FBI, Muslims Report Progress Over Anti-Terrorism Training Materials

(RNS) FBI officials say they are willing to consider a proposal from a coalition of Muslim and interfaith groups to establish a committee of experts to review materials used in FBI anti-terrorism training.

The coalition raised the idea during a Feb 8 meeting with FBI Director Robert Mueller, who met with the groups to discuss pamphlets, videos and other anti-terrorism training materials that critics say are either Islamophobic or factually incorrect.

"We're open to the idea, but they need to submit a proposal first," said Christopher Allen, an FBI spokesman who was in the meeting.

Groups at the meeting included the Islamic Society of North America, the Muslim Public Affairs Council, the Sikh American Legal Defense and Education Fund, the Interfaith Alliance, and the Shoulder-to-Shoulder campaign.

The FBI is satisfied with the job that its own experts had done in reviewing and purging "problematic" materials, Allen said, and the agency is also "developing guidelines so it won't happen again in the future."

Mueller told representatives of the groups that FBI experts had reviewed almost all of the agency's training materials, including 160,000 pages of documents. More than 700 documents and 300 presentations were subsequently pulled from the agency's training materials.

Materials that were pulled contained incorrect or imprecise information, were stereotypical, or "in poor taste," the FBI said.

While the groups praised Mueller for the review and for listening to their concerns, they also say trust between Muslims, Sikhs and the FBI had been damaged by the episode.

"It is a travesty that the Muslim-American community has lost trust with an agency that is here to protect us," said Salam Al-Marayati, director of the Muslim Public Affairs Council, a Los Angeles-based advocacy group.

In a statement, the groups urged the FBI to acknowledge "the negative impact of these training materials on the Muslim-American community."

Allen said he didn't know whether such a statement would be forthcoming, but said Mueller had already spoken several times about his regret over the episode and his appreciation for the Muslim community's cooperation with the FBI in thwarting terrorist attacks.

"The FBI views the Muslim community as a useful partner in stopping terrorism, and we appreciate the cooperation they've given us," Allen said.

Wired magazine first reported the use of the materials last September. In January 2011, The Village Voice reported that "The Third Jihad," a documentary that critics deem Islamophobic, had been shown to nearly 1,500 New York City police officers. That incident and subsequent cover-up prompted calls for New York City Police Commissioner Raymond Kelly to resign.

Reviewing materials about anti-terrorism... Why not review the Qur'an? Why not review Fatwas by Muslim scholars? Why not review the life of Muhammad?

If every Muslim followed their texts and teachings they'd all be an Abu Mus'ab al Zarqawi.

Ibn Kathir in his unabriged Arabic Tafsir expounds upon Qur'an 9:123 "O you who are believers! Fight those disbelievers among you and let them feel harshness in you.":

{قال تعالى: مُحَمَّدٌ رَسُولُ اللَّهِ وَالَّذِينَ مَعَهُ أَشِدَّاءُ عَلَى الْكُفَّارِ رُحَمَاءُ بَيْنَهُمْ [الفتح: 29]، وقال تعالى: يَا أَيُّهَا النَّبِيُّ جَاهِدِ الْكُفَّارَ وَالْمُنَافِقِينَ وَاغْلُظْ عَلَيْهِمْ [التوبة: 73، والتحريم: 9]، وفي الحديث: أن رسول الله صلى الله عليه وسلم قال: "أنا الضَّحوك القَتَّال"}

Allah says: "Muhammad is the Messenger of Allah and those who are with him are harsh against the disbelievers, but merciful to themselves." [al-Fateh 48:29] And Allah said: "O you Prophet, engage the disbelievers and hypocrites and be rough with them." [al-Taubah 73, at-Tahreem 9] And in a Hadeeth, the Messenger of Allah (صلى الله عليه وسلم) said: "I am the laughing murderer."

Likewise, al-Qurtobi in his Tafsir writes:

(فِيهِ أَنَّهُ سُبْحَانه عَرَّفَهُمْ كَيْفِيَّة الْجِهَاد وَأَنَّ الِابْتِدَاء بِالْأَقْرَبِ فَالْأَقْرَب مِنْ الْعَدُوّ

"It is well known by the Almighty, that jihad is conducted against the closest enemy. Once that is completed it is conducted against the next closest."

Several commenters seem unclear on the reality of the situation.

It's not Muslims that are trying to do something nefarious, here. They're simply pointing out that the FBI managed to allow itself to be hoodwinked by the devious anti-Islam professionals who spread their misinformation about Muslims and Islam under the guise of counter-terrorism training.

Per recent news, the NYPD was subjected to, and fell for, their same tactics.

It's obviously a very serious problem.

I believe your post misinformed and misguided, since it was anti-Islamic organization movement that first convinced certain circle in the FBI to use their training materials that stereotyped and demonized the whole Muslims world.

Only one part of the American Muslim community is causing the problems. Their ideology is Islamism--the combination of Islamic religious goals with political goals, whether by violent or non violent means.

The overkill in monitoring in this case is a direct result of our government's refusal to recognize that fact and focus on the Islamist side of the American Muslim community.

To save you the trouble of deflecting: Yes, Christians--like Rick Santorum--do the same-non violently--and I oppose them too.

Islamist need more monitoring because they have a more active violent wing.

Since they refer to us as Dar al-Harb (the domain of war), we must assume that their intentions are hostile, and any interference with counter-terorrism vigilance will not be to our advantage.
