WASHINGTON — The number of people seeking unemployment aid neared a four-year low last week, a positive sign that strong hiring could continue in the coming months.

The Labor Department said Thursday that weekly applications for unemployment benefits fell 15,000 to a seasonally adjusted 358,000. That's the second-lowest level since April 2008.

The four-week average, a less volatile measure, fell to 366,250, the lowest since late April 2008.

"The encouraging U.S. employment news continues," Jennifer Lee, an economist at BMO Capital Markets, wrote in a note to clients. The "job market started February off on a sturdy footing."

When applications fall consistently below 375,000, it generally signals that hiring is strong enough to lower the unemployment rate.

Employers added a net gain of 243,000 jobs in January, the biggest gain in nine months. The unemployment rate fell for the fifth straight month to 8.3 percent, the lowest in nearly three years.

From November through January, the economy has added an average of 201,000 net jobs per month.

The increased hiring in part reflects faster economic growth. The economy expanded at an annual rate of 2.8 percent in the final three months of last year – a full percentage point higher than the previous quarter.

Applications are also falling because companies are laying off fewer workers. A separate report from the Labor Department, released earlier this week, showed that job cuts have fallen below pre-recession levels. Layoffs dropped last year to the lowest annual total in the 10 years the government has tracked the data.

With job cuts low, even a modest increase in hiring results in net job gains.

The number of people receiving benefits edged up in the week ending Jan. 21, the latest data available. About 7.6 million people received unemployment aid that week, a slight increase from the previous week. That figure includes about 3.5 million people receiving extended unemployment benefits under an emergency program set up during the recession.

That program is set to expire at the end of this month, unless Congress agrees to extend it through the end of the year. Lawmakers are wrangling over how to pay for an extension of benefits and for an extension of a Social Security tax cut that is also set to expire at the end of this month.

Most economists expect growth will slow a bit in the January-March quarter, because companies won't need to rebuild their stockpiles of goods as much as they did in the winter.

But some economists are increasingly optimistic that the economy will steadily expand this year, given last month's unexpectedly large job gains and other positive signs.

U.S. manufacturing activity grew in January at the fastest pace in seven months. Americans are buying more cars and trucks. And consumers stepped up borrowing in November and December by the most in a decade, which could indicate they are growing more confident in the economy.

Still, the job market has a long way to go before it fully recovers from the damage of the Great Recession. Nearly 13 million people remain unemployed, and 8.3 percent unemployment is painfully high.

One reason the unemployment rate has fallen for five straight months is that many people have stopped looking for work. The government only counts people as unemployed if they are actively searching for a job.

Is the economy definitely trending upward? Yes.

You whiners are using little logic...go contribute to the recovery, grab a plate and sit and eat, quit looking for stains on the tablecloth.

There are currently 132,409,000 nonfarm employees. In December of 2000 there were 132,481,000 employees. How's that for job growth?

Retraining Scam

Job retraining is scam perpetrated by for-profit universities, fueled by statements from Obama regarding re-training people for new jobs.

Brick-layers are told they can be "chefs", take $10,000 courses and the universities call it a "success" if they land a job "in their field" at McDonald's. Unemployed roofers are led to believe they can become Java programmers, and they waste collective $billions trying. Meanwhile out of work Java programmers are told to take up a trade like roofing or auto mechanics.

The cost of education keeps rising because Obama (like Bush before him), keeps adding to the student loan program when the entire student loan scam really needs to be shut down.

Why Does the Scam Roll On and On?

No politician wants to stand up and tell the truth: Retraining is a waste of money and the odds of launching a new career in other than a low-paying job requiring few skills is simply not likely.

Probably just more people not being counted anymore since the economy is so weak. The calculation didn't change but it never came to this point before.

Don't lets get our cart before the horses, while they may hire, they also fire. Just this last week American Airlines is announcing that it will let 12,000 go and today yet another Corporation is letting 8,000 go. I don't see them taking that into account. What I do see is commentators on News Channels merrily spinning whatever Bull that the Government asks them to. Our local Public Broadcasting company has a Financial News show on some days, I think mainly Sunday, and the commentators there are just full of "Good News", good news that is easily disputed by items that are also in the news, but often get very short shrift. Personally, I do not appreciate be Bulls**ted. It's high time these people quit with their assumptions that we are all Republicans or Democrats and appreciate being led down the Primrose path.

Remember, government and states are laying off as the new budget rolls around, so do schools,
Sears, Novartis, Aegis, Macy's, Boeing, Pepsi 4,000, Kraft 1600, but they depict the little businesses like the one in the picture who are hiring, probably only for 3 to 19 hours per week.
If Germany, which is doing well in comparison, has 44 million jobless I read today, why does the USA claim we have only 88 million out of work? Germany fits into Texas at least 2 times.

I know the size of Germany. I used to live there, and I also know the size of Texas because I've lived there as well. Germany for it's small size has over 81 million pop. while Texas as large as it is has nearly 26 million pop. You have to remember that many very low paid or jobless East Germans became part of those unemployed numbers. It has taken years to provide that newly acquired portion of Germany with industries. I really doubt that it could be almost half the population of Germany that is out of work. That would be an unrealistically high number compared to it's working population.  I think the problem in America begins with the fact that by omission it is easy to lie. If you disregard those who gave up, those who technically could retire and those who haven't actually entered the work force because they never had a job prior, you could omit much. That doesn't acknowledge the fact that a jobless person is possibly now homeless, which many are, or those who no longer receive unemployment checks or are ineligible. You see, simply by ignoring those factors it would be easy to come up with lower numbers thereby allowing one to take credit for an improved job market which for those running the Government would tend to make you look better. There are people throughout the Business World who also employ strategies such as this, omitting facts in order to acquire our business, thereby adding to their profit margin. Makes one wonder if our whole society is built upon lies.

what I dont understand is what some places do. Like here in St. Louis, the Science Center is funded public and private funds. They were having a lot of financial problems in this economy, but still spent 10s of millions on an expansion. Once that was done, they laid off dozens of people saying they cant afford them now. Why spend the millions on expansion, if they can afford what they have now? Many companies do the same. I guess they think the expensive expansions will bring in more business? Its a risky choice I would think

The economy is slowly getting better......

The Republicans hate that and will do something to try to tank the economy before the election for political purposes. THey are more interested in politics than in helping the American worker.

Prices ALWAYS rise in the summer. Is it right? No. Has it been that way my whole life? Yeah. It's when we all drive more. Vacations, Sports activities for the kids, people like to do more in the summer. Kids are out of school. But we are still a far cry away from 07 and early 08 gas prices. Many forget. In 07 and most of 08 before the crash gas was $5 bucks a gallon here in CA for regular! It was not until the crash that they fell. Look up the old story's from then. It was horrible.

I bet the Republicans hate this news! They've been trying to stall the economic recovery ever since the President was elected. Heck... they even stated their main mission was to make him a one-term president and everyone knows a bad economy is bad for a sitting president. What the GOP has done these past 3 years - working towards weakening America's economy to remove a president -- has been borderline treasonous

GOP - keeping millions out of work so they might put one man out of a job!

Don't believe this for a second. It is just more of the premanufactured hype in an election year, trying to put a happy face on a dire situation. They never have counted those who stop looking or stop claiming benefits. Not in my memory, which is old. If it wasn't for the Dems, benefits would have ceased for many long ago.

The Republicans have only themselves to blame. Unemployment benefits run out after 99 weeks and they complain about them lasting that long.
