Nearly 30,000 people enduring long-term joblessness in Michigan are set to lose their unemployment insurance as a federal program that provides the final 20 weeks of benefits expires there.

The lapse of the Extended Benefits program in Michigan is a reminder that, even though Congress fully reauthorized federal unemployment insurance for two months in December, lawmakers sneakily shortened the duration of benefits. Legislators did not announce benefits would be changed, but according to its complex eligibility formula, Extended Benefits will expire over the course of the year in the rest of the 32 states where the program is in effect.

"This is the first wave of tens of thousands of laid-off workers losing their unemployment insurance unless the program is extended in Washington these next weeks in a sound and sensitive manner," Rep. Sander Levin (D-Mich.) said in a statement on Saturday. "If the federal extended benefit program is not fixed in the conference committee, close to 30 states will follow Michigan and lose access to this program in the first six months of 2012."

States are eligible for Extended Benefits if their jobless rates are high and rising compared with a corresponding period over the previous three years. Since Michigan's rate is steadily declining -- it fell from 11.1 percent at the end of 2010 to 9.3 percent in December -- the state is "triggering off" the program. But even if the rate hadn't fallen at all, unless it's at least 10 percent higher than it was three years ago, the state would still lose Extended Benefits.

Maine, where the jobless rate is 7 percent, will also trigger off the program this month.

Levin said he advocated for Congress to change the "look back" period for evaluating state eligibility to four years -- at the end of 2010 Congress lengthened it from just two years -- but other top Democrats in the House and Senate said they had to give ground for Republicans to sign on to approving even a short-term extension in December.

"We couldn't get it done otherwise," Senate Majority Leader Harry Reid (D-Nev.) said at the time.

"There are things in this bill as we pointed out that we had to make concessions on," House Minority Whip Steny Hoyer (D-Md.) said then.

The December deal marked the beginning of the end of 99 weeks of combined state and federal unemployment insurance. As the Extended Benefits program expires in one state after another over the course of the year, the total duration of unemployment insurance will drop to 79 weeks. (Michigan's maximum duration will be even shorter because last year state Republicans cut state benefits from 26 weeks to 20.)

As congressional Republicans are fond of pointing out, the Obama administration first proposed phasing out Extended Benefits this year. In legislation that passed the House, Republicans would have gone further by cutting another 20 weeks from the 53-week Emergency Unemployment Compensation program, reducing the total duration of benefits to 59 weeks.

Both federal unemployment programs will expire at the end of the month. Lawmakers are currently negotiating a deal to reauthorize the benefits as part of a bigger package that includes a 2-percent reduction in the Social Security payroll tax on workers, which is also expiring.

Emergency Unemployment Compensation aided 3 million workers during the week ending Jan. 14, according to the latest from Labor Department, while 474,252 received Extended Benefits.

The next states to lose Extended Benefits eligibility will be Massachusetts, Missouri, Ohio, Oregon, South Carolina and Tennessee, according to an analysis by the National Employment Law Project, a worker advocacy group. In those states the program will stop in April.

The problem with the economy is that there is no demand.

There is no demand because people are either unemployed, under-employed or not certain of their future ability to pay. Many are unemployed because their jobs have been shipped off shore. Unemployed and under-employed cannot pay their rents and mortgages. That causes more foreclosures, lower house prices, less demand and fewer jobs.

As much as you people hate those who receive unemployment benifits, you need to think about the fact that terminating extended benifits will be the equivelent economic impact of shipping a half million jobs off shore this year. It will further depress demand, cause even more foreclosures and cause more unemployment.

The economy is finally gaining some momentum and terminating the extended benifits too early will squash it. In the end, the employed people should want the extended benifits to remain because those who are no longer qualified for unemployment will go onto other forms of public assistance that also cost tax dollars. Instead of federal dollars, it will be state dollars and suddenly you'll be paying $100/student for each basic elementrary school class, driving over pot-hole ridden roads and having your state and local taxes go through the roof.

Truth: There were less people working at the end of January then at the beginning of January. Wonder how the Unemployment rate went down, don't you? Oh yeah, the Obama Labor Department changed lowered the labor participation rate to pre-1982 levels. Also, the Labor department left in those seasonal jobs which should have been removed. The raw figures speak for themselves.

Baloney! The BLS (as it does every year) adjusted it's numbers at the end of the year and, according to the Wall Street Journal (you know, that "left wing rag"):

"Here's what happened: According to the Census Bureau, the civilian population [age 16 and over] grew by 1.5 million people in 2011. But the growth wasn't distributed evenly. Most of the growth came among people 55 and older and, to a lesser degree, by people 16-24 years old. Both groups are less likely to work than people in their mid-20s to early 50s. So the share of the population that's working is actually lower than previously believed. Taking that into account, the employment-population ratio went up. The unemployment rate wasn't affected.'

In other words, Although the total unemployment rate was unaffected, the labor force participation rate and the employment-population ratio were each reduced by 0.3 percentage point. This was because the population increase was primarily among persons 55 and older and, to a lesser degree, persons 16 to 24 years of age. Both these age groups have lower levels of labor force participation than the general population.

Is this article saying that extended benefits on Ohio end in April? I've googled this and the truth seems to be that they will continue once congress has passed legislation again (hopefully).

One thing is sure; if people who lost jobs through no fault of their own don't get the full 99 weeks, AND more help if they are in need,

and, if they have a family going homeless or hungry,


and, if voting or protesting or voicing your opinion doesn't do any good to get help,

then it's time to load up and take aim at members of our so-called representative form of government to eliminate our nation's true problems: them!

Unless the "look back" clause is changed while the unemployment extensions are hammered out, unemployment benefits will end at (at the most) 79 weeks due to this arcane provision in the unemployment law.

It would be nice if the Occupy movement concerned itself with these kinds of issues, but they seem to have their own agenda.

UI is designed as a TEMPORARY measure. It's supposed to be short term insurance. Once it runs out, the "worker?" needs to avail himself/herself to others levels of state support.

The program is designed and funded for short term use only. Why is this so hard to understand.

Do Congressmen and Senators who lose reelection qualify for unemployment benefits? If so, I suggest that their benefits cease after ten seconds. Besides, it seems to me that being in Congress should not be considered a proper form of employment, since so many do nothing.

I consider myself the "poster child" for the unemployed. I lost my job in December of 2009, got severance for three months, and started getting unemployment in April of 2010. I honestly had no idea that I would still be unemployed. I have worked all of my adult life (I am 58 now), and I have a lot of experience and knowledge. I managed to stay in my house all of 2010 thanks to unemployment and my IRA. The IRA ran out and I rented my house and moved in with my brother. The renter did not pay rent for four months and managed to just about destroy my house. My brother's company closed in June, so any money I had that I was using to pay my mortgage and other bills went to help us stay in this house. My house was supposed to be sold at auction today here in Georgia. All I know is that it's not mine any more. My unemployment runs out at the end of this month. I have applied at every store because I still need some money coming in. But I'm not even getting calls from them. I have just suffered the two worst years of my life. And this year ain't starting out too great either.

Pam, I tried to reply to you before, but my comment didn't get through. I wish you the very best.. It is tough out there. You wrote that you are in Georgia. Georgia ranks 48th in job growth for 2011... it was one of only 4 states that lost jobs in 2011.

Pam512 it is tough out there and you are a perfect example of how the job market has changed. You don't mention your job skills but with your knowledge base can you possibly offer your skills to small companies on a per diem basis? My neighbor is a bookkeeper by trade. She lost her job when her company went under and she couldn't find a replacement. She began visiting small companies and offering them bookkeeping services one day a week. Within a month she had 7 small companies that didn't need full time help but could utilize her one day or less per week. Mostly remodeling and construction businesses.
Her rate is $25 per hour and she is working 46 hours a week , some of it from home.
You have a lifetime of skills to offer, maybe some firms can utilize you on a consultant type basis? I am in Michigan and took many odd jobs until I could go back to my business that I love. (I am 54 yrs old) No offense please, just trying to help.

Thanks. I have admin experience and tax experience. I have gone to countless "classes" that the Department of Labor has given. Learned how to "craft" my resume so that it gets noticed. But like I told them, my experience is what it is. I can't "pretty" it up. I have put myself out there for freelance work, but so is everybody else. Just too much competition. I am a 58-year-old woman with osteoporosis, so as much as I would love to do some physical jobs, I'm not able to do a lot of them. Believe me, after two years I have driven myself crazy trying to figure out what to do.

I tried responding before, but I guess it didn't go through. Believe me, I have tried everything. I have had two years to think of every scheme I could come up with, but nothing works. I learned Powerpoint and Quickbooks, but companies want people with "experience", not people who have just learned it. Employers can afford to be very picky right now.

I can't live on my hourly wage - I'd NEVER make it on unemployment! DO you think unemployment is a VACATION??? No one voted for Obama because they wanted years of unemployment checks - IMHO, this is a stupid statement. We wanted a positive CHANGE!

I voted for Obama; I haven't sat in a LAWN CHAIR in DECADES! AND no GOV checks have arrived in MY MAIL! What's far more troubling [to me] is the dearth of QUALITY Employment - w/livable wages, and benefits such as health insurance.

As mentioned, I voted for Obama - I also think he's accomplished VERY LITTLE, but I'll vote for him AGAIN - WHAT are the OPTIONS???? NEWT? ROMNEY???? The born-again Santo? I'll take NO PART in electing a REPUBLICAN - I just wish we could find another FDR.

It's one bad option after another - we need FDR.

79 weeks is still a long time. 1 1/2 years is plenty of time to find a way to make some money. It may not be what you were making in your last job but it probably will be close to what your unemployment benefits were.

The economy stinks, jobs are in short supply, no doubt about it but stop playing the VICTIM. Stop pointing fingers, stop worrying about how much the other guy has, stop worrying about "it isn't fair' and go out and DO something. Cut grass, paint houses, odd jobs whatever it takes, but you can make some money till something better comes along. I've been there, I've done just that. You have to swallow some pride but isn't taking unemployment benefits for 18 months to 2 years humbling to begin with? When you are out hustling to earn a dime you also are networking and learning of opportunities. It is exactly how I found better employment. Get proactive and don't make yourself a victim.

Perhaps some of them are just human and actually care for people and this country. Do you know how many people out there are hustling to "cut grass, deliver pizzas, paint houses, and do odd jobs that they have no training or skill for? Do you really think that there is enough work in the realm of cutting grass, delivering pizzas, painting houses, doing odd jobs, etc. for the 9,000,000 that would still be unemployed if every last job opening was filled tomorrow?
Shame on you for knowing so little about this situation and offering such simplistic remedies.

I've ALWAYS been of this opinion! I've always tried to do so!....I agree with your thoughts - But Obama worries me; he's either 'Centrist/'Corporatist' (vs. liberal), or 'Owned like every other Pol' or INEFFECTIVE. Maybe he's just tired of the Struggle. AND ANY of the REPUBs will simply destroy what's left of the battered working class.

WHAT HAS IMPROVED??? Why aren't the Repo'd homes [owned by the FLUSH/BAILED-OUT Banks] for SALE, at NORMAL PRICES, with reasonable mortgages???? Few have the stellar credit required to buy a home - RENT has SKY-ROCKETED! Who has PRISTINE credit, in the midst of a DEPRESSION - this is not a recession - it is a DEPRESSION!

The situation that we are in now is worse than the great depression! Over 2 million homes will be foreclosed on this year alone. Thre have been no pay raises in almost 5 years, inflation is bleeding us dry, taxes are up everywhere. transportation costs are up! There is not much more that I can give up before I go broke. I worked for 38 years at the same job and was stellar. The CEO wanted the money for himself so I had to go. Election time is coming and the people will vote!!!! their wallet for sure

Inflation is going up because we keep printing more money (thank Obama)
Taxes are up and if not, will rise sharply to cover our governments debts (thank Obama)
Transportation costs are up, due to much higher gas prices (thank Obama)

Gas prices are up because they are traded as a commodity. I am not sure about Obama but I know my CEO is a crook!

Inflation is going up because the economy is recovering (in 2009 we had DEFLATION, fer Christ's sake) and because the rest of the world is becoming more middle class and buying more/better food, gasoline/oil, etc. etc. etc.
Taxes in this country are DOWN, not up. The WILL have to go up (eventually) to help us get out of this mess but they are currently at their lowest in OVER FIFTY YEARS!
Just what do you think the President (or anyone in this country, for that matter) can do about gas prices? Gas is sold on a GLOBAL market. Last year the USA's BIGGEST EXPORT was gasoline! Thank "big oil" and OPEC and the rest of the world for higher gas prices, don't be ignorant and try to blame OUR President. You make a fool of yourself when you try.....

This morning my 7 year old daughter put on a brand new shirt purchased from Sears last week. She came to me and said mommy..This shirt feels funny. I think one sleeve is longer than the other..Sure enough upon examing the shirt...She was right.

I told her to remove the shirt and I looked at the tag inside which proudly displayed the MADE IN CHINA tag.

LOL...I thought to myself...How much a better quality that shirt would have been had it been made in the good ole USA...

So there is your answer folks...Brand back all the jobs out sourced to China and many other countries and make quality merchandise in the USA...There would be no need for unemployment and we would and could put hard working Americans back into jobs...

I for one am tired of buying CHINESE MADE JUNK!

most of my shirts are tailor-made...not from china or from a street vendor.

Lucky you for being able to afford tailor-made. The rest of America, mostly can NOT afford this kind of extravegence.
I buy Made in America -- when ever, where ever I can find the product.
I won't buy Apple... I'll stick to my 8 year old Made in the USA motorola cell. No features, no internet, no phone but I know it was made here in the US (even if they aren't now)

The answer is yes. The US made products do not shrink as much or fall apart as fast.
I would rather buy two or three well made articles of clothing that I get good use out of then then pay five dollars less for crap from china that I have to throw out or give to my son or wife to wear after a few times of wearing Since I have retired I like to wear sweats.
This past Christmas my inlaws bought me two sweat shirts. If they are good quality I can wear a 1X if made in China or some other country I need 2 or 3X.
So far one of the 2X shirts has shrunk up to a large at best. It now belongs to my son. I only wore it one time.
