Syria: Government Forces Renew Assault In Homs As U.N. Warns Of Civil War

BEIRUT — Syrian government forces renewed their assault on the rebellious city of Homs on Tuesday in what activists described as the heaviest shelling in days, as the U.N. human rights chief raised fears of civil war.

Troops loyal to President Bashar Assad have been shelling Homs for more than a week to retake parts of the city captured by rebel forces. Hundreds are believed to have been killed since last Saturday, and the humanitarian conditions in the city have been worsening.

Homs was under "brutal shelling" on Tuesday, the Local Coordination Committees activist group said, citing its network of witnesses on the ground.

Another activist group, the Britain-based Syrian Observatory for Human Rights, said it was the heaviest shelling in days.

With diplomatic efforts bogged down, the conflict in Syria is taking on the dimensions of a civil war, with army defectors clashing almost daily with soldiers.

U.N. human rights chief Navi Pillay warned on Monday that the Security Council's failure to take action has emboldened the Syrian government to launch an all-out assault.

The uprising began last March as mostly peaceful protests against Assad's authoritarian rule, but has become more militarized in the face of the brutal military crackdown.

Pillay told the General Assembly that more than 5,400 people were killed last year alone, and the number of dead and injured continues to rise daily.

She said tens of thousands of people, including children, have been arrested, more than 18,000 reportedly are still arbitrarily detained and thousands more are reported missing. In addition, 25,000 people are estimated to have sought refuge in neighboring countries and more than 70,000 are internally displaced.

"The breadth and patterns of attacks by military and security forces on civilians, and the widespread destruction of homes, hospitals, schools and other civilian infrastructure indicate approval or complicity by authorities at the highest level," Pillay said.

Also Monday, the Obama administration said it backs Arab League plans to end continuing violence in Syria but noted several obstacles to deploying a proposed international peacekeeping force to the country and withheld full endorsement of the idea.

The administration has said repeatedly it does not see a military solution to the crisis in Syria, yet U.S. officials indicated they would consider the Arab League call for peacekeepers and discuss it with various countries to see whether such an idea is feasible. However, they stressed there would be difficulties in getting required U.N. Security Council authorization for a force.

Chief among the hurdles is opposition by Russia and China, which vetoed a far less ambitious Security Council action already this month. Russia has said peacekeepers could not be sent without Syrian government approval; officials in Damascus already have rejected the proposal, calling it unjustified interference in internal affairs.

The question often asked is, "why doesn't the international community intervene like we did in Libya?" First, none of the rebel held Syrian cities are near the beach, so logistically there's nowhere to offload arms and supplies. Second, Gaddafi was using helicopters to kill rebellious Libyans from the air, so the UN ordered a "no fly zone" above Libya enforced by NATO. Assad hasn't used his air forces yet so a similar response is politically unwarranted.
However, the Arab League has already disowned poor Bashir, a fate far worse than any sanctions the UN may impose. And it won't be long before he meets the Prophet, peace be upon him, and has to explain why he found it so easy to kill Sunnis for sport.

You have missed several salient points:

Neither the Europeans nor the US are going to act with a UNSC resolution.

And Russia is not going to tolerate such a resolution.

This continues to be an internal matter among the Syrians. Imagine if the U.N. told colonist we couldn't revolt? Let them fight it out. Yes, people are getting killed, arrested, and displaced. It isn't like we haven't tried to talk sense to them before.

Thin out the herd. Thin out the gene pool. And maybe it won't be fashionable in 10 years to have an AK-47 on your hip. It's internal. We should stay Waaaaaaaaaaaaaaay out. The "Great Satan" America will finally "bow" to Arab Will and cease our "imperialism."

The wife of the President of Syria is probably at the spa today getting a facial and massage while her own people die in the streets at the hand of her tyranical husband.....you know....the one she stands behind and supports in the face of all that is going on.
How do you interact with people like this whose mentality hasn't changed in thousands of years form their ancestors riding camels across the desert and warring with other tribes. That was a statment...not a question.

i belive that might be a slight possibilty,,, police in oakland were caught doing same thing in a way to occupy. They were sending in plain clothes undercover making it look like it was ows starting shi# with the police. So not sure if you are right but it is a common tactic from people in power.

I'll bet the President of Syria's wife is at the spa at this very minute getting a treatment while her own people get slaughtered. Still standing behind her tyranical husband and all the murders he is guilty of condoning.
How do you deal with people like this with caveman mentality that harkens back to the warring tribes crossing the deserts on their camels. The only difference is now they are in Mercedes.

She may be at the spa, but his mother is at his side - telling him how. Mama worked alongside Assads dad. Simple policy - kill all that even look like they are against you.

On the contrary, they are very modern and smart. That's why you make alliances with Russia, China & Iran - they are supporters and dependable. Don't think for one moment that there are not Iranian guard in Syria "helpin out". They don't give a damn about killing Iranians, so Syrians get even less cosideration.

The UN, I have to laugh. As long as one or two nations have the power to veto....nothing will ever get done..... I remember that Harry Truman had to get the UN to act over a weekend before the Soviet Union could veto intervention in Korea when the North Koreans invaded the South. The blatent disregard China and Russia showed in their last veto is typical. Of course, the United States has used it's veto power on occasion too.

The U.S. can't save every country in the world, so unless a majority of country's are willing to foot the bill and participate in an extended war, the U.S. should stay out of this mess. People are getting hurt and killed, yes, but look within our own country and you'll find just as many or more that are being harmed in as many or more ways.
