New Hampshire Republicans Slam President Obama Birth Control Rule, Ignoring Their Own

One side effect of the outpouring of Republican outrage over President Barack Obama's new birth control insurance coverage rule is that some GOP lawmakers have been forced to acknowledge the same policies in their own states -- some without religious exemptions.

New Hampshire illustrates the GOP problem. State House Speaker William O'Brien (R) introduced a resolution Friday urging the U.S. Department of Health and Human Services to rescind the Obama rule requiring employers to cover contraception with no co-pay for their employees. O'Brien, joined by state House Republican Leader D.J. Bettencourt, Rep. Charles Bass (R), a spokesman for Rep. Frank Guinta (R) and Bishop Peter Libasci told reporters at a news conference that Obama's compromise, requiring insurers to cover birth control when the employer morally objects, doesn't go far enough to protect religious freedom.

"This is about ensuring we do not mandate things contrary to people's moral and religious views," Bettencourt said.

Nevertheless, New Hampshire has had a law on the books for more than a decade that requires insurance coverage for contraceptive devices and services -- and the law has no religious exemptions. It passed with strong bipartisan support, and religious organizations in the state have been complying for years without complaint. The only major difference between the state law and Obama's rule is that in New Hampshire, women are still responsible for an insurance co-pay.

Bishop Libasci, head of the Manchester Diocese, said on Monday that New Hampshire's birth control mandate has just now come to public attention and that the House will move to repeal it. But the majority of state representatives, 120 Republicans, 121 Democrats and 2 independents, voted to pass it in 1999. State House Minority Leader Terie Norelli (D-Portsmouth) said none of the Republican lawmakers, bishops or Catholic groups complained about New Hampshire's law until now.

"It certainly appears that this is just a political opportunity," Norelli told HuffPost. "The policy has made a significant difference in the lives of women in this state and the 27 other states that cover contraception, and [New Hampshire House Republicans] will be taking us back if they try to repeal it."

Catholic organizations in New Hampshire have been covering birth control for years, but are now complaining the new U.S. policy would force them to violate their religious beliefs. The Rev. Jonathan DeFelice, president of Saint Anselm College in Manchester, called the mandate "unthinkable."

"In a country and a state that values and respects individuals' right to exercise their religious beliefs and live according to their conscience's best lights, it is simply appalling to think that this mandate is anything other than an unprecedented incursion into freedom of conscience," DeFelice said in a Jan. 26 statement.

But Saint Anselm College already covers contraception for its employees, under the state law, and voluntarily covers sterilization. When asked about this, school spokeswoman Barbara LeBlanc told the New Hampshire Union Leader, "We comply with the law, but it's not because we like it."

Saint Anselm College did not respond to a HuffPost phone message.

Some Republicans in Congress also are attacking Obama's new policy, despite similar policies in their own states that they have not previously complained about. U.S. Sen. Kelly Ayotte (R-N.H.) co-sponsored Sen. Roy Blunt's (R-Mo.) legislation that would overturn the new birth control rule.

"What the administration has done is really unprecedented," Ayotte said in a recent speech on the Senate floor. "I would call on the president to overturn these Health and Human Services regulations, to stop [his attacks] on religious freedom and to really change the direction of what we have seen."

Blunt's home state, Missouri, also has a birth control mandate. A spokeswoman for Blunt said the state law has broader exemptions for conscience than the U.S. law. But Blunt is demanding that Obama "reverse this unconstitutional mandate in its entirety."

It remains to be seen whether this sudden outpouring of anger over birth control coverage will help or hurt Republicans in November. But Democrats are taking the opportunity to criticize GOP legislative priorities.

"Republicans have demonstrated time and time again that they are not as they claim focused on jobs and the economy, but instead are looking for ways to take away contraceptive coverage for women in our state," New Hampshire's Norelli said.

Birth control is being used for many other treatments then preventing birth. Some would argue that birth prevention is merely a side effect for many women that are prescribed them by a medical professional. It is prescribed to the sexually inactive more then you would realize and it is not something a woman should have to be in a debate with her church or be denied open accessibility to from her employer.

Ask the woman with the excessive, frequent and painful periods. With the cystic acne that is scarring her face and self esteem, shall I go on? When a Doctor is choosing the best treatment for a women's condition, the religious affiliations of her employer should not be a factor.

You're absolutely right. I was prescribed a particular brand of BC pills for cystic acne that was occurring even in my 40s. It also helped with mood swings associated with PMS, and many men should be appreciative of that!

Yes love, one of my best friend was put on them when in High School (even back then they were being used as they are today) for her acne and she and her Mom had to hide it from her Dad. Seems like it is always MALES getting in the way of women getting fair and equitable treatment and masterminding a way to benefit financially or otherwise from our specific and very personal needs.

To all you libs saying this is not being forced on the insurance companies and is not being forced for free, are you calling President Obama a liar? I only ask, because here are his words:

President Obama: “if a woman’s employer is a charity or a hospital that has a religious objection to providing contraceptive services as part of their health plan, the insurance company – not the hospital, not the charity – will be required to reach out and offer the woman contraceptive care FREE OF CHARGE, WITHOUT CO-PAYS and without hassles.â€

I know this President tends to say one thing and then do something else, but are you libs really calling him a liar?

How can sideing with The Powerful Relgious organizations over 160 million women in our country be seen as good policy. The truth is clear this is about finding something to attack Obama on, The economy is no longer on thier side this is a disperate move at making social issues part of the election cycle. The problem is the majoirty of citizens supports the rules despite what the Rep say. When will the party of less goverment actualy support the idea?

the unemployment rate is lower than when Bush left office, and the gains have been made in the private sector. it is the public sector that is losing jobs. Just like Boehner said....If government jobs are lost because of Republican cuts, "so be it"

THEN there's the Dow...up 4 thousand points since Bush left office.

Good for you ignorre the past 4 years how in the fall of 2008 the econmoy was about to tank completely. With out Obama we'd be dreaming of 8% unemployement. the Reagan ? is still effective are you better today than 4 years ago. when banks were failing the market crashed 750,000 people a month lossing thier jobs. Is the economy good by no means has OBAMA made it alot better clearly for anyone that wants to be honest. Not to mention just think of how much better it could be if the Tea Party did not drag us down

My sweet, dear-departed Mother would have been 98 years old this year. She had six children, one miscarriage. I pity the man who would've had the nerve to "set her straight" on "what's best" when it comes to access to birth control. And we're not talking some "femi-nazi" here. My Mom was a pro-life, stay-at-home Mom , but she didn't like being dictated to about birth control. She had all of her babies back when birth control was very unreliable. She lived through the depression and was left at home with 5 babies when my Dad was drafted at age 32 into WWII. The idea that a bunch of old white guys are going to make this decision in Congress tomorrow would have her up in arms. Meanwhile, I don't see these old white guys on the warpath about erectile dysfunction drugs for recreational sex--but heaven forbid that women have the nerve to ask for health coverage for their "naughty parts."

Whatever one's individual beliefs about contraception are, its just terrible public policy to not have to easily affordable and available. Not just for the health reasons but because the vast majority of the public utilizes it. Instead of trying to deny access with governmental authority, churches should spend more time trying to convince their followers that it's wrong. And if they fail at that just deal with it like the Jehovah's Witnesses do.

Our President did the right thing by women, and he is to be applauded as this is a victory for women's health care. Let republicans fall on their swords on this one as they keep proving why they are not the party that deserves the vote of the American people.

Here's one NH response, and there are many more where this one came from!
So the bottom line is we have a bunch of Representatives (?) in Concord as well as Washington that are trying to force their personal, religious agenda on us. What part of representing do they not get?. They (she, our rep.) doesn't have to use contraceptives just don't stop or prevent me from using them. A question, what is their stance on vasectomies? Maybe further studies will show a correlation between a mans' sperm and cancer. Do health insurers pay for them? Will the Catholic Church’s' insurance cover them? It's contraception.
And, oh by the way, I used to be a Republican - back before they started treating women like - at best - second class citizens.

I am an Independent ...but I have voted Republican more often than not...but I find the attack on Reproductive Rights to be the most disgusting politicking I have ever seen....I see no reason to vote GOP again.

You may believe everything you read but I live in NH and I dont know where it says that a chirch has to pay for birth control. Can you enlighten us by telling me what the statute is? Catholic Medical doesn't do it and they are a big hospital. Here is a direct quote from Catholic Medical Center in NH,"Catholic Medical Center spokesman Morgan Smith said the rule “puts us in a predicament†with its 2,000 employees. “It would force us to offer services that were against our ethical and religious directive or force us not to offer insurance altogether,†Smith said. “Neither are acceptable options.â€
