Veteran Unemployment Rate Falls As Obama Announces New Job Program

WASHINGTON — In an effort to cut the unemployment rate among veterans, President Barack Obama is calling for a new conservation program that would put veterans to work rebuilding trails, roads and levees on public lands.

The president also will seek more grant money for programs that allow local communities to hire more police officers and firefighters.

Obama's announcement comes as new job numbers for January showed promising signs for improving veteran unemployment. According to the report released Friday, unemployment among veterans returning from the wars in Iraq and Afghanistan fell more than six percent, from 15.2 percent to 9.1 percent, over the last year. The overall rate for veterans fell from 9.9 percent to 7.5 percent over the same period, which now places them below the national rate of 8.3 percent.

On Friday, the president built off the latest news jobs report.

"Let's get more cops on the beat, let's get more rangers in the parks, let's get more firefighters on call, and in the process, we're going to put more veterans back to work," Obama said Friday at a fire station in Arlington, Va., that was one of the first to respond to the attack on the Pentagon on Sept. 11, 2001.

"They've already risked their lives defending America. They should have the opportunity to rebuild America," he said.

The efforts, which Obama first announced in his State of the Union address last week, are particularly geared to those veterans who served after the 9/11 terrorist attacks.

Interior Secretary Ken Salazar said the Civilian Conservation Corps that operated during the 1930s could be viewed as a model for what the administration will try to accomplish through its "Veterans Jobs Corps." He said that the administration will propose spending $1 billion over five years that would be used to put an estimated 20,000 veterans to work restoring habitat and eradicating invasive species, among other activities.

"When one looks back at the legacy of the Civilian Conservation Corps, we take great comfort that those who take on these kinds of activities will leave a lasting legacy for the United States," Salazar said.

The backdrop of presidential politics is also playing a role in the Obama administration's new efforts. Several states that will be heavily contested in November have a significant military presence. Veterans will be evaluating specific ways the next White House administration intends to help them.

Communities that hire veterans to work as police and firefighters will be given preference in the grants competition. Obama will also seek to increase spending for the grants programs. He is proposing an additional $4 billion for the Community Oriented Policing Services program, or COPS. He will propose an additional $1 billion for the firefighter grants.

The administration will also propose a training program designed to help veterans wanting to start their own small businesses.

With GOP lawmakers stressing the need to cut government spending, it remains to be seen how far the proposals will go in a deeply divided Congress. Many conservatives have in the past voted to cut spending for the COPS program, while Obama is calling for a major expansion.

Obama said the end of the war in Iraq could help finance the work programs.

"Congress should take the money that we're no longer spending on war, use half of it to pay down our debt, and use the rest to do some nation-building here at home," he said.

Rep. Jeff Miller, the Republican chairman of the House Committee on Veterans' Affairs, voiced skepticism. He said he wanted the administration to work with Congress on getting businesses to hire more.

"Short-term spending and temporary programs have failed and are not the solution," Miller said.

Congress also has been focusing on the problem of unemployment among veterans. A House subcommittee on Thursday examined the unemployment rate for those who serve in the National Guard or Reserves. Witnesses estimated that about 1 out of every 5 returning guardsmen is unemployed.

Theodore Daywalt, CEO and president of a jobs board called VetJobs, told lawmakers that veterans who totally separate from the military are for the most part finding work, even in today's economic environment.

"But if a veteran remains active in the National Guard, they are having a difficult time finding meaningful employment due to the constant call-ups and deployment schedules," Daywalt said in his written testimony.

Daywalt said some employers have become wary of hiring someone who is called up for as many as 24 months at a time. And the difficulty in finding work has led some guardsmen to volunteer for second or third deployments. He also predicted that the unemployment problem for guardsmen and reservists could get worse as the military downsizes because it will result in more competition when openings do occur.

About 160,000 troops leave active duty annually, and some 95,000 members of the National Guard and Reserves join them. The Labor Department already operates some jobs programs to help troops with the transition to civilian life. For example, there are employee workshops that help vets with advice on job searches and labor market conditions. The department also provides grants to states that in turn hire workers to conduct job training workshops and reach out to employers on behalf of vets.

This OPED is a total misrepresentation of the facts. The Bureau of Labor Statistics omitted 2.8 million unemployed workers who want employment but have given up looking for jobs to skew the statistics. The actual unemployment rate is 9.9% not 8.3. This also affects the unemployed Veteran rates. If journalists would just check the facts on the Bureau of Labor Statistics site and not repeat Obama's propaganda voters would be informed about his failed Presidency. But 88% of Journalists give to left wing political campaigns, thus ideology trumps the truth.

That's a drop of about 40%, not 6 percent. It's 6 percentage points, not at all the same thing.

Thats O.K. - ish -if bohnoer, mcconnal, palin, newt,romney, bachmann and canter were in charge there would be many more employeed vets let alone the general population - unemployment would be at zero - ish ( bachmann tax percentage coincidently)! Period!!! All you have to do is listen to them , implement all the job plans they put forth and schuckity-duckity the economy would have turned lickity -split! Why even if they just proposed the bush economic philosophy the economy would revert back to the "good old days" of massive job growth by the job creators!! Now everybody face right, goose step to Tampa Bay ( wave to Dick Chenney on way) and Tebow yourself with inner thoughts of American Exceptionalisim and Patriotisim ( not newts definition-or maybe so)!! This does not apply ( joining us in tampa) if u r latinos,muslims,blacks,gays,people receiving foodstamps,welfare,medicare ,young,old,union employees, or anyone different!

Have you ever heard of the term 'greater marketplace of ideas'?

The concept is rooted in people with differing ideological perspectives being able to interact and discuss things.

But if you want to sit around and play intellectual hacky-sack with people YOU ALREADY AGREE with - I say go for it. Sounds like a snooze fest to me.

Stingjim, did Keynesian economics start with Obama? I guess the money being spent on the wars he didn't start, and actually voted against, is something he should also be blamed for. To call him the worst President after having lived with Bush is truly laughable. I wonder if you ever think of how much money the Bush family profited from the war. Put that on your mantel. It is disgraceful to throw trash on a positive story regarding our servicemen and women. I hope you don't consider them the worst military as well. I really dont know what's worse, the party you support or you using this as a platform to attack the President. You are entitled to your opinion, but you have a choice when it comes to the platform you seek to voice those opinions. And by the way, Austrian Economics doesn't always have all the answers. I agree we need to get rid of the Federal Reserve and dismantle bases abroad, which constitute over 1Trillion alone, and would take care of the deficit, but the industrial military complex won't allow that. See you in November, I think you'll be angry for the next four years of your life. I hope your President protects your "safety net."

Obama will have shattered all the records when it comes to the deficit and the debt. For example, under Obama the budget deficit and federal debt have reached their highest percentage since World War II.
The same is true when it comes to federal spending as a percentage of GDP. During the post-recession period from June 2009 to June 2011, the median annual household income fell by 6.7 percent – a more substantial decline than occurred during the Great Recession.

“The standard of living for Americans has fallen longer and more steeply over the past three years than at any time since the U.S. government began recording it five decades ago.” The housing crisis is worse than the Great Depression. Home values worth one-third less than they were five years ago. The home ownership rate is the lowest since 1965. The number of people in the U.S. who are in poverty has seen a record increase since Obama was elected, with the ranks of working-age poor approaching 1960s levels that led to the national war on poverty. And government dependency, defined as the percentage of persons receiving one or more federal benefit payments, is the highest in American history.

Liberals often shy away from a reasonable debate. Perhaps that is why they are Not successful at talk radio.

Liberals like to be encouraged, validated and complemented by those who think like them. To a liberal, it is abhorrent, inflammatory and offensive to imply that their conclusions could be faulty. Liberals feel that they are being attacked when someone disagrees with them.

When humor is used, they feel that they are being mocked. That is why they get defensive and make claims of being victimized by offensive and inflammatory remarks. To me, speaking the truth is never as offensive as being insincere.

When challenged, liberals often strike back emotionally, with name calling, character assassinations and discrediting anyone that disagrees with them because their feelings and self esteem are hurt when someone tries to prove that their opinion is faulty.

If any other of our presidents had doubled the national debt, which had taken more than two centuries to accumulate­, in one year, would you have approved? Are these people really stupid and crazy and blind followers of Obama?.

Good. Glad their unemployment numbers are falling but there are a number of vets that should have never been unemployed when they came back in the first place because when they were deployed they left a job that by law was supposed to be held for them but wasn't and none of the employers who violated the law have ever been punished. And for grants to help hire more police and firefighters - a number of communities would love to rehire many of the officers and firefighters that they had to lay off due to budget cuts. They'd like to rehire teachers and paramedics too. And police forcers that are understaffed just don't have the resources to hire more. The Crime Bill back in the 90's helped many communities hire more officers but many communities weren't able to maintain those officers when the funding ran out. The grant proposal is a good idea as a temporary fix but the communities need a permanent fix to fund the officers on an ongoing basis.

They can't wait, and they shouldn't. People want to work.

We have a huge, beautiful, nation that needs upkeep. There is no money there, therefor the government and our veterans are going to step up and make us proud, and contribute to our economy in massive ways.

Jobs for vets my ass.If they factored in everybody which they have been neglecting to do so to date the unemployment figures would read more like 15-16 percent and not 8 percent.You have the 4 some million that have for all practical purposes given up for which you really caanot blame them for soing so.Then you have the 8 some million that are being included in the back to work crowd but what they dont mention ever is that those 8 some million people are only working eith part time jobs and or tempt jobs and nothing more so when you factor all of them in it comes up to likr 15-16 oercent uenployed which is about right.Oboboo may think he's pullinmg the o called wool over the voters eyes but if he is he is sadly mistaken about it plus he made even more enemy's out of the younger voters when he hasd that hang around talk session and ignored evry question he didn't want to hear and only tryed to answer the ones he did want to hear.He is washed up and is on his way out,he knows it and the peole know it all to well.I think he;s trying his best however to make a bigger mess out of everything he can before he's booted out in november

Different options for calculating unemployment, underemployment, discouraged workers, etc. have existed for a long time. The issue is that we use consistent definitions over time. If you want to use this to refer to effective unemployment rates of 15% or so for Obama then you need to compare it against the effective rates of 12% to !3% during the last year of Bush, not the open rate of closer to 8% when Obama took office.
