Russ Feingold: Obama Super PAC Reversal Will Lead To 'A Legalized Abramoff System'

WASHINGTON -- Former Sen. Russ Feingold (D-Wis.) ripped into both President Barack Obama and his re-election team on Tuesday morning for backing off its previous criticism of outside spending on campaigns and embracing the role that super PACs will play in the 2012 election.

"It is a dumb approach," Feingold said in a phone interview with The Huffington Post. "It will lead to scandal and there are going to be a lot of people having corrupt conversations about huge amounts of money that will one day regret that they went down the route of what is effectively a legalized Abramoff system."

"I also think it guts the president's message and the Democratic Party's message," Feingold added. "We are doing very well right now. The president is doing brilliantly. This is no time to blunt that message by starting to play this game. I think people will see it as phony that Democrats start playing by Republican rules. People will see us as weak and not being a true alternative and just being the same as the other guy. And as I have said before, to me this is dancing with the devil."

One of the few remaining vocal champions of strict campaign finance rules, Feingold's harsh words for Obama were hardly unanticipated. The former senator offered a similar denunciation when former aides to the president first set out to form a super PAC, setting up the group that stands to benefit most from the campaign's new policy: Priorities USA Action.

One of the founders of that group told The Huffington Post on Monday night that the campaign's new approach to super PACS -- it will continue to publicly disapprove of their existence but will encourage donors to help fund them -- was simply a recognition of modern political realities.

"As has become evident in the past month, the only enthusiasm in the Republican Party is among oil company billionaires and investment bankers on Wall Street looking to defeat President Obama," said Bill Burton. "We’re committed to providing a balance to Karl Rove and the Koch brothers who have pledged more than half a billion dollars to their effort."

Aides to the president's re-election campaign, meanwhile, have pointed to the sucess that Restore Our Future, a super PAC supporting former Massachusetts Gov. Mitt Romney's presidential bid, has had in discrediting Romney's primary opponents. They argue that to simply accept the same fate would constitute campaign suicide.

"I'm sure super PACS have had some role [in damaging former House Speaker Newt Gingrich's candidacy]," Feingold said of the latter point. "But the fact is that Romney's best advantage is he has terrible opponents. It's true. If these people were even remotely credible I don’t think all the money in the world would help. It's that he has complete duds as opponents who people know can't beat the president."

The Obama campaign is set to hold a conference call with reporters Tuesday morning in an effort to further explain its reversal on super PACs. In all likelihood, it will be a variation of the argument campaign manager Jim Messina put forward in a blog post Monday night.

"With so much at stake, we can't allow for two sets of rules in this election whereby the Republican nominee is the beneficiary of unlimited spending and Democrats unilaterally disarm," he wrote.

Feingold, as expected, was not persuaded by that argument.

"The president is wrong to have embraced the corrupt corporate politics of Citizens United and that's what you're doing when you start using and consorting with super PACs. They can raise unlimited amounts of money from wealthy individuals and corporations and often they can do it in total secrecy," he said. "I am a supporter of the president. I will continue to support the president. But on this one I couldn't disagree more."

More like desperate, Mitt took his billion dollar boys club from him. With the average base "fring" supporter (all 1.3 million on them, a far cry from 2008) donating under $250 on average $50 is all he left them with after 3 years in office when they could give more than that in 2008 at the height of the crisis. If anyone wants to be "realistic­" about 2012 presidenti­al campaign and advocates "fight fire with fire" with "me too" approach going after superpac bigmoney, you're strategica­lly behind the curve to start with, because in terms of fighting bigmoney with bigmoney to try dominate airwaves, you'd be fighting on traditiona­l grounds of Republican strong suits -- money + dirt. People's general perception in this kind of money vs money, dirt vs dirt, nobody comes off clean, and people reach point of saturation­, weariness and disgust. For independen­t and wavering discourage­d uncommitte­d segment of voters, that's a sure turnoff and voter turnout suppressio­n. On psychologi­cal + logistical sides, that translates into margin of defeat, in absence of obnoxious opposing candidate.

Intermsof political + economic climate in midsummer to fall2012, as many observers have remarked, dominant factor for President Obama will be unemployme­nt anxiety level (therefore credit or blame). It's unpredicta­ble how that'll evolve. Assuming it's not serious downer, then candidate that successful­ly differenti­ates himself and generates credible optimism wins (like Reagan's "shining city on ahill" against Carter's "malaise")­. You notice that milieu of optimism does NOT depend on bigmoney and dirt. In fact, bigmoney and handtohand combat DETRACTS from that differenti­ation which pulls away from cockfights in the dirt.

Now, I submit in many (99%) people's minds, it's contradict­ory to grovel after bigmoney and simultaneo­usly sound like credible optimistic populist of the people. Besides Reagan's precedent, learn from Jerry Brown vs Meg Whitman 2010. Bigmoney hurt Whitman and contrast helped Brown.

Feingold is deluded stating that "It will lead to scandal and there are going to be a lot of people having corrupt conversations about huge amounts of money ..." since it's already happening. E.G., Solyndra and GM along with many other energy loan guarantees to money losing, but campaign cash contributing, firms.

Is Feingold blind to the corporatism of Obama? This is another example of liberals who refuse to see reality. Obama is a prolific fund raiser, and the money politicians raise often reflects their proclivity to give government favors (e.g. loan guarantees to Solyndra) to campaign cash contributors. If they didn't give government favors, then their ability to raise campaign cash from rent seekers is eliminated.

Businesses aren't buying politicians, politicians are selling us out.

Love ya, Russ, but you're wrong on this one. The Disclose Act should be passed, and corporations are not people, but in the meantime, the onslaught of mad money must be at least somewhat counterbalanced until it can be stemmed. When Kerry was swift-boated he took the 'hIgh road' and didn't respond. It's neccessary to fight back, and simultaneously work towards a better system.

I like Feingold and agree with his criticism, but if Obama doesn't have a superpac, then it isn't a level playing field. These billionaires and Wall St tycoons are going to use Citizen United to raise untold sums of money to stop Obama. What's he supposed to do, lie down? Fight with one arm tied behind his back? By what means is he supposed to raise money to keep parity with these cretins? What options does he have in order to raise the kind of money these boys can? Answer these questions and I'll gladly condemn Obama and his campaign as being hypocrites.

On the one hand, many Democrats think a half-billion dollars is a lot of money (Koch Brothers!) and on the other hand they think trillions of dollars isn't enough, so long as it is spent by the federal government.

I think you are wrong Russ. I do not know what the president would do without the wherewithall to fight back. We know that the ads against him are going to be vicious and full of lies. Look what republicans are doing to their own! Without a Super PAC, there would be no hope of countering the assault that is being planned right now. Hopefully, after this election, democrats will take back the House, hold the Senate and elected Obama. Then they can attack campaign finance once and for all. One can hope.

I totally disagree with the writer's disgust for Romney's Republican Opponents for the Candidacy for President. Romney has taken the state of New Hampshire and FL only and all other states have been won by others, the most being won by Santorum yesterday. Though "winning" these states by large majorities did not award Santorum many electoral votes, they showed his strength in being "The People's President" for morality and not being "for sale" or "flip flopping" to please his latest audience. Santorum is committed to his wife, his children, His God, His strong Catholic Faith, His Country, and His Promises to the constituents. The secret weapon in these races are not questionable fund raising or the lies of Super Pacs. The secret weapon is the prayer of Americans whose hearts and commitments are to the Sovereign God Almighty and to "The Laws of Nature and Nature's God" for freedom for all (yes, for Christian football players, for Christian Catholic Hospital Administrators, for Christian coaches who dare to pray with their teams for safety, for the "innocent unborn," 1/3 of whom are killed in the womb in the United States). These freedoms come from our Declaration of Independence and from our Constitution based on the Judeo-Christian Legal System upon which our beautiful America is built. No politician can rip these values from the hearts of those committed!
