A fringe Democratic activist in Arizona, with a history of launching recalls against Republican officeholders, has decided to launch a long-shot recall campaign against Arizona Gov. Jan Brewer (R), pushed to act after the governor's confrontation with President Obama on a Phoenix tarmac last month.

Leonard Clark, a former music teacher, filed paperwork last week with Arizona Secretary of State Ken Bennett (R) to circulate petitions statewide to place a referendum recalling Brewer on the November ballot. Clark primarily cites Brewer's proposed changes to the state's personnel system in his recall, but said the Obama incident helped finalize his decision to file.

"The whole finger wagging incident crystalized it," Clark said. "She is embarrassing our state."

Clark faces long odds in being successful in placing a recall against Brewer on the ballot. He has until June 2 to submit 424,021 valid signatures to Bennett with no organization currently backing his effort. A 2011 recall effort against Brewer, launched by another group, failed after it received roughly 32,000 signatures. Clark has previously led unsuccessful recall drives against a Republican state legislator and U.S. Sen. John McCain (R-Ariz.).

Clark is not deterred by the long odds, saying that he believes he can have an impact whether or not his recall effort succeeds. Clark claims to have between 75 and 80 people committed to attending a rally Saturday in front of Brewer's Phoenix office.

Though issued a week ago, Clark said that the local media has yet to respond to invitation to attend the rally as well.

Clark told HuffPost that Brewer's proposal to change the state's personnel system to move toward at-will employment and Republican proposals pending in the state Senate to do away with collective bargaining for public employees also factored into his decision to initiate a recall of Brewer. Brewer has not indicated her position on the collective bargaining bill, noting that she will not consider the legislation until after the Republican-controlled legislature takes up her personnel proposal.

Last week, state legislative Democrats and union leaders who oppose the collective bargaining ban suggested the possibility of a recall against Brewer, much like an effort against Wisconsin Gov. Scott Walker (R) for leading the campaign for a similar ban in his state. Clark said that has not met with labor leaders or others about his effort, but he would be interested in doing so. He also said he was starting up his effort in order to provide a framework for other groups to join in.

Rebekah Friend, the executive director of the Arizona AFL-CIO, said she is aware of Clark's effort but said no decision has been made in labor circles about joining with him or whether organized labor wants to launch their own recall effort against Brewer.

Brewer's spokesman declined to comment on Clark's effort.

So she waived her finger at him. If he would have been educated in his younger years in the US he would have had women teachers telling him what to do and he would have learned respect for women. What Jan did was simply have enough of him and she told him so.

So what? Recall her over that? Grow up.

Obama sued Arizona when BRewer took the initiative and endorsed that infamous bill to deport illegals and cartels to protect the people of Arizona because the feds weren't doing their job and he dissed her "twice" when she asked him for help because he wants to safeguard illegals votes for his 2012 re-election incase he's able to give them amnesty, he later sued Alabama for the same reason, and because of her stance on illegal immigration he has "purposely" excluded her from meetings regarding immigration reform. That finger in his face is letting him know she's on to him! Respect is earned, not demanded! He's gotta go!!

Many of these REP/TEA Governors are embarrassments, but they did get elected. I do not think the people would have elected them if they knew really how they would turn out. Even when these recall efforts get rid of those they can, this same cycle will appear again, IMHO. There have been a few good REP Governors in the past, but the current REP/TEA candidates are not the same as the past - more extreme. But, it is not these REP/TEA people who are so much the problem, but the machines and lies that get them elected in the first place.

It's facinating that James A. Garfield, Michele Bachmann's republican hero's only significant contribution as president was the implementation of the federal merit system, which served as a model for civil service systems all over the country. However, today's republican governors are racing at break-neck speed to disassemble civil service, uinons and even labor laws.

Apparently republicans have had enough of decency and order, and can't wait to recreate the days of corruption, nepotism, and graft of the 1800s.

How would you run a border state where American border families are murdered, your police are also murdered by the cartel, you have an invasion of illegals, 70 to 80% of border public school kids are illegally in the country, the citizens want you to do something about it so you ask our president, twice, for help because the federal government, thanks to the democrats, aren't doing their job, but the president "disses" you "twice" so you have no choice but to endorse an immigration bill to start deporting illegals and cartels to protect the people of ARizona? Brewer had indeed crossed the line. How dare she disrespect the President like that. Instead of behaving herself in a dignified and stately manner, Brewer basically acted to the point of ghetto fabulous which is a disgrace to the State of Arizona.

REally?!!? What do you call a president who, in 2010, was asked by Brewer to come to Arizona, twice, for help but he "dissed" her "twice"! So she took matters into her own hands to protect the people of Arizona, because it's a border state, from the cartels and illegal invasion and the fact that American border families were murdered along with police and they all have to live armed, drugs, crime, etc.? He "purposely" ignored her because he wants to safeguard the illegal votes, 20 million in the nation, in case he's able to give them amnesty like he promised the hispanic interest groups that gave him 1 million dollars towards his election and for his 2012 re-election! He also, because of Brewers stance on illegal immigration, purposely excludes her from immigration reform meetings. You don't have a clue who this man really is and how he's thrown her under the bus to safeguard those votes! He should be impeached!!! He later sued Alabama for the same reason! Hello!! That itchbay only stuck her finger in the president's face because she knew that he was too much of a gentleman to embarrass her. She has no class, style or grace. Trying to recall her may not work, but it sure as heck would be great if she lost her next run for governor.
