WASHINGTON -- The White House will propose deep cuts and modest tax hikes Monday in a budget that aims to stick to last summer's debt deal by trimming Medicare and other programs while making the well-off pay more.

Senior administration officials said the spending blueprint would lower tax rates overall. But it would end the Bush-era tax cuts for the rich enacted in 2001 and 2003. It would do that by cutting tax loopholes -- or tax expenditures, as they are called -- for high earners and corporations.

Part of that is implementing the Buffett rule, named for billionaire investor Warren Buffett, which would ensure that no one earning more than $1 million in a year pays less than 30 percent in taxes, as Buffett does now.

Overall, the plan calls for $2.50 in spending cuts for every dollar raised in taxes on people making more than $250,000 a year.

The proposal cuts the budget by $1 trillion over 10 years, and trims $4 trillion from the deficit. For the first time in five years, the deficit would fall below $1 trillion, at $901 billion in 2013, according to the proposal. The White House projects that by 2018, the deficit would drop to $575 billion, or 2.7 percent of the nation's gross domestic product.

A large chunk of the deficit reduction over the next decade -- $1.5 trillion -- would come from still-unspecified tax reforms, although the expiring Bush tax cuts would account for much.

The largest cuts would come from the defense budget and Medicare. Defense spending would be slash some $487 billion from the Department of Defense's projected budget, including savings from winding down wars in Iraq and Afghanistan.

Health programs, primarily Medicare, would be targeted for $360 billion in savings, with most expected from cuts to providers, not beneficiaries. Another $278 billion in cuts would come from farm subsidies, federal worker retirement and other programs.

The numbers in the White House blueprint would look a lot like the assessment unveiled in September.

The budget is likely to get a cold reception from Republicans in an election year, and reads itself like the political message President Obama has been delivering since his speech in Kansas late last year.

"We now face a make-or-break moment for the middle class and those trying to reach it," says the introduction to the "fact sheet" summarizing the plans. "After decades of eroding middle-class security as those at the very top saw their incomes rise as never before and after a historic recession that plunged our economy into a crisis from which we are still fighting to recover, it is time to construct an economy that is built to last," the document says, repeating the president's State of the Union theme.

Officials said the budget to be proposed on Monday was the third part of a three-act play that started with the Kansas speech and continued with the State of the Union address.

"We must transform our economy from one focused on speculating, spending, and borrowing to one constructed on the solid foundation of educating, innovating, and building," the budget introduction says. "That begins with putting the nation on a path to live within our means –- by cutting wasteful spending, asking all Americans to shoulder their fair share, and making tough choices on some things we cannot afford, while keeping the investments we need to grow the economy and create jobs."

The plan calls for more than $350 billion in short-term spending to spur job growth, including extending the payroll tax cut that Congress is battling over now, $30 billion to modernize 35,000 schools, and $30 billion to help keep and hire new teachers, police and firefighters.

There is also a commitment to building research, development and manufacturing, with $140.8 billion slated for research and development. Such spending is a sign the president is not backing off initiatives like the green-energy push that has been tarred by the failure of solar company Solyndra. The budget will recommend boosting spending for the National Science Foundation, the Department of Energy’s Office of Science, and the National Institute of Standards and Technology Laboratories.

It also calls for a six-year, $476 billion transportation reauthorization bill that the administration says would "create thousands of new jobs and modernize a critical foundation of our economic growth."

First off it doesn't cut anything. It reduces the budget deficit. Meaning instead of over spending by $1.3 trillion they will only overspend by $1.1 trillion. There are zero cuts to the massive oversize of government. This is basically the same budget that even the Democrats Senate wouldn't pass last Oct. What a joke. Do they really think the American people are that stupid that we can't see this is just more massive over spending. Under this administration the middle class have lost more ground then under Bush. Bush was not conservative. Obama is just Bush on steroids. Both have Keynesian stimulus policies, Both increased government spending by leaps and bounds. (Obama 3 times larger then Bush) Both bailed out politically connected companies. Both support the fed easy money policy. Both created health care entitlements that can't be paid for. Both imposed costly regulation. Both supported TARP. Bush failed when he had the chance to dissolve Fannie and Freddie and didn't, now Obama has given them unlimited funds of our money, $160 billion and counting. This Budget is more of the same big government policy that is hurting all of us and putting us deeper in debt.

His budget proposal is just more "smoke and mirrors" and really does not cut the baseline cost of the federal budget by one dollar. This idea of cutting the spending (not budget) by $2.50 for every dollar in taxes taken in from those making over $250,000 is something Obama is going to wish he never proposed because the government will never be able to do it. Americans making over $250,000 per year pay 70% of the taxes taken in by the federal government as it stands today which is over a trillion dollars per year, so that would mean that the government is going to cut spending by $2.5 Trillion a year which almost equals two thirds of the current spending level. The numbers do not play. Then, cutting Medicare when Medicare is currently heading toward insolvency, and actually needs more revenue not cuts does not make sense. And, on and on. I just think this is all political maneuvering on the part of Obama to add some "good words" to his campaign speeches, but I think the numbers analysts are going to expose the weaknesses in this budget proposal.

Teapublicans talk of capitalism but do not understand that the principle that it works by is supply and demand.One job was never created by cutting spending and most people would say that it has the opposite effect .A budget has two sides to it, spending and revenue.If you decrease one and increase the other then balance will be achieved more quickly.Increasing the number of people employed does both,.people will be less likely to need government assistance lowering spending ,and will again start paying taxes raising revenue.Business will never expand until you put demand back into the economy no matter the tax rate.The efficiency of how government spends money is another debate in itself.

Some of the same concerns that I have but government does provide services that cost money and have mandatory spending that it must pay.When your revenue declines to the amount that it is now then the deficit will automatically increase.The fact is that we need more revenue and if you need that money then those that created the problems we are now in should be held accountable for paying to fix it.

You do understand that when the government creates jobs it takes money from taxpayers to do so. So best case is its a wash however with government so inefficient and wasteful the taxpayers end up paying hundreds of thousand of dollars per job created by government. As far as the budget Obama is not cutting anything from the budget "ZERO".. He is only reducing the amount of deficit spending by a few billion. Like instead of overspending by $1.3 trillion, he will cut that by only overspending $1.1 trillion. You can't tax enough to cover overspending by $1.1 trillion even if you doubled taxes on everyone. And if you raise taxes history shows is slows the economy. We need a plan that cuts real spending down to expected revenues with in the next five years. No one but Ron Paul has one. Cutting the cope of government will boost the economy and taken burdens off all of us and business.

What's all the arguing about,It's never going to pass anyway.It will be blocked whether it's good or bad.There will always be something in a bill neither side will like but sometimes you have to swallow your pride and leave the ego's at the door to do the right thing for the long term.Everyone is going to feel the pinch in this recovery if anything gets passed.If i would have to pay more for all to benefit then so be it.Some people seem to forget we're all in this together this isn't a party issue and both are using that as and excuse.Both need to grow up and get it done.

Taking care of his labor union buddies... Nothing for small businesses except proposed tax hikes. Many businesses pay their taxes under the personal income tax rules. They have incomes of more than $250K. So letting the Bush tax cuts expire will hurt small business. The same small business that should be hiring but now won't because they have to pay more taxes.

Where is the help for small business?

The better way to increase the money being paid into taxes would be to grow the economy. Cut reguations that businesses have spending a huge amount of time complying with.

Get rid of obamacare so the businesses don't have to worry about new mandates and regulations from that and they will start hiring again at a rate that wil lower the real unemployment rate. Not the published one.

Cutting regulation is wrong.Now there are some that could be cut back.But if you cut regulation what are the guarantee's that the product's your buying for you and your family is safe.How about this.Cut the benefits the companies get for going overseas and give it to them to create good paying jobs here.And this isn't about regulation stopping that either it's cheap labor we all know that.Both sides in this are wrong they both want their cake and eat it to so it's not just Obama policies and his so called union buddies,The other side is pandering to their buddies also.

Here's a nice tip for you. Taxes aren't stopping businesses who want to hire from hiring. Anemic demand is. Saying its taxes is just a way for them to say they don't want to pay taxes.

With a deficit as large as America's is some spending cuts are necessary. So are tax increases. I like this bill as it is. I may not like it when it gets changed in order to pass the house and senate, but for now I like it.

The cut to doctor who take medicare and medicade patient will be 30%. Obama will pay teacher for another year to be back at the problem again next year. This is another stimulus package but they have put a ribbon on it and called it something else. If obama wants to do away with bush tax cuts do away with all of them. That will make a real difference. Cutting farm subsidies is a start but it should be cut all subsidies. Tax reform would be nice, a graduated tax with no write offs. Enough spending what we cannot afford to spend. Balance the budget.

Seniors and healthcare professionals look...cutting Medicare more, yep it will get to the point where the Doctors will not want to see anyone as they will have to pay to see YOU!

Also, lots of illegals on "infrastructure projects", that take on average TWO years to get thru the laws, rules and permits! Lots of import products being used on building projects where stimulus dollars were used...kept the Chinese and EAST working!

And yes, tell EVERYONE that there will be no incentives to invest (lower cap gains, as Corporations already paid for Federal Taxes of 35%). Tell the bottom rung to pay some shin too...when I was in college in the 70's I remember paying taxes on $15,000 a year income...in Germany the top 80% pay taxes plus they pay VAT as well! If P-bo wants to tax more, share the pain!

Keep it simple

"You can have tax cuts, or you can start paying down the deficit, those two goals are opposites and you can't have both of them at the same time.

Choose one.

Any chance you would consider reducing spending? 70% of the budget is entitlements. How about a 1% reduction in them without any baseline increases? Just 1%. A penney on the dollar. Let's try that.

Wrong. 57% budget goes to mandatory spending which includes, but is not limited to, Medicare, Medicaid and SS (it also includes the military retirement program). and 40% of the budget goes to discretionary spending. SS is still fully funded by dedicated SS taxes. We pay for SS via payroll taxes - it is not an entitlement. Dedicated Medicare taxes cover 57% of the cost of Medicare. The rest of the cost is covered by general fund revenues. The shortfall is due in large part to escalating medical costs. Studies have shown that medical costs would decrease if we simply provided medical coverage to low-income individuals who do not receive medical coverage through employment.

But bottom line, the 70% number is off. The number is 57%. President Obama is proposing cuts to Medicare (mandatory spending) as well as the military (discretionary spending).

That's what I need to hear. Those Bush tax cuts are finally coming to an end. However, whatever plan Obama develops is only going to be good for 4 years unless you vote Dem in 2016. If the economy gets back on track, it will be reversed by the GOP as soon as they're back in office. A fair tax amendment needs to be implemented so the rich can never get away with escaping their tax obligation again.

The Bush tax cut will end next Jan raising taxes across the board as well the new taxes in Obamacare start giving us by far the highest marginal tax rate in the world. Also obamacare put new taxes on insurance, medical devices, employers, and individuals who don't have healthcare. These will tank the economic recovery.

Not necessarily.

Obama is going after Medicare fraud which is rampant in FL. A regular scam game.
Some doctors (not all) have been over-providing drugs.
They need to get some overweight people on EXERCISE and a DIET instead of another pot of pills.

There are too many folks taking way too many meds, they are either not fessing up to all the meds they are taking of they are doctor shopping - it's bad for one's health and it gets expensive for all of us.

You are absolutely right when you say the inflation rate for medical care is whats driving our deficit.it is many times the inflation rate in the overall economy and we receive no more or better service for it.

False choice, with neither having any promise in slowing the cost of care. The only way to decrease the rising cost of healthcare in the US and Europe is to decrease the prevalence of chronic disease, which by 2020 will affect about 50% of the western workforce. The rise in disease burden is on track to give Europe's single payer systems the same cost crisis we have.

The only viable option is to formulate sensible domestic health policy which focuses upon curbing the growth in diabetes, obesity, and heart disease.

Since that would take vision, leadership, and sustained effort, we will instead get Medicare cuts in the face of an increasingly aged and sick population. And that's when reduced access kicks in.

So I guess its not so much a false choice as an inevitability.
