Labor Department Report: Latinos Filled 60 Percent Of All New Jobs In 2011, Benefitting From U.S. Economy Gains

While Latinos were particularly hard hit by the recent recession, new evidence indicates that they are benefiting from modest improvements in the nation's economy.

Latinos as a group account for just 15 percent of the nation's workforce, but they have "racked up half the employment gains posted since the economy began adding jobs in early 2010," according to Labor Department statistics cited by the Los Angeles Times.

The Labor Department figures show that of the 2.3 million jobs added to the economy last year, 1.4 million, or 60 percent, were filled by Latinos. The sectors where they gained a large share of jobs included hotels, food services, healthcare and manufacturing.

The statistics represent a glimmer of hope for a group that makes up only 16 percent of the nation's population but suffered disproportionately from the economic downtown.

According to a recent report by Pew Hispanic Center, median household wealth, comprised of all assets minus all debt, plummeted by 66 percent for Latinos from 2005 to 2009, a time span which includes the housing market crash and the recession. By comparison, median household wealth among blacks dropped by 53 percent in the same time period, and 16 percent among whites.

The poverty rate among Hispanics increased by nearly six points between 2006 and 2010, from 20.6 percent to 26.6 percent, according to Pew. For whites, poverty rates jumped from 8.2 percent to 9.9 percent. For blacks, the rate swelled from 24.3 percent to 27.4 percent.

At 10.5 percent, the Latino unemployment rate in January 2012 was the lowest in three years,
according to the Labor Department. Nationally, the overall unemployment rate dropped to 8.3 percent as American employers added 243,000 jobs in January.

The Economic Policy Institute estimated that an additional 400,000 jobs per month were necessary to return the unemployment rate to its pre-recession level of 5 percent by mid-2014, according to the monthly Latino employment report by the NCLR. A large part of January's employment growth occurred in professional and business services, leisure and hospitality, which includes 33,000 new employees in food services and drinking places.

So far, Latinos are the only demographic group whose employment numbers have returned to pre-recession levels, the Los Angeles Times reported:

The latest Latino jobless rate of 10.5% remains higher than the overall rate of 8.3% for the nation and 7.4% for whites, partly reflecting their large immigrant population (foreign-born U.S. workers tend to have higher unemployment because of a variety of factors) as well as education and skill levels.

Why are Latinos doing better now than other groups? The Los Angeles Times reports that "they might be more willing to take low-wage, temporary jobs. And they tend to be more mobile, willing to move from one county to another to get a job."

When the recession started in late 2007, the Hispanic unemployment rate was 6.3 percent nationwide and 6.4 percent in California, where more than 14 million of the nation's 50.5 million Latinos live, the Los Angeles Times reported:

As the economy worsened, the jobless rate for Hispanics hit a peak in November 2010 at 13.1 percent nationally and 14.7 percent in California. Since then, those rates have fallen to 10.5% and 13.8%, respectively.

Recent employment gains among Latinos offer a glimpse into "America's two-speed recovery," according to The Atlantic:

One true story of the recession is that employment gains have been biased toward the highly educated. More than half of the jobs added in 2011 went to Americans with a college education. Another true story of the recession is that most of the other jobs have been low-paid and went to the less-educated. Educational attainment among Hispanics remains very low. Just 10% of foreign-born and 13.5% of native Latinos have finished college, placing the group's completion rate at about a third of the national average.

  • Mexico

    The nation's highest Latino population comprises 31,798,000 immigrants. The Los Angeles-Long Beach area has the nation's highest number of Mexican immigrants, with 4,569,000, although other large concentrations are found in the Chicago metro area and throughout Texas.

  • Puerto Rico

    The second-largest Hispanic group in the country, Puerto Ricans make up a population of 4,624,000. The nation's largest concentration (1,192,000 people) is situated in the New York-northeastern New Jersey area.

  • Cuba

    The U.S. is home to approximately 1,786,000 Cuban immigrants. Many are concentrated in Miami (784,000, to be exact) as well as the Fort Lauderdale (84,000) and Tampa-St. Petersburg areas (81,000), although the New York/New Jersey area's population (130,000) is considerable, too.

  • El Salvador

    Pockets of the nation's considerable Salvadorian population (1,649,000) exist on both coasts. Los Angeles and Long Beach are home to 414,000 Salvadorians; 240,000 live in Washington, D.C., and 187,000 call the New York metro area home.

  • Dominican Republic

    Nearly half of the nation's Dominican population (1,415,000) happen to like New York -- 799,000 call it home. Other sizable pockets include the Boston/New Hampshire region (86,000) and Miami (59,000).

  • Guatemala

    The U.S. is home to 1,044,000 Guatemalans, with 249,000 of those residing in the Los Angeles metro area. Meanwhile, 85,000 live in the New York metro area, with another 53,000 residing near Washington, D.C.

  • Colombia

    Colombian immigrants account for 909,000 U.S. citizens. Of that, 119,000 live in Miami, and another 65,000 call Fort Lauderdale home.

  • Honduras

    Some 633,000 U.S. residents identify as being of Honduran origin. Of that, 66,000 reside in the Houston-Brazoria, Texas, area.

  • Ecuador

    A total of 565,000 people in the U.S. are of Ecuadorian origin. According to 2009 statistics, two thirds of the population (or 64 percent) live in the Northeast, with 41 percent living in New York.

  • Peru

    Compared to other Hispanic groups, the Peruvian population (533,000) is considerably more geographically dispersed. About 19 percent of the population lives in Florida, while 12 percent resides in New York. Another 16 percent reside either in California or New Jersey.

As a resident of California for more than four decades now, these days I can barely recognize the state I grew up in. California looks more and more like Mexico every year. The funny thing, though, is that you can find the same 1980's 'beach blond' postcards 'ala Baywatch/90210' in any local drug store. For anyone who thinks that undocumented / illegal immigrants are only taking jobs that Americans wouldn't want to do, let me invite you to take a drive through the numerous neighborhoods in Los Angeles, where you'll see them working in all occupations. Funny how the U.S. has limits as to how many people from other parts of the world are allowed to enter the country every year ....

TarzanaGirl, you surely must have tunnel vision. I've read books where Chicano's grandparents were told by their greatparents that they could hardly recognize California since so many Anglo people have immigrated to Mexico or what is today present day California.

If your ancestors had not immigrated to Mexico or the present day Southwest you would not have this concern to write about. Your welcome to go back to Austria.

This statistic further strengthens the argument that our economy has shifted in a fundamentally bad way. 60% of the new jobs are low wage entry jobs. This is because our corporations, who are controlled by a generation of ingrates (boomers and Gen X'ers) and who no longer have loyalty to the USA and are still siphoning off living wage jobs overseas to China, India and Eastern Europe.

My blood boils when I have to call a customer support number and get answered by an overseas help desk.

Politicians take note: Better outlaw overseas outsourcing before you get chased out of office with pitch forks.

Then end the subsidies for big oil and the cotton industry and apply them to higher wages for agricultural workers (I'm assuming that these are the jobs you assume whites won't do). That way we can pay minimum wage and minimum benefits for all of those jobs.

As a final thought, I am white and have done field labor. Please do not make blanket statements about race.

Nope sorry. As much as we as humans like to blame things on other people, and as much as the people in power like to divide and conquer working people on the basis of race, gender, etc, let's not just be sheep and follow those old tropes so blindly. I would like to see another report that says who is getting WHAT KIND of job and at WHAT PAY rate. Then the story may be different, but it may not as well. Either way, don't take the low road.

Wow, who knew that such a huge proportion of the US job market is now made up of jobs "Americans won't do"?! Manufacturing, construction, restaurants, etc. I thought it used to just be picking strawberries and washing cars.

So then I take it you think it is OK for a German, Dutch, Swede, Scoth, etc. to lay out thousands of dollars in getting an education only not to find jobs in which they invested time and money in? Read the article. Latinos are not getting ahead in taking lower wages in an economy in which COLA has increased well over 5% in less than a year. Contrary to popular belief, it is near impossible to sustain a decent way of living in some states unless one can qualify for social services, and even being on welfare and house assistance it is difficult to break out of poverty.
