Iran Nuclear Ambitions Under Scrutiny As UN Inspectors Arrive In Tehran

By NASSER KARIMI 02/20/12 01:15 PM ET AP

TEHRAN, Iran — U.N. nuclear inspectors starting a two-day visit to Tehran on Monday sought to meet Iranian nuclear scientists and visit a key military facility as they try to gauge allegations that Iran is pushing toward making an atomic weapon.

The trip is the second in less than a month by the International Atomic Energy Agency team, reflecting growing concerns over alleged weapons experiments – something Iran has so far both denied and refused to discuss.

Herman Nackaerts, a senior U.N. nuclear official, said in Vienna before the team departed on Sunday that he hoped for progress in the talks but his careful choice of words suggested little expectation the meeting will be successful.

The trip came as Iran announced air defense wargames to practice protecting nuclear and other sensitive sites, the latest in a series of military maneuvers viewed as a message to the West that Iran is prepared both to defend itself against an armed strike and to retaliate.

The U.S. and Israel have not ruled out military action against Iran's nuclear program, which they say is geared toward making weapons. Iran denies the charges and insists the program is for peaceful purposes only, such as power generation.

Iran's state radio said Monday the IAEA inspectors hope to meet Iranian nuclear scientists and visit the Parchin military complex. The report said the IAEA had requested to visit Parchin, an Iranian military base and conventional weapons development facility outside of Tehran. The site has also been suspected of housing a secret underground facility used for Iran's nuclear program, a claim denied by Iranian authorities.

IAEA inspectors visited the site in 2005, but went to only one of four areas of potential interest within the grounds. At the time, the nuclear watchdog did not report any unusual activities but the Parchin site was prominently mentioned in the agency's report last year.

The report asserted that Iran constructed "a large explosives containment vessel" in which to conduct experiments on triggering a nuclear explosion, apparently 11 years ago, adding that it had satellite images "consistent with this information."

"Whatever the reasoning of the agency is, it proves the IAEA is not loyal to its previous commitments," the Iranian radio said. The tone of the commentary suggested the visit to the military complex would likely be denied.

The IAEA visit comes as Iran last week announced what it described as key advancements in its nuclear program, inserting the first domestically made fuel rod into a research reactor in Tehran and installing a new generation of Iranian-made centrifuges at the country's main uranium enrichment facility in the central town of Natanz.

Beyond concerns about the purported weapons work, Washington and its allies want Iran to halt uranium enrichment, which they believe could eventually lead to weapons-grade material and the production of nuclear weapons. Iran has been enriching uranium up to 20 percent, while uranium enriched to more than 90 percent can be used for a nuclear warhead.

The IAEA team wants to talk to key Iranian scientists suspected of working on an alleged weapons program. They also hope to break down opposition to their plans to inspect documents related to nuclear work and secure commitments from Iranian authorities to allow future visits.

The IAEA summarized its information last November in a 13-page document drawing on 1,000 pages of intelligence. It stated then for the first time that some of the alleged experiments can have no other purpose than developing nuclear weapons.

Iran has denied alleged weapons experiments for nearly four years, saying they are based on "fabricated documents" provided by a "few arrogant countries" – a phrase authorities in Iran often use to refer to the U.S. and its allies.

Also Monday, Iran's official news agency reported that the military had begun a four-day air defense war game dubbed "Sarollah," or "God's Revenge," in the south of the country.

Anti-aircraft batteries, radar, and warplanes will be involved in the maneuvers aimed at increasing coordination between the regular military and the powerful Revolutionary Guard in defending sensitive facilities including nuclear sites, IRNA reported.

The exercises will be held over 73,000 square miles (190,000 square kilometers) near the port of Bushehr, the site of Iran's lone nuclear power plant.

Iran has held multiple air, land, and sea maneuvers in recent months as the tensions increase.

Iran asked to negotiate but when inspectors arrive they don't allow them to inspect facilities.
Talk about buying time.

I hope the US/EU aren't buying into Iran's deceiving ways (which is becoming quite common lately)...

Do you understand the difference between negotiation and inspection? These people are not inspectors who are already present in Iran and inspect all the Iranian facilities. These guys came to negotiate so that is what they are doing. They have no business asking to see a military site. It is none of their business.

Wrong - they are INSPECTORS, per every news outlet. The IAEA sent them there after Iran told them they were willing to allow them in in order ease to tensions after multiple sanctions.

I'm not sure what you think negotiations means when it comes to Iran. But the reality is that INSPECTORS are there to clarify several questions that IAEA has regarding Iran's nuclear ambitions that they clearly haven't disclosed. The INSPECTORS went there for that sole purpose.

And, yes, it very much is their business since Iran is a NPT member and has, thus far, violated their NPT agreements.
Please try reading up on the subject before posting.

James Clapper, the director of national intelligence, appearing before the Senate Select Committee on Intelligence last week, said of Iran:

"We don't believe they've actually made the decision to go ahead with a nuclear weapon."

Before the hearing, Clapper released his "Worldwide Threat Assessment." It read,

"We do not know ... if Iran will eventually decide to build nuclear weapons."
Clapper thus reaffirmed the assessment of 16 U.S. intelligence agencies in 2007, reportedly repeated in 2011, that the U.S. does not believe that Iran has decided to become a nuclear weapons state.

In December, when Defense Secretary Leon Panetta said that if Iran went all out, it might be able to build a nuclear weapon in a year, Pentagon spokesman George Little hastily clarified his comments:

"The secretary was clear that we have no indication that the Iranians have made a decision to develop a nuclear weapon."

On Jan. 8, Panetta himself told CBS:

"(Is Iran) trying to develop a nuclear weapon? No."

Panetta, speaking to CBS' Face the Nation, said that if Iran started developing a weapon, the U.S. would act. "I think they need to know that — that if they take that step — that they're going to get stopped."
Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey, appearing with the defense secretary, said that he wanted the Iranians to believe that a U.S. military strike could wipe out their nuclear program.

"I absolutely want them to believe that's the case," he said.

Panetta did not rule out launching a pre-emptive strike.

So what?  It doesn't matter.  The opinion of the DoD, Intelligence and the administration is that they are not building a bomb.  So, no military strike.

Based upon the events of the period from January 20, 2001 to the present day, the only country in the world less trustworthy than Iran is the United States. It is not the people of the United States that have made it that way, except perhaps by default. We have allowed ourselves to be overthrown as the government of our country, and with that has come the overthrow of the republic. The evidence is clear, it is in plain sight, and still most won't believe it. Neither our congress, our president, or our courts represent the people in any meaningful way. In large measure, those elected to public office act to impose their will upon the people who elected them, or the will of those willing to bribe them in some way. With our national government, the result has been government by, and in collusion with, the most corrupt people involved with government in the world's history. The people who are inciting this conflict are the same families who have profited from the deaths of millions of people in the wars they formented for their profit.

Iran's Military is loaded with Suicide Bombers. If a Suicide Bomber's objective is ... to die... then when we kill them, we are assisting them.

Now when you have a Country, such as Iran, FULL of people who want to die while blowing up, is it a tough decision whether to stop them from obtaining Nuclear Weapons?

Would seem logical to accomodate their wishes AHEAD of time, rather then let them do it themselves, as when THEY do it, it will wipe out the planet.

They just support a big junk of the worlds suicide bombers - financially and with arms. In fact, they're the biggest supporters of worldwide terrorism today (in Gaza, Lebanon, Syria, Iraq and elsewhere).

Arguably, Chavez is Ahmadinejad’s best friend in the region. For years, Iran’s relations with Venezuela have blossomed. Their bilateral trade exceeds $40 billion, while Iran has reportedly entered into more than 150 energy, development, commercial and financial agreements with Venezuela.

And there are mysterious flights between both countries that do not accept open bookings. These are widely believed not only to transport illicit goods and weaponry, but also to carry Iran’s Islamic Revolutionary Guards Corps officers and even Hezbollah operatives.

According to a German report, both countries agreed in 2010 on the establishment of a jointly operated military base in Venezuela, as well as on the joint development of ground-to-ground missiles.

The regime in Caracas has also agreed on allowing a joint military base where Iranian Shihab 3 and Scud missiles will be deployed. Venezuela could thus become a base from where Iran is able to strike (militarily and through terrorist proxies) at America.

This quote is from an editorial by the current Supreme Leader of Iran; the Ayotollah Khamenei:

According to the Tehran daily Kayhan, published by “Supreme Guide” Ali Khamenei, diplomatic moves don’t alter the regime’s strategic goals. In an editorial yesterday, Kayhan recalled that the Khomeinist movement’s “fixed strategic goal” is regime change in the United States.

The editorial said: “Our late Imam [Khomeini] openly spoke of raising the flag of Islam on top of the palaces of arrogant power, notably the White House . . . as the goal and purpose of the Islamic Revolution.”

More: “We have presented the Jerusalem-occupying regime [Israel] as a cancerous tumor that has to be wiped from the world’s political map. We have intervened to support Hezbollah and Hamas in their respective wars against Israel.”

It concludes: “The final goal, the fixed strategy of Islamic Iran, is the destruction of the capitalist system.”

Sure let's let them get nuke weapons that's a brilliant plan

Let Islam worry about Islam. The US can't continue to police the world, and we have enough problems at home, and other places abroad. What Iran does internally is their business. Yes, a nuclear armed Iran bothers me, but so does a nuclear armed Pakistan as well, and we are pissing them off also. There are enough powerful conventional weaponry in the arsenals of the world to deal with an aggressor Iran SHOULD they make an overt attack but we can't continue with the Bush mentality of shoot first and then ask quesitons after. Iran cannot be another Iraq.

They hate western influence. Great. Remove western influence, along with trade. Wait until their people change governments. Until them, we should just back off and leave them alone, but WATCH them. If they strike first, they won't strike again.

This isn't Bush or Liberal mentality. A nuclear Iran isn't in our interests whatsoever. Period.
It will likely cause tensions with Gulf States, who themselves will likely like their own petro-funded nuclear weapons. The stability and security in the region will be in utter turmoil. Oil prices, American military and even our homeland will eventually become at risk. Inaction is extremely shortsighted. That's aside from Iran being the biggest supporter of worldwide terrorism today (in Gaza, Lebanon, Syria, Iraq, etc).
Why do you think Liberals, including Obama, generally support sanctions against Iran?

And why is war always the answer? Why is violence always the focus? We are in this mess because of hate and more hate will not solve it. somebody has to show some real brains and step back from the brink and difuse it. They won't, so it falls on us to be more civilized. I do not advocate just being inactive or rolling over, but to continue to fan the fire will only cause an explosion. and as to the liberals remark, why to conservatives feel they need to shoot first?

Actually, more likely, the comment above means the US should think more-than-twice about a military confrontation in Iran. Recall Iraq where after 9 years of useless fighting, lots of deaths, and no real outcome, we ended up grabbing our US running shoes and gunning it to the border.

Very unlikely considering that Conservatives, a huge portion of the American populace, support stopping a nuclear Iran. And Liberals generally support it too (look at Obama and the Democrats in Congress).
No - nothing of the sort will happen. I'm sure major cities will have protests but there are protests for anything these days. No big deal.

It's amazing to most in the U.S. and the world that the U.S. is again using the same media tactics against Iran of disinformation that thinly justified the invasion of Iraq. But the neocons learned that tactic from the best in the business. As the infamous Nazi, Hermann Göring said “As the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same way in any country.”
