Chicago Most Corrupt

As our former governor prepares to head west to begin his prison sentence, Chicago was given the unfortunate title of "most corrupt" city in America in a new study by the University of Illinois at Chicago and the University of Illinois' Institute of Government and Public Affairs.

University of Illinois at Chicago professor Dick Simpson, who worked on the study, told CBS Chicago that corruption among public officials has cost the city $500 million:

It’s essentially a corruption tax on citizens who bear the cost of bad behavior — police brutality, bogus contracts, bribes, theft and ghost payrolling to name a few — and the costs needed to prosecute it.

The report cites federal data showing that, between 1976 and 2010, there were 1,531 convictions for public corruption in "the federal district dominated by Chicago," according to the Associated Press.

Since the 1970s, four of seven Illinois governors have been convicted, along with 31 members of Chicago's city council.

"The two worst crime zones in Illinois are the governor's mansion ... and the city council chambers in Chicago," Simpson, a former Chicago alderman, told the AP. "No other state can match us."

The study does point to problems in other states, however. The Central District of California, where Los Angeles is located, had 1,275 convictions during the 34 years the study analyzed, CBS reports. The Southern District of New York -- home of New York City-- was third with 1,202 convictions.

Simpson said Illinois needs to pass legislation that would allow voters to "adopt ethics reforms by referendum," and hold Chicago aldermen to higher ethical standards.

Before the report was released, Illinois Governor Pat Quinn was already trying to drum up support for an amendment to the Illinois constitution that would allow voters to put new ethics laws on the ballot. The so-called "Lincoln Amendment" would apply to any branch of state and local government, and may address issues of legislative conflicts, campaign funding issues and more.

"It's no secret that Illinois has had our fair share of ethical challenges," Sen. Annazette Collins told the AP after sponsoring the amendment.

"Most Corrupt"? Is there are more superlative superlative than "most"? Our previous mayor designed his own retirement package around a parking meter deal whipped up between his brother's business consortium and the law firm that now pays him not to show up. This designation as "most corrupt" is dubious at best. This be measured per capita, not in absolute numbers. This is like saying the most dangerous city is the one with the most murders. But a city/town with 100 murders in a year and only 10,000 residents is significantly more dangerous (10 times more dangerous to be precise) than a city with 1,000 murders and 1,000,000 residents. Don't get me wrong, Chicago is plenty corrupt, but even just a passing look at the numbers in the actual report (linked towards the end of the article) reveals that this is a poor conclusion to reach.

Chicago is probably the most corrupt city in the nation. I've lived here all my life and it's always been about politics and who you know...not what you know. Years ago I knew a person who bought their way into the Taste of Chicago and they made $$$$$$'s.........so you see it's who you know.

"Con-con" in the 60s (where the conniving, the crooked, the criminal flocked to "get theirs" and tie citizens' hands) took away Illinois citizen rights to recall crooked pols, so now look where we are.

The corruption is so bad in the Chicago City Council they post a sign at City Hall saying it's been so many days since an alderman has been convicted. Not surprisingly, the number never gets very high.

Lived in and around Chicago for more than 40 years. Might argue about the "most" label but corruption is the way of life there.

Since the report is based on convictions - Can't you say that Chicago is the best city when it comes to fighting corruption?

Every other city/state looks the other way when politicians break the law while here we get them convicted and out of office.

They just let a few get convicted every now and then to give the illusion that they are fighting corruption. The reality is that for every one that gets caught breaking the law and gets convicted, there are at least 25 willing to step up and take their place. If a person is connected enough, they never get indited.
