WASHINGTON — Congressional Republicans on Wednesday vowed to block the Obama administration from sharply cutting the U.S. nuclear force, calling potential reductions of as much as 80 percent in the number of deployed weapons "reckless lunacy."

Pointing to the growing number of trouble spots, from Iran to Syria to Egypt, members of the House Armed Services Committee said any significant cuts would undermine the U.S. ability to deter aggression. The Associated Press reported on Tuesday that the administration is weighing several options for new reductions from the current treaty limit of 1,550 deployed strategic warheads.

Defense Secretary Leon Panetta and Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, told the committee that no decision has been made and maintaining the current level is one of the options. But that did little to assuage GOP lawmakers.

"I just want to go on record as saying that there are many of us that are going to do everything we possibly can to make sure that this preposterous notion does not gain any real traction," said Rep. Trent Franks, R-Ariz.

The most modest option under discussion would return the United States to a level not seen in more than half a century, when the Soviet Union and the U.S. pushed ahead in a Cold War nuclear arms race. The administration is weighing at least three options for lower total numbers, cutting to around 1,000 to 1,100, 700 to 800, or 300 to 400.

Although Dempsey said maintaining the status quo is one option, further cuts are consistent with President Barack Obama's 2009 promise to pursue the elimination of nuclear weapons and the 2010 Nuclear Posture Review, which called for an "implementation study" by the Defense Department to review the nation's nuclear deterrence requirements with an eye toward further reductions in the size of the arsenal.

Last March, National Security Adviser Tom Donilon said the administration was making preparations for the next round of nuclear reductions.

Rep. Mac Thornberry, R-Texas, complained that such a step would encourage other nations to advance their nuclear programs. Fearing Iran's nuclear ambitions, the United States and the international community have imposed tough sanctions on Tehran.

"If they see that we are going to come down from 1,500 to some number in the low to middle hundreds, it does nothing but encourage our enemies and discourage our friends," Thornberry said. "And the result of that is more nuclear weapons programs all across the world, which would seem to me to be something that we would not want to have happen."

Panetta said a number of options are being discussed but provided no specifics. He insisted any decision would be part of a treaty that would have to be ratified by the Senate.

"As you know, reductions that have been made, at least in this administration, have only been made as part of the START process and not outside of that process. And I would expect that that would be the same in the future," Panetta said.

Rep. Michael Turner, R-Ohio, raised serious concerns about cuts of 80 percent. Franks called that "reckless lunacy." In a statement, Sen. Jim Inhofe, R-Okla., accused Obama of "catering to his liberal base that believes that if we unilaterally disarm, the rest of the world will follow suit and threats to our national security will just go away."

Rose Gottemoeller, the State Department's top arms control official, told reporters Wednesday that although the administration is not yet ready to begin a new round of nuclear arms reduction negotiations with Russia, officials on both sides already are holding "serious discussions" on issues that should be settled before negotiations begin.

She said such discussions have begun, for example, on reaching a common understanding of which sets of U.S. and Russian nuclear weapons should be included in the "strategic" category and which are "non-strategic." The difference is important because until now, U.S.-Russian nuclear arms negotiations have dealt only with strategic weapons, which traditionally are defined as those capable of reaching either the U.S. or Russian homeland. The Russians argue that U.S. nuclear weapons based in Europe should be included in the "strategic" category; the U.S. disagrees.

Panetta and Dempsey were pressed on the issue during their second day of congressional testimony on Obama's defense budget for 2013. Democrats and Republicans are resisting proposed cuts in the size of the Army and Marine Corps, cutbacks on shipbuilding, delays in the purchase of some fighter jets and weapons systems and another round of domestic base closings.

Overall, the budget for the fiscal year beginning Oct. 1 would provide $525.4 billion in base spending and another $88.5 billion for the wars in Afghanistan and Iraq. The total is nearly $32 billion less than this year's budget.

Panetta repeatedly reminded lawmakers that the cuts were dictated by the budget agreement reached by Obama and Congress last summer, a pact supported by the panel's chairman, Rep. Howard "Buck" McKeon, R-Calif., and many other members of the committee.

"The bottom line here is we were handed a number for defense reductions. We stepped up to the plate, we met our obligations to try to do this in a way that would still preserve for us an effective force to deal with the threats," Panetta said.

Committee Republicans argued that Obama had called for $400 billion in reductions over 10 years last April, months before the deficit-cutting plan.

Looking at future budgets, Rep. Adam Smith of Washington state, the panel's top Democrat, said that in reality the cuts are a reduction in projected spending.

"It's a decrease in the increase," Smith said.

Strategic nuclear weapons are defined not only as intercontinental but also as ready to launch. The fewer weapons ready for immediate launch the better, as long as balance and verification is maintained. That way a mistake will be less disastrous. So many weapons for immediate launch, so many for 24 hour launch for instance. Obama's study for lowering the number of "hair trigger" strategic weapons is an excellent step in the right direction.

I'm going to challenge the participants here to explain to me what is possibly in violation of this site's stated 'guidelines' when it comes to why posts are removed! I won't bother with the censors themselves, their hypocrisy and consistency in this hasn't resulted in any replies from them when I ask them why they engage in these juvenile tactics. But the other posters are fair game to ask. Of course, the censors will no doubt not even allow this to be posted, but as always, I will try again..

A more relevant question to ask Obama and anyone who supports this proposal is "how many DELIVERY platforms do you propose to keep"? Besides the actual ballistic missiles that might be kept (and they are all fitted with multiple warheads), but how many subs and how many bombers? The TRIAD was formed to ensure that a sizable enough force would survive a first strike. A single Trident sub today carries almost 300 warheads, which is the limit in a worst case scenario being presented here. I'm hoping our elected and appointed officials are not so naive as to 'assume' that any and all platforms would be available to carry our a nuclear attack mission. It is possible if not likely that an enemy would take measures, perhaps not involving an actual military attack, to hinder some assets from deploying before THEY initiate anything. The Tridents still have to be at sea to be able to reach their targets within Red China or Russia or North Korea. The fewer platforms that are designated for strategic missions, the more impact losing one or more for any reason will have on the ability to carry that out. Not to mention being that much easier mathematically to target them.

I personally think Obama is not serious about this, but he is attempting to regain some cred that came from the Nobel Prize! I really believe that is what this is all about, no great number of Dems will support this, much less the Republicans! This is about giving the Nobel people some cover for their ridiculous choice of Obama as a winner for doing virtually nothing.

AND......President approval ratings just hit 50%...the highest since he took out bin Laden while Congress continues it's failure at a new low.

AND.....polls show Obama beating every GOP candidate by a margin of 6 to 19......

Perhaps if the do-nothing Republicans in Congress had spent more time helping fix our economy and less time trying to make the President fail...or bashing him....we'd be further along.

GOPers can "attack" anything they wish. That's all they've done...we are immune to them. They are irrelevant...what they think is irrelevant, what they do is irrelevant, what they say also.

Less than 9 months from now, we will be rid of them.......

You lost me at the beg of your post there but I'm back on track lol. Nicely said. You know, I was reluctant to jump back on board the Obama train because he has said a lot but hasn't done much where I was concerned. Then I remind myself hes stopped at every turn because the GOP fight as hard as they can not to give him an inch. And yet, hes still managed to make some progress after all that.

Cutting the number of nuclear warheads so that you still have enough to destroy every major world city is not "reckless lunacy." Reckless lunacy is invading a country that was not a threat to our security and in the process needlessly killing thousands of US soldiers and tens of thousands of innocent civilians. And until the GOP leadership is able to grasp the difference, no one in that party should be entrusted with the security of this nation.

What a crop of cr@P. Although they would dearly love to blame the President, and are right now, for his budget proposal, the simple fact remains that Republicans control the House and because of the filibuster rule, effectively control the Senate. The President has absolutely no power over the budget other than the power of pursuasion or veto. Why don't they just do their jobs and stop the demonization? Oh yeah, they are Republicans and demonisation is how they roll.

Even the Republicans are starting to see that the tactics they have used since day one of the Obama administration isn't playing well with voters. They seem surprised that NO isn't reasonating anymore. I think they are also seeing their goal of a continuing majority in the house and gaining seats in the Senate slipping away. People are sick of the wedges being placed and the unending negativity and attempts to dramatically change society to fit some narrow view point. They have spent so much time pandering to the loudest bunch of malcontents they forgot about the other 75% of the country.

Keep in mind the world is scared because Iran can develope ONE weapon. The US can canel how many and still have one pre country available. This is another GOP made issue how will we cut cost reduce deficits and get our economy on track if every cut is oppsed by the REP with the except of Socail Services to THE CITIZENS OF THE USA.

Tax increases on the rich won't reduce the deficit.
Repealing welfare to the energy industry won't reduce the deficit.

Only firing government workers and cutting social services will reduce the deficit in Republican Land.

What? So now the GOP/Repoopicants say that President Obama's plan is "reckless lunacy"? For the past 4 years, their refrain has been that Prez Obama is "too cautious" because he is careful and thoughtful. If you want conservatives to understand your articles, you can't use words like 'assuage'. When dealing with said conservatives, one must remember to use small words and keep the subject matter simple. Here is an example of acceptable verbiage when posting articles intended for conservative reading: Gay marriage bad, straight marriage good. Freedom good, except for women, not freedom bad. In this way we can ensure that our conservative brethren are included in the political dialogue.
Now, as for the actual content of the article above, I put forth an analogy once given by Carl Sagan: Imagine that you and your enemy are standing in a room awash with knee-deep gasoline. It doesn't really matter who is holding the most matches in their hand, if one is lit, it's the end. This is far from verbatim, being that it has been many years since I saw Mr. Sagan speak on the subject, but it's not a particularly difficult concept to grasp. We don't need more than a handful of these earth-enders to ward off an attack, the rest are simply, well, overkill.
