestrated attempt by the fund to galvanize donors on its 10th anniversary.

"These are tough economic times, but that is no excuse for cutting aid to the world's poorest," Gates told reporters.

He downplayed the $23 billion fund's reported losses of tens of millions of dollars to corruption, misuse and undocumented spending that were highlighted in Associated Press stories, and said it is "disappointing" to see how people have focused on a "small misuse of funds."

A donor backlash over AP reports about poor financial monitoring and the fund's losses uncovered by its own internal watchdog, the inspector general's office, prompted the organization last year to cancel more than $1 billion in planned new spending mainly to expand existing programs. The fund's executive director, Dr. Michel Kazatchkine, this week also announced his resignation.

"The internal checks and balances have worked in every case," Gates said. But, he added, "If you're going to do business in Africa, you're going to have some losses."

The public-private fund has helped change the fortunes of many of the world's poor through its prevention and treatment programs among 150 countries, Gates said.

The fund says it has provided antiretroviral treatment to 3.3 million people, detected and treated 8.2 million people with tuberculosis, and given 230 million bed nets to families to prevent malaria over its 10-year existence. It says it also has helped prevent 1.3 million pregnant women from passing on HIV to their babies, cared for 5.6 million orphans and kept 7.7 million others alive.

"It's a breathtaking achievement," U2 rock star Bono said in a compilation of fund supporters' statements from the fund Thursday.

A former Japanese prime minister, Naoto Kan, told the news conference that his nation has contributed $1.3 billion to the fund. Kan also said the fund's "transparency" must be maintained – which includes auditors and investigators in the inspector general's office uncovering and publicizing its own losses – as the fund goes through a series of reforms launched last year after the AP stories.

"The European debt crisis is shaking the world economy, which in turn seriously affects the fortunes of the Global Fund. But it doesn't mean the significance of the Global Fund is less," Kan said. "The corruption exists. It's regrettable, but that's reality."

Global Fund board Chairman Simon Bland said the fund is "transforming the way we do business" by streamlining the organization and will continue to "hold ourselves accountable" for what it spends.

"There will be no shying away from that transparency," Bland said.

Bland told AP he has hired the London accounting firm RSM Tenon Group to look into internal fund allegations that Kazatchkine, a French immunologist, improperly allocated several million dollars of fund money to benefit charity activities of France's first lady, Carla Bruni-Sarkozy, and firms run by her close friend.

Bland said the firm has produced a confidential report that he intends to make public which lends little support to the allegations. France is the second-largest contributor to the fund behind the United States, and Bruni-Sarkozy serves as one of its ambassadors.

Kazatchkine, who has been at odds with the inspector general's office that has been uncovering the losses, resigned after the board decided to create a position of general manager to chart a new direction. The position was among a series of recommendations by a high-level panel created to address the problems raised in AP articles.

"I believe it is untenable that there are two heads in an organization and that's why I decided to leave," he told AP.

Kazatchkine said the Global Fund "can't be more transparent than we have been."

"We're by far the most transparent organization in development," he said at Davos. "Fighting corruption, yes, of course, and I have repeatedly said zero tolerance for corruption. Yet we also have to recognize that this business is not without risk. And risk, or the sense of risk, can also paralyze action."

not true, but even if it was there are people overseas who need way more help than the average north american person. our poorest still have the ability to get out of there position usually, and still have the potential to have 1st class health care, not to mention the help from street aid agencies like salvation army and union gospel mission. I will admit there are anomalies but for the most part the human spirit can prevail here in america.

Bill Gates sure loves the headlines. However, do you know what the promissory note means? As a CPA who is knowledgeable about Bill Gates’ operations, I can tell you. Gates will only give them the $750 M if they do not use any natural medicines or natural healing treatments. As long as they use only technology and the chemical pills with negative side effects that he is holding in his hand, they will be able to keep the money.

These billionaires who give away huge sums get tax benefits as well as look-good public images. I am certainly not averse to anyone who tries to help, whether they donate five dollars or five hundred million. But PLEASE, let's take care of the poor right here in America before we throw money at backward nations that won't even give their citizens birth control, and then trumpet the falsehood that America is an immoral nation, full of gangsters, cowboys and prostitutes.

You are free to donate according to your concience, wherever you feel the need is great. That is one of the advantages of being an American. that some other countries citizens do not enjoy. I would not condemn the entire nation as being "immoral" America has been more generous with its wealth than any other nation on earth to date. But Americans have to face up to their own needs as well and help their own poor people.The vast majority of Americans are decent and compassionate people, and not the villains that some foreigners may imagine.

We do not have the kind of funds you do of course, and even less so, since I was laid off from my job after 15 years, but I donate my time to the local food kitchens and rang bells for the Salvation Army over Christmas, and I make sure that I donate blood as often as I am able to. Keep up the good work gentle soul. Your kindness does not go unnoticed.”

I've heard Bill has given computers to schools near Seattle but definately none in my area of the country. He gave money to Carnegie Mellon for Computer Science programs, which is self-serving and funds to educate students in Washington, D.C. Microsoft still charges high amounts for its software when a disc can be manufactured for a few dollars. His company was not recognized as a monopoly by people that don't understand what that word means. And most of his ideas were stolen from other people, just like the facebook idea. Additionally, he made millions thru stock options which decreases stock prices of share holders. I'm not a fan, as you can see. Lastly, there should be Gates college grants all over our country since everyone buys computers that are marked up and does not receive a copy of his software because its pre-loaded by the manufacturer. He has the means to do a lot more as does Buffett..

Well, Bill Gates is one of the top of the 1%'ers; and his efforts to return some of that wealth (that he could never get around to spending anyway) is extremely admirable. there comes a point at which having more money/"toys" is just an ego game for the ultra wealthy. At least bill Gates and his wife are setting a good example for others in "giving back to society for the good of society".

If I were Bill Gates; I would get that 17 year old girl who developed a nanobug that eats cancer cells... I would give her the money and hire some folks from Stanford and MIT to work with her and they could knock it out of the park and actually get a Drug to cure the aids problem... without people like her, the research and pill companies will just research until the cows come home... Too much money to not develop the medications that are needed if they can't control the outrageous costs...

I would like to see him give his Corporation to the United States Government. It would be a grand experiment!! Microsoft should unionize all it's workforce now!!! Just think of all that money that could be funneled to needy poli....people. His obscene profits need to end and money be equally shared by all.

Cut the corruption, misuse and undocumented spending and hold officials accountable. You know dam well very little goes to fight the deseases. After officials at every level get their cut, there is very little left. Just a money hole. The world is going to hell.

DOOM!!! GLOOM !!! THE SKY IS FALLING!!!! THE SKY IS FALLING!!! What a depressing individual you must be. Maybe if you got out and did some charity work you would see that there are great people out there. I see it all the time. Volunteer to read to seniors or tutor some children. Serve food at a food pantry or dish out food at a homeless shelter. There are many ways you can serve if you choose to. My guess is that you choose not to because it seems you are very hateful. Try it sometime. It really does make you feel better.

I only have taught for the past 15 years. Gates uses his "generosity" to pursue his own agenda. The rich use charity to exert power. If they really cared about people they would pay higher wages so people wouldn't need charities.

Good for Gates. I find his generosity misguided but it's his money and I'm sure it will help. I'd rather see the money going to help children around the world or better still, help the needy children right here. But apparently the "haves" feel the need to give money overseas, adopt children from foreign countries, build schools for children overseas, etc. I don't get it. It's like the latest rich peoples' fad. The "in" thing to do. But Gates has been a gracious giver in the past and I, for one appreciate him.
