Proposed Bill Would Ban Florida Food Stamp Recipients From Buying Junk Food

Junk Food

The Huffington Post   First Posted: 01/31/2012 4:47 pm Updated: 01/31/2012 4:47 pm

If Republican State Senator Ronda Storms gets her way, Florida residents may soon be prohibited from purchasing "nonstaple, unhealthy foods" like chips, cookies and soda with funds they receive from the federal Supplemental Nutrition Assistance Program (SNAP), according to the Los Angeles Times.

Often referred to as "food stamps," SNAP recipients are currently prohibited from using the benefits to purchase alcohol, tobacco and "hot food," among other items.

According to the Times, Storms noticed shoppers at her local grocery store using food stamps to purchase unhealthy junk food, prompting her to push for further restrictions on the usage of SNAP funds.

In addition to encouraging healthy eating, Storms says the restrictions will also help with deep budget cuts the state is currently facing.

"If we're going to be cutting services across the board, then people can live without potato chips, without store-bought cookies, without their sodas," Storms told the Los Angeles Times.

But some Florida senators have said the state would be "playing Godfather" by regulating what food products food stamps recipients can purchase.

"I don't think it's fair that if you're poor your kid can't have a birthday cake or a cupcake," Republican Sen. Nancy Detert said, according to the Tampa Bay Times.

But Storms quickly fired back.

"They can have cake," Storms said, according to the paper. "You can buy flour, eggs and sugar, and that makes a cake. I make my kids their own cakes."

In further defense of the proposal, Storms also noted the heavy opposition coming from lobbyists for food industry organizations like the Corn Refiners of America, the Florida Beverage Association, the Florida Petroleum Marketers and the Convenience Store Association.

In a 4-2 vote, the bill passed the Senate Children, Families and Elder Affairs Committee, of which Storms is the chair.

But the bill's passage through the committee in no way assures it will become law. In fact, many are already speculating that the food choice restrictions will be eased or dropped entirely before the larger bill comes to a vote.

A companion bill, sponsored by Republican Rep. Scott Plakon, is currently making its way through the Florida House of Representatives, having made it past its second House committee on Monday, according to the Miami Herald.

Plakon, who has said his primary concern is the part of the bill that prevents people from using their government-issued bank cards at ATMs in casinos, internet cafes or strip clubs, believes the language restricting food choices may not make it into the final bill.

"I suspect for the good parts to move forward I'm going to need to make some substantive changes, particularly to the food stamp portion of it," Plakon told the Herald.

The question of how food stamps should be used has been raised before.

In 2010, New York City Mayor Michael Bloomberg and then-Gov. David Paterson unsuccessfully sought permission to add sugary drinks to the list of prohibited goods for city residents receiving assistance.

The program received similar push back from advocacy groups, such as the New York City Coalition Against Hunger, which claimed it "punishes poor people for the supposed crime of being poor."

As a vegan, I thoroughly agree with this. I have watched young food stamp recipients purchase nothing but bags of candy, sugary cereals, soda and unhealthy snacks. If our nation needs to make cutbacks, it makes perfect sense to ban the unnessecary. Food stamp recipients that purchase unhealthy items are most likely also under government medical assistance programs too. So thier unhealthy eating habits are also creating medical problems that also cost more money. As for the homeless, once being homeless myself, I advise that they eat more fruit and vegetables when you don't have the option of cooking. Canned tuna is also a heathier choice and you could always find free mayo and relish packets at the deli. It also might be a great thing to consider that there are public bbq's at most public parks. Get yourself some foil and you could easily have baked potatoes, corn, squash along with your bbq'd chioce of meat. All it takes is some ingenuety to save some money and eating heathier saves money! :-)

I get what she's saying about people not needing junk food and making their own cookies and cakes. But here's a thought... what about the homeless? See once upon a time, I was homeless with kids and on Food Stamps. Guess what you cannot do in a car? Did you guess? You can't cook. That's what you can't do in a car. If you're one of the unfortunate souls sleeping on a park bench, I'll bet you're not doing much cooking there either.

We had to seriously "hunt" items that were ready-to-eat and could be purchased with F.S. You'd be surprised how hard that is if you DON'T want to feed the kids Little Debbie's for dinner. Cold fried chicken, some cold potato salad or a cold cuban sub from the deli (cuz you can't buy "hot items") was usually what we ended up with at the end of the day. Or we'd buy microwavable pizza or a burrito at the convenience store..pay for it.. then heat it up. This usually included a soda from the fountain drinks (don't stick the straw in before you pay... because then it's "fast food"!)

Anyone remember when the Republicans wanted to stop orphans from getting new clothes? Yes. Loving Christians, worshipers of Yeshua, The Advocate Of The Poor. They take it all so literal - except for the,"Sell that ye have, and give alms; provide yourselves bags which wax not old, a treasure in the heavens that faileth not, where no thief approacheth, neither moth corrupteth."

How self serving of them.

"I'm Republican and I don't want the government in your life ... I seek to limit the governments ability to enter into your personal choices and keep big brotha out your pocket ... Excluding your uterus, sexual preference, the personal relationship between doctor and patient for reproductive purpose; the IRS and any claims of rape; the right to protection from illegal search and seizure and what you buy with the foodstamps - that the government, for the people by the people, provides.

They aren't for less government at all. I suppose we;d have to create new task force to monitor this ... This would be the problem.

I agree people buy too much junk food - but do I want government banning foods for recipients? No... Because this gives them the option to ban for other families or to criminalize people over food - possibly allowing for charges against parents who AREN'T on assistance. Noting also that "junk' food can be a broad range ... including the foods that are cheapest, i.e. processed foods. Whole, healthy foods are very costly, and so poor families consume heavily processed foods...

Very socialistic concept ... for government ot control groceries. I'd of thought this to be a liberal thing ...

It's cheaper because that's what they're used to. It irritates me that my tax dollars are making sure Bertha Mae and her four kids can eat high fructose corn syrup cereal and potato chips all day, THEN my tax dollars get to pay for all the disease they all accumulate from not incorporating any healthy food. It's not cheaper, it's more convenient. A bag of brown rice and a few veggies (all of which you can get at a dollar store) can make several meals (such as stir fry), will satiate them more, and will help prevent future health problems the system will have to pay for. Educate yourselves before calling her stupid. God forbid someone takes action to deal with the disease and obesity epidemic in our country.

I hope they are prepared to increase the money people receive from snap by $100 to $200 per family.. Buying processed "junk" foods is far cheaper then cooking.. you want us on food stamps to cook.. give us more money.

People such as Amanda don't understand that... Also she is wrong, the dollar store doesn't carry fresh vegetables and also they carry small portions of rice. Meaning several boxes would need to be bought .. or bags, costing more in total purchase. Vegetables are very costly ...I can barely manage to buy them for my family. This is nothing more than wanting government to invade peoples lives- right down to the grocery cart. We see who the real socialists/communists are ... the Republicans. They are using the lie they care about obesity ... when really what they care about is controlling slaves, like any good slave master. As you see most the comments are hate filled, prejudiced vile - posted by those whop have extreme hate for the lower classes.

Selective empathy is still sociopathy. You're sociopaths.

I'm sorry that you have been insulted by Amanda's comment. What she said was totally inappropriate. This is not the reason why junk food should be banned though. It's mostly because of health reasons. Yes....not ALL fruits and veggies are affordable.....that is a half-truth. Some are less expensive than junk food though. There should be more discount stores like Aldi's and Trader Joe's. Another option is to find a local farmers market or a roadside farm stand. When you buy produce at grocery stores your also paying for the cost of fuel that brought that product to it's destination. But when you buy them at a farmers market or farm stand, your not only saving money because the product is cheaper but your supporting a local business. I hope this info was helpful. :-)

Ignorant! You cannot tell people what they can and, can't buy. Maybe they should just ban soda and, junk food..period. Let's punish the poor people.
