Karen Handel, Susan G. Komen's Anti-Abortion VP, Drove Decision To Defund Planned Parenthood

WASHINGTON -- Susan G. Komen for the Cure, the nation's leading anti-breast-cancer charity, has insisted that its since-reversed decision to pull funding from Planned Parenthood arose from a routine change in criteria for grant eligibility that had nothing to do with abortion politics.

But a Komen insider told HuffPost on Sunday that Karen Handel, Komen's staunchly anti-abortion vice president for public policy, was the main force behind the decision to defund Planned Parenthood and the attempt to make that decision look nonpolitical.

"Karen Handel was the prime instigator of this effort, and she herself personally came up with investigation criteria," the source, who requested anonymity for professional reasons, told HuffPost. "She said, 'If we just say it's about investigations, we can defund Planned Parenthood and no one can blame us for being political.'"

Emails between Komen leadership on the day the Planned Parenthood decision was announced, which were reviewed by HuffPost under the condition they not be published, confirm the source's description of Handel's sole "authority" in crafting and implementing the Planned Parenthood policy.

Handel's strategy to cut off Planned Parenthood involved drafting new guidelines that would prevent Komen from funding any organization that was under investigation by local, state or federal authorities. Since Planned Parenthood is currently the target of a congressional inquiry prompted by House Republicans into the way it uses government funds, the family planning provider would have been immediately disqualified from receiving new Komen grants.

After the initial uproar when news of the decision broke, the story that Komen told the public was that the cut-off was unrelated to a political agenda against Planned Parenthood.

"While it is regrettable when changes in priorities and policies affect any of our grantees, such as a long-standing partner like Planned Parenthood, we must continue to evolve to best meet the needs of the women we serve and most fully advance our mission," the charity said in a statement this past Tuesday.

Americans United for Life and other pro-life groups have been pressuring Komen for years to cut ties with Planned Parenthood because some of its clinics offer abortions, even though none of Komen's money was used toward abortion services. Handel's internal strategy, the Komen source told HuffPost, was to exaggerate those attacks and use them to convince the leadership that funding Planned Parenthood was a political liability.

"Komen's been dealing with the Planned Parenthood issue for years, and you know, some right-wing groups would organize a protest or send out a mailing every now and then, but it was on a low simmer," the source said. "What Karen's been doing for the past six months is ratcheting up the issue with leadership. Every time someone would even mention a protest, she would magnify it, pump it up, exaggerate it. She's the one that kept driving this issue."

Handel and Komen President Elizabeth Thompson didn't respond to requests for comment.

The source said Handel submitted a final version of the new grant criteria to Komen leadership in November, and the board approved it in December, at which point Komen's top public health official, Mollie Williams, resigned "on the spot."

"It was apparent to everyone in the organization that Karen was doing everything in her power to defund Planned Parenthood," the source said, "and that's why Mollie Williams quit."

Williams has previously declined to comment on why she left, but she told National Journal that she respects the work of Planned Parenthood.

But the criteria did gain the support of Komen's top executives and board. And in an interview with HuffPost, board member John D. Rafaelli, a Democratic lobbyist and a supporter of Planned Parenthood's mission, took responsibility for the changes. As the only lobbyist on the board, he said, he should have anticipated the political fallout.

"Honestly, I didn't think it through well enough," Rafaelli said. "We don't want to be pro-choice or pro-life; we want to be pro-cure. We screwed up, I'm saying it. We failed to keep abortion out of this, and we owe the people in the middle who only care about breast cancer and who have raised money for us an apology."

The backlash against Komen was intense, including threats of violence, angry letters from members of Congress and public rebukes from political figures such as New York Mayor Michael Bloomberg. The charity struggled to deal with the pressure, especially in a face-off against Planned Parenthood, an organization whose fine-tuned political team has experience in these high-pitched, high-stakes debates.

It was speculated that Komen founder Nancy Brinker hired her friend Ari Fleischer, former press secretary for President George W. Bush, to help her handle the crisis. But Fleischer told HuffPost that he had no part in guiding Komen's strategy on this issue except to recommend an outside crisis management firm.

"It's just sad for everybody concerned," he said on Friday. "Komen is a great group, but politically speaking, they're no match for Planned Parenthood."

The Komen insider agreed with Fleischer's assessment.

"Komen's not equipped to spend its days fighting political battles," the source said. "Abortion is not our issue, and I think [leadership] tried to finesse a way out of it, and this investigation criteria was the solution. And it blew up in their faces. They were just naive in the face of [the] incredibly sophisticated Planned Parenthood operation."

Stunned by the fallout, Komen leadership decided within three days to reverse the Planned Parenthood decision and apologize. But the Komen insider said Handel was furious about the cave and fought against it up until the point that it was announced Friday morning.

"It became clear Thursday night that something had to give," the source said. "Nancy Brinker, Liz Thompson, the board, and leadership were saying, 'We're really worried about Komen's mission if we don't figure this out.' But Karen was still arguing against it as of Friday morning -- she was horrified that we were caving, she said. She's politically tone-deaf."

In light of the political damage and the abrupt reversal of the Planned Parenthood funding decision, pressure has mounted inside Komen for Handel to resign.

"Everybody in the organization wishes she would do the right thing," the Komen insider said.

So far, Handel hasn't indicated an intention to step down. Nor does it appear that she's been formally asked to do so. But as a result of her efforts, Komen has been left reeling and its reputation as a top charity endangered.

"We're under attack. We're getting threats of violence," the source said. "It's devastating."

For what it's worth, following the money is often a good thing. I think both Komen and Planned Parenthood do a lot of good, and they are within their rights of course to do with their money as they please, within legal bounds. It is interesting to note that both spend about 70-75% on staff (both), marketing (both), and lobbying (only Planned Parenthood).

Komen to its credit does spend 70-75% of its funds on research, education, screening and treatment. About $75 million out of $410 million is spent on staff and marketing.

Planned Parenthood on the other hand spends about $250 million out of $1.1 Billion on staff, marketing and lobbying, spending about 70-75% on medical and family planning services, education and supporting affiliates (not sure where this goes).

Komen has never been about a Cure of any sort. They are a corporate entity acting like a charity. The good will and spirit of survivors of breast cancer has been used to form a vast slush fund to be distributed to friends of the organization, not treatments, not The Cure(tm).

The salaries for Komen execs are very nice. Brinkman's entire lifestyle, which is very fine, is paid for by Cancer survivors. How is that helping find The Cure(tm)?

Now Komen and it's right wing supporters are claiming the exalted position of victimhood. They whine about the political potency of Planned Parenthood. Really? Planned Parenthood gave itself $3,000,000 in 3 days? No, it was supporters who did that, like myself, who don't want women's health to be compromised by the right wing hysterics.

Ta ta, Komen! I never trusted you. You seemed like a Mega-Church demanding donations, to me, for no result other than fuzzy "support" claims. Your current foray into politics only confirms this.

I understand that SKG de-funded PP for: " being under investigation". And SKG's *POLICY* states that any organization under investigation should be de-funded. But I also understand that SKG was ALSO sending grant money to Penn State? Penn State is ALSO under a CRIMINAL investigation for the Sandusky pedophile? So WHY wasn't Penn State ALSO cut off from SKG grant money!?

Planned Parenthood provides women with reproductive health care. It is so much more than an abortion provider. The fact that PP provides girls who are in need and under severe stress with services is a good thing. Shame on the parents who have children who are so afraid of their response that they won't access them for help.

This is criminal how the backlash has cost a woman her career, just because a monster of an organization feels it is entitled to the "donations" it has received for 15+ years. Now America take note, you do not have the right to donate as you wish, you will donate how and when" we" Planned Parenthood decides. I hope Komen does not recover from this.

Komen depends on donations, too. If the public is outraged at how their money is spent (like paying the high salary of a politico-wonk like Handel) then so be it.

PP didn't donate 3 million to themselves over the last week. It obviously has the support of a great number of people.

It was Komen's CHOICE to enter the political arena by even hiring Handel - who had NO experience in women's health, public health or political expertise beyond Georgia (where she was NOT elected.)

That's how Komen chooses to spend it's Walkathon The Cure(tm) dollars. So, where is that cure again? Oh right, breast cancer is still in the dark ages of treatment despite The Cure(tm).

If you are raisng money to cure cncer of the breast, how can you justify such money going to prevent the birth of babies that indeed need the breast.

Wow! What a well written and timely report. It restores my faith in the Komen foundation. Forgive them for they did not know what they did. On the other hand, Ms. Handel's under handed practices are despicable and should be a lesson to all of us that everything is not always what it seems. As we all know now, Ms. Handel has finally done the right thing by resigning, although in retrospect she should have been canned.

Part III: Some may think I am off subject or task, no they are totally linked. We have one foundation that was created to save lives. Right? Then we have another foundation that by give our young people life altering procedures, tests, medications and propaganda without the parents knowledge. The PP org. is not my childs parent, so leave them alone and stick to what your name suggests, I don't say that lightly. That should be counciling young engaged or married couples or adults of legal age to seek your services. PP gives themselves the right to decieve parents and put our children in jeopardy. The jeopardy is the regrets they will have later in life if they have taken the life of a child. I do not know one woman who has not said it hit them like a ton of bricks, what they did in secret, when they look down at their first newborn. These are good people suffering in silence because of PP. PP, don't abuse the gift of the SGF donation and use it only for the designated purpose. Breast Cancer screening and care. I pray it has not already happened and if it has, I would support the withdrawl of support again to make sure the monies go where intended. I am a BC survivor of six years because of Susan G. Komen. Part II: I clearly have my own issues with PP. No one has the right to assist a teen girl to kill a child without the knowledge of their parents. So many of those parents would support their daughters. Out of fear, they go to PP and are told they are doing the right thing. That is against a parents right to protect their child from a tormented life of guilt forever, knowing they killed a baby. This usually happens when they mature, marry and look at their first newborn. That is when the guilt and suffering begins. I have seen it personally, no matter how many children they have afterwards or how much money they give to their church, they are forever saddened by a young decision made. There is no replacing a life or making it right. This is my issue with Planned Parenthood. They make decisions for our children that can affect them negatively forever.

To Laura Bassett: The public really, really needs a refresher course in the Roe vs Wade decision. The Constitutional RIGHT TO PRIVACY seems to have been trampled or completely forgotten over the years, and is never mentioned in public discourse anymore. The Supreme Court had a terrible Solomon-like decision with respect to human life began at conception or when a fetus could live on its own. This argument gets the most media attention as "evil murdering of babies" vs "right to choose" instead of an individual's right to privacy essential to our basic rights of life & liberty without government intrusion. We really need to right the ship, so to speak!

I think it is a riot for the "insider" to say Komen was "naive in the face of the incredibly sophisticated Planned Parenthood operation". Komen doesn't have a slew of sophistacted attorneys on retainer to represent their interests? They picked the fight, not Planned Parenthood.

Any bookies taking bets yet on where Karen Handel will go next? Will she move to "Run for Office" now & publish a book to support her campaign? Will she go to work for Fox & Friends as another right-wing political "consultant" ala Sarah Palin? Either way, she'll make a few million bucks.
