Dinner At School: More Public Schools Dish Up 3 Meals A Day

KANSAS CITY, Mo. -- Too often it is after the fact that teachers discover their students are worrying less about math and reading and more about where the next meal comes from.

So Doug White, principal of Garfield Elementary School in inner-city Kansas City, was relieved when his school, like many across the country, began offering dinner to students enrolled in after-school child-care or tutoring programs.

With breakfast and lunch already provided for poor students, many children now are getting all their meals at school.

"When you know about those situations those kids are bringing into the school and we are asking them to sit down and concentrate and do their work, and they might be hungry and we haven't been made aware of it yet – we definitely want to do everything we can to help the kids," White said.

The Healthy, Hunger-Free Kids Act, signed into law by President Barack Obama in December 2010, provides federal funds for the after-school dinner program in areas where at least half the students qualify for free or reduced price lunches. Before the change, the program was limited to 13 states and the District of Columbia. Most states had provided money for only after-school snacks.

Since the change, districts have started rolling out dinner programs both in states newly able to offer them and states like Missouri where funding was available previously but districts didn't always know about it. The Congressional Budget Office estimates there will be almost 21 million additional suppers served by 2015 and that number will rise to 29 million by 2020. The added spending would total about $641 million from 2011 to 2020.

Advocates for the poor praise the program, but there have been complaints from conservatives who question whether the schools should be feeding kids three meals a day. Radio talk show host Rush Limbaugh asked on-air in November, "Why even send the kids home?"

Dinners are funded through the U.S. Department of Agriculture's Child and Adult Care Food Program, which also helps feed people enrolled in child and adult day care programs and emergency shelters. The number of dinners served through the program has grown over the past decade, although the USDA doesn't currently break out how many meals are served through after-school programs specifically.

"The USDA has done a lot to streamline the requirements and made it easier for people to apply and participate," said Crystal FitzSimons, who researches and advocates for after-school meals for the anti-hunger nonprofit Food Research and Action Center. "Before, we did outreach in the states that allowed it. There were programs participating. But I think it has gained a lot of momentum and a lot of visibility because it has been expanded nationwide."

In California, the Oakland Unified School District started a pilot program in October, dishing up dinner in 11 of its 101 schools. The district plans to expand the program in 19 more schools by the end of the school year.

"There are some of these kids who you know just don't eat when they go home," said Jennifer LeBarre, nutrition services director for the district, where about 70 percent of its 38,000 students qualify for subsidized meals.

In Tennessee, Memphis City Schools are serving about 14,000 after-school meals daily. About 84 percent of the district's 110,000 students qualify for free- or reduced price lunches.

Kate Lareau has mixed feelings about the program even though her first-grader enjoys eating dinner at her Memphis elementary school's after-school program. As a grant-writer for a nonprofit that works with people in a south Memphis housing project, Lareau said she can afford to feed her daughter, but knows that a lot of children go without.

"Do we need to provide all three meals? I'm not sure," she said. "But I personally know children who don't get any food after they get home. I don't want those kids to be hungry for sure."

The district began offering the meals, featuring entrees such as Cobb salads and ham and cheese sandwiches, in 70 of its 200 schools in November and plans to expand to the program in 30 more school by year's end.

"In a perfect world, June and Ward would grab the Beav and Wally and give them a great big breakfast with a hug and kiss and send them off," said Tony Geraci, executive director of child nutrition for the district. "There would be pot roast wafting through the living home when they show up at home. But that's not how it is."

Besides addressing hunger, the program also draws children into after-school programs that can help children learn, said FitzSimons.

That was the case in Kansas City, where 86 percent of students are so poor they qualify for government-subsidized meals. The district expanded its after-school meal program into Garfield and six other schools in January. The district now serves dinner to about 1,700 students in 18 schools each weeknight, about 10 percent of the district's enrollment, said Ellen Cram, the district's director of child nutrition services.

"If that meal gets the parent and child in the door for the opportunity to study I'm happy to offer that carrot, so to say," Cram said over the din of elementary students eating a dinner of turkey and cheese sandwiches, baby carrots and raisins. "Offering this supper meal is just huge for the parent. They know they've got something good, basic here to start with. So if they are going home to a meal of pasta then at least here they had milk, they had a fruit, a vegetable."

glad someone is doing something. some places have the backpack program, like where i live. kids get a backpack of food to take home for the weekend. alas, some of those kids dont get to eat what's in the backpack cause their parents or siblings take it for themselves, but at least most of them do get to eat it.

The gov. should help the american people who have lost in this country the past few years. The problem is that there are not enough employees in the kitchens at the schools now. Look at my school there are 2 employees doing all the prep we have 2 hours to feed 300-324 meals each day. So we are under paid, understaffed, and its hard work. So let the White House come and help us in our schools. If they want more meals then they need to make some changes and add positions and money. If anyone thinks they can do it I like to see them try..

The dinner idea is good but, there is one problem!!! Not enough help as it is during the day to get meals out for the kids in the kitchens, underpaid, so how do you really get the dinner deal done. There would have to be another shift that comes in. The job is hard enough from 7am to 2pm. especially when you have just 2 people doing all the work. (lunch prep in 2 hours to have it done and ready to serve. now Mind you prep is for 300 or more.) Its easy for the White House to sit back and tell people what to do try and do it! Cut back on freebies all of us working people pay for all of it especially the middle class we get nothing for free not even free lunch for our kids. Whats up with that?? I have no problem with feeding hungry kids but, parents wake up and smell the coffee get up off your butt take responsabilty.. Stop being lazy!!!! Leaving it alll up to the other people to take care of your situation at least try...

There are all sorts of poor people. Some have had bad luck. Some were fired because of downsizing. Some are used to depending on government assistance. Some are mentally ill. Some are physically ill. Some have been discriminated against. Some have joined gangs. Some have substance abuse problems. Some are too old in other's eyes to hire. Some have lost their homes and life savings. Some are veterans.
There are all sorts of rich people. Some are generous. Some have inherited money. Some have earned their money. Some have stolen their money. Some are greedy and feed off of society's middle class. Some hide their bank accounts. Some send their companies overseas. Some take advantage of insider trading. Some cheap and lie their way to the top.
There are all sorts of people.
These are hungry kids. Shut up and feed them.

I wonder how many of these families really could afford to feed their children if they did not give into their own indulgences such as cigarettes, alcohol, 150 channels on cable T.V., cell phones with all the apps, etc., etc., etc. Maybe the parents should be in school and learn how to be responsible (absentee dads and sexually active single moms, I am talking to you). Maybe parents should learn to cook within a financial budget rather than order in, take out, or defrost or spend all the money on junk food. Maybe they should provide for their families like Ward and June Cleaver did. Get an education. Get a good job. Then get married, and then have the kids and share the responsibilities of raising them. I am sick and tired of supporting those who do not want to help themselves.

My wife works in a public high school (is the discipline secretary) and deals with low income families on a daily basis. There are MANY sad situations out there and many families that truly need a hand up. However, for every family on the free-reduced lunch program that truly needs it and qualifies for it, there are multiple families that lie on the application and get approved for the free-reduced program and they really don't need it. It's amazing how many free-reduced lunch kids wear Air Jordans and Buckle Jeans to school and have cell phones. It amazes me that parents are not required to show any income documentation (pay stubs or tax returns) to qualify. The district only asks what your income is...NO VERIFICATION! Anyone can qualify for free-reduced lunch programs, if they choose to.

What is sick, ignorant, and ill-informed are the policies that allow this to happen. Teachers and staff are being laid-off, yet our district is expanding the free-reduced meal programs. There is so much waste and fraud, it's unbelievable!

Not to mention how many students in our schools are illegal aliens...again, you don't need to prove citizenship or residency. All you do is write your address on a registration form. No verification. No social security card required. Nothing to verify you are a US citizen. Come on in...we'll educate your child and give them free meals. Wake up America...

How sad is this that in this country children are going hungry. And notice how it's left up to the schools to provide the nutrition. Will all the private schools, charters, on-line schools, be able to offer such a benefit to their students? But let's just keep cutting public education funds and maybe we can starve off a generation.

This is very sad. I could never look a precious child in the eye and say no dinner, sorry. But I could look their parents in the eye and say show me the money, lets look at all the money coming in and going out. I find it hard to believe that families who get welfare, food stamps, subsidized housing, 2 free meals for their children can not feed their kids one meal a day. These needed entitlements will never prepare parents to actually care for their children. A little forensic accounting may solve a lot of problems. Not all, and for those that truly are struggling, fine. But for those abusing the free system, that is pure neglect and needs to be followed up with social services. Next- find a real solution for all the social service children, so they can have a life.

Agreed. I cannot stand the free lunch (and now just plain FOOD) programs. Most people are taking advantage of the system. Free food should only be given to the ABSOLUTE neediest, and even then, instead of giving them free school lunch, how about we simply deliver to them some bread and lunch meat/pb and j and they can make their own child's lunch. It would be much cheaper, and everyone who REALLY needed it would be provided for.

Dear- we have a poverty rate of 21 million in this country- and growing. And most of these people are the WORKING poor. Which means they work just as hard as you do but still have trouble making ends meet.

We can lecture the parents all we want about not having kids you can't afford to feed. The reality is that these kids exist. We can give them nutritious food while their minds and bodies are developing, or we can deal with the cost later. A hungry kid isn't focused on reading, writing, and math. He's focused on being hungry. A poorly educated child grows to be a marginally employable adult.

Feed the kids. Spend less on wars and bombs. Feed the kids.

I can't stand it when I see low life's getting huge tax returns, food stamp, reduced housing, etc. while I make responsible decisions, pay my bills, DECIDE to only have one child, and, oh, I go to work everyday too.

Entitlements need to stop. Liberals are ruining our country.

If you insist on giving free lunch to anybody, you may as well give it to everybody...

I am GRATEFUL that I am not one of those people that has to apply for food stamps, reduced housing, etc. I am happy when I have to pay taxes because that means I have some income!! Maybe try looking at it from a different angle--what you have as opposed to what you think other people are getting... realize that those people are dependent on the government--would you want to live like that?

Wow, does this woman not get it? WHy is her child eating dinner at school when she can afford to feed her at home? If her child wants to enjoy dinner with the other kids, maybe she can donate to the program? I thought it was for low income kids who qualify for these meals.

The more conservative people here sit around moaning about personal responsibility, but there's really no point to it. The motivation for a public school, is to provide the best educational outcomes for as many children in the district as possible. If for whatever reason, I don't care what the reason is, we have evolved to a reality where many students are not eating well, it is absolutely part of what a school does to help feed those children. Hungry children are not able to learn well.

As a conservative, I STRONGLY disagree. If that family cannot feed their kids, they need to look for help outside of the school (financial assistance, food stamps, or other lib programs) and use those funds to feed their kids. If they refuse to do that than maybe the government needs to step in and remove the children from an unsafe environment.

Why do you automatically assume the picture of the welfare queen in your mind while reading this story? And before you deny it - it is very obvious that is what you are thinking about based on comment. The majority of the poor do in fact work. And they don't all have 6 kids and live in a one bedroom apartment in the slums. Most are people who have hit upon hard times and need a little extra help. I grew up needing those school meals when I was child. My mother was divorced mother of two who worked two jobs- she wasn't a young teen mom with nine kids. And most of these people aren't.

What are you talking about? I make no such assumptions. In fact if you were to read a bit about me I am anything but what you assume.

I know that the majority of those who are poor work, in fact 92% of people on food assistance are working. ALL welfare is corporate welfare is something I have stated many times.

Yet I still believe with all assistance should come birth control and the knowledge to use it. The more poor kids we bring into the picture who are willing to fight for the scraps the more we please the corporate overlords.

I think it is time to re-establish the orphanage system again. Instead of handing people free food, free housing, free medical and etc, take the children away from them until they get on their feet.

You're ignorant! Taking children away from their biological parents and putting them in an "orphanage" helps no one! I teach in a high poverty school and sadly most children depend on the meals they get from school. Providing dinner to those who may not other wise get it is a great (not to mention compassionate) idea! good for Kansas! ,.l..

You don't get it. If the kids go home and have only boxed mac and cheese for dinner, because it is cheap, they will end up obese. A sandwich with protein and a vegetable and fruit will combat obesity.

I'm sure that's true for very few schools but not most. Honestly what public school is going to fork out the money to have healthy food for kids? If they do it will only be for a short time to make parents happy before they go back to giving them cheap food. Every school I went to (Public and Private) did exactly that.

This is so sad. To think that in the U.S.A. we have people so destitute that the government needs to provide three meals a day for children. I don't mind at all my tax dollars going to this but we need to find a way as a society to deal with it so that these people can get on their feet.

And part of that is not being so quick to condemn the poor for being poor. There seem to be a lot of that in our society. People see poverty as a moral issue and opposed to what it actually is- a socioeconomic one.

Agreed. Nobody can help the circumstances they are born into and not all are born into functional and financially stable homes. The children are innocent.
