Payroll Tax Cut: Scott Brown Scores A Win

WASHINGTON -- The pending extension of the popular payroll tax holiday may have been a debacle for most Republicans in Congress, but it could be seen as a vindication -- even a boon -- to one: Massachusetts Sen. Scott Brown.

Facing a tough election challenge from Elizabeth Warren, the popular architect of the Consumer Financial Protection Bureau, Brown was among the first politicians on Capitol Hill -- and the first Republican -- to call for extending the 2 percent cut for a full year without paying for it.

It was a headline-grabbing break from party orthodoxy. And if his colleagues had followed his advice, this would have headed off the embarrassing standoff just before Christmas when Republicans blocked the extension in a fight over how to pay for it, and they would have settled for a two-month deal.

Facing a second showdown, they relented Monday when House Speaker John Boehner (R-Ohio) abruptly dropped the demand to find $100 billion in cuts to pay for the extension through the rest of the year.

With Warren riding a populist surge of anger over income inequality, Brown has recently been touting his bipartisan and moderate votes, and the payroll outcome hands him a new plank to stand on, especially with his early advocacy for the deficit-spending solution.

"It's funny. I've been talking about it since then," Brown told The Huffington Post. "I talked about it in caucus. I brought it up . I let the people in the House know that."

No one took up his suggestion until Monday.

"I'm not sure what the reasoning is," Brown said. "You know, I don't keep a scorecard. But I think it just makes sense. We have other things we can work on. And I've always felt that money would come back in the system," he said, referring to his argument that the tax cut would generate economic activity.

Observers weren't sure Brown should get credit for leading, however, noting that Brown cannot espouse too much conservative dogma in the very blue Bay State.

"That position is certainly not going to hurt," said Thomas Whalen, a political historian at Boston University. "He's trying to establish his bona fides as a moderate in Massachusetts."

So Brown has to "walk a very fine line" of not alienating conservatives, while keeping independents on his side.

"His goal here is to win Massachusetts independents, and independents are inclined to the extension of this tax cut," said Whalen, arguing that the political reality had more to do with Brown's position than leadership qualities.

"Nobody's going to confuse Scott Brown with a visionary," Whalen said. "He's like an everyday guy, a doofus, chocolate ice cream that goes down easy with average people. No one's ever going to accuse him of being Daniel Webster."

Nevertheless, being out front on a high-profile piece of legislation could be helpful for Brown in his showdown with Warren.

"That seems to be the hallmark of his career," Whalen said. "He's been lucky, and in the right place at the right time, and he sort of fell into this."

Brown is only playing along until he gets reelected and then he will return to the d*ck he is. Take a look at his support for the Blunt bill on contraception. That' s the real Brown. He a jerk in waiting.

Don't you have that the other way around? Warren is leading Brown in the polls so I'd say he's on her high heels. You're also giving Brown to much credit. It's pretty transparent that Brown is pandering for much needed votes. I do agree that Brown is a hoodwinker.

I'm speaking of this one poll HP list, i've seen polls saying Warren leads, sorry for the confusion. Just my point, Brown IS pandering for votes, he knows the repubs poll numbers in congress are lower than dirt, does he want to be in congress next year, you bet, so he does what he was elected to do, represent his state, and not the tea party, who are a dying breed.

Sen. Nudie has been given permission by Mitch The Chin to "oppose" the party line to help him get re-elected. If he is re-elected he will be at the head of the line to lick Mitch's boots.

At the very least, when republicans insist on cuts to pay for something, they should offer to cut every appropriation by the percentage of total appropriations to cover it.

If 22.6% of the total budget is defense related (700B/3.1T), then 22.6% of the appropriation for the payroll tax cut extension should come from the DOD budget.

Great description of the hapless Brown.  Often he seems completely clueless. He must have just somehow stumbled into his senator's seat on his looks and charisma alone, but now is up against a candidate with substance.  Warren 2012!

I can't believe how much time congress has spent arguing about this tax cut extension. I mean, what, it means a few dollars a paycheck to each person? Not that any money isn't nice to have, but it's basically a pittance for most people. Who cares? Don't we have much more important subject to be talking about and problems to solve? Like the completee financial demise of our country?

thanks for the tax cut letting me keep a little more of what I have worked hard for. but I am not tooo happy about the extension of unemployment since the tax payers are footing the whole thing there.

The problem that "high minded" liberals, like Ms. Warren, have is that, when lecturing we less enlightened rubes, they are all saying the same thing: Do as I say, not as I do. When more details of Ms. Warren's "consulting fees" become public, her fanatics on the left will not like what they see. Like Obama, she is busy parroting about the inequity of our society, assailing the 1% and the banking industry all while taking donations from them by the forklift.

The Republicans were going to do this anyway. Allowing Brown to look like the hero is part of a great game plan to make sure he gets reelected. This is just a bunch of political posturing! Just because Mr. Brown has posed for a centerfold, doesn't make him a centrist.

Good point. Unfortunately he has some very expensive PR people who were clever to place him center of the extension. The Republicans were already in line to pass it. The question MA should be asking, will he be for it next year and what about eliminating the Bush tax cuts. Brown is following Romney's lead, say and promise anything to get elected.
