NYPD Oversight Bill Introduced To Oversee Muslim and Occupy Wall Street Abuses

ALBANY, N.Y. — Three Democratic New York state senators want an independent inspector to oversee the New York Police Department after what they called several abuses, including reports of widespread surveillance of Muslims and the crackdown on Occupy Wall Street protesters.

The bill follows stories by The Associated Press that detailed monitoring of Muslims, a tactic decried by some as religious profiling. The bill targets "stop-and-frisk, the treatment of the Occupy Wall Street protesters, and the wholesale surveillance of the Muslim community in New York City and other jurisdictions."

The measure from Sens. Kevin Parker, Eric Adams and Bill Perkins of New York City who are frequent critics of police dealings with minorities has little chance of passage, however. There is no Assembly counterpart, although on Friday Assemblyman Karim Camara said he will introduce one soon. The Senate bill lacks essential support by the Republican majority, which is close to Mayor Michael Bloomberg. It also needs a request from city officials.

Bloomberg opposes the bill and said the city won't turn over the police department to an outside group. He and Police Commissioner Raymond Kelly have defended the department's tactics and say police follow only legitimate leads and don't monitor ethnic neighborhoods. A May 2006 police report addressed to Kelly, however, recommended increased spying at mosques and an assessment of the region's Palestinian community to look for potential terrorists.

"The department already has an aggressive and independent Internal Affairs Bureau, a unit that has been greatly strengthened and enhanced under Commissioner Kelly," said Bloomberg spokesman Marc LaVorgna. "We also have five independently elected district attorneys, two United States attorneys, the Civilian Complaint Review Board and the Commission to Combat Police Corruption all with eyes on the department."

The senators said an independent inspector is needed to restore public confidence in police.

"No one is above the law, not even law enforcement," Parker said. "This legislation seeks to restore the public trust and honor the heroism and service of thousands of officers."

In a series of investigative reports since August, the AP has revealed that, with the CIA's help, the NYPD developed spying programs that monitored every aspect of Muslim life and built databases on where innocent Muslims eat, shop, work and pray. Plainclothes officers monitored conversations in Muslim neighborhoods and wrote daily reports about what they heard.

The NYPD's operating rules prohibit it from basing investigations on religion. The NYPD also says it follows FBI guidelines, which would prohibit many of the steps recommended in the report.

But the NYPD faces little in the way of oversight when it comes to its intelligence programs. Both the City Council and Congress are kept in the dark about this secretive aspect of the department. Many first learned about the surveillance programs from news reports.

A Quinnipiac University poll out Thursday found 60 percent of New York City voters believe police are "appropriately" dealing with Muslims, while 24 percent say police have unfairly targeted Muslims. Overall, 77 percent of New York City voters say police effectively combat terrorism.

The poll questioned 1,222 voters and has a margin of error of plus or minus 2.8 percentage points.

After watching the video attached here "Domestic Surveillance and the NYPD Dilemma" it scares me to think that the NYPD has taken New Yorker's liberties in the name of security. It sounds to me like the citizens of New York have no idea what liberties they've lost. Makes me think of a quote from Ron Paul:

Since we already know this won't pass, I just have one question for the Mayor and Mr Kelly:

Why are NYC taxpayers paying for police security at Fox News when all the other networks (ABC, NBC, etc) have to pay for their own (private) security??

The NYPD is a criminal operation, They have passed the point of no return. The people of NYC need to wake up and stop electing miniature dictators.
The city is just a few steps away from a Syria type environment.

Unfortunately, as usual, the PUBLIC relies on commercial media for most of its information. The public has not been adequately informed. The abuse of power and the criminalization of large groups like muslims, OWS protesters, people of color, the powerless and the poor continues.

I am sick of all this profile BS. If a grizzly bear kills a person or people you hunt down grizzly bears to find the one. If a great white kills a person or people you hunt down great whites to find the one... Common sense deal with it. If you do not like it then leave! If a person commits a crime they need a profile to catch him ... Maybe then they should not put on the news anymore the color the height the weight of a person who commits a crime...

From Bill of Rights Amendment IV:

"The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

From Amendment XIV, section 1:

"...nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws."

When you think about this whole surveillance of Muslim business and lives, you should get a laugh out of it. My reasoning is they gather plenty of information on people of all walks of life today. Who is not under some kind of surveillance every day?

The thing with the Muslim Community I believe is happening, yet by dangling it out there for public discussion will allow this to be part of the norm in 2012. The wire tapping or interception of conversations is an everyday thing today. All of it occurring with the public getting trained to say sure it's ok. Silly, maybe but I would not bet against my thoughts on the surveillance of everything already happening. Get used to it.......bc

The Muslims did not attack NYC, terrorists did- and the terrorists happened to be from a group affiliated with radical Islam. To say this would be similar to say that the Christians attacked Oslo in 2011 since the attackers in this incident attributed their motives to Christian beliefs.
This argument, then, that Muslims should be profiled in NYC also agrees that Christians should be profiled in Norway. However, Norwegian Christians would object and say that these extreme actions do not represent them. It is no different in New York; the actions of a few extremists does not represent the city's Muslim community.

Our own U.S. history is filled with "good" Christians terrorizing other people because of there culture, or race, or political beliefs: You overlook this or deny they are Christian, the same way Muslims deny their own terrorist are Muslim : LIE and DENY, does not get the problems into the light of day, only the freedom to choose or speak without fear of retaliation.
Both sides refuse to accept the fact that thay are trying to force the other to "see it their way"..
And the authorities in some cases are there to protect the highest bidder.

And you know, the really funny thing is this:

But if they DIDN'T pay attention to everyday life in Muslim communities, they'd start complaining about the police being ignorant, and not knowing what everyday life was like in their communities.
