Barack Obama Approval Rating Benefits From Improving Economy, Poll Shows

WASHINGTON — President Barack Obama is reaping political benefits from the country's brighter economic mood. A new poll shows that Republicans and Democrats alike are increasingly saying the nation is heading in the right direction and most independents now approve the way he's addressing the nation's post-recession period.

But trouble could be ahead: Still-struggling Americans are fretting over rising gasoline prices. Just weeks before the summer travel season begins, the Associated Press-GfK survey finds pump prices rising in importance and most people unhappy with how Democratic president has handled the issue.

It's seemingly no coincidence that Obama this week is promoting the expansion of domestic oil and gas exploration and the development of new forms of energy.

It's his latest attempt to show that he, more than any of the Republican presidential contenders, knows that voters' pocketbooks remain pinched even as the economy improves overall. And on that question of empathy, solid majorities continue to view him as someone who "understands the problems of ordinary Americans" and "cares about people like you," the AP-GfK survey found.

There is evidence that the nation is becoming markedly more optimistic, and that Obama benefits from that attitude.

Thirty percent in the poll describe the economy as "good," a 15-point increase since December and the highest level since the AP-GfK poll first asked the question in 2009. Roughly the same share say the economy got better in the past month, while 18 percent said it got worse, the most positive read in over a year.

Looking ahead, four in 10 said they expect the economy to get better in the next year and a third said they think the number of unemployed people in the U.S. will decrease, the highest share on either question since last spring. A quarter of those surveyed said they expect the economy to get worse over the next 12 months, while 31 percent said it would stay the same, the poll found.

As optimism has risen, Obama has received a corresponding bump in his approval rating for handling the economy. Forty-eight percent now say they approve of how he's handling it, up 9 points from December.

Still, for some it's hard to sense an improvement – or give Obama credit for it – when any extra money is being gobbled up at the gasoline pump.

"I give him credit for trying to make improvements, but I don't believe it's had that much effect," said Michael Lee Real of Indianola, Iowa, a city water authority worker who counts himself as a Republican-leaning independent. The cost of gasoline is "one of the big things," says Real, 58. "It fluctuates so much, it makes it hard for me to budget my money."

Overall, seven of 10 respondents called gas prices deeply important, up 6 points from December. Those who view gas prices as "extremely important" rose 9 points, to nearly 39 percent.

The average cost of a gallon has risen 30 cents in that time, according to the Energy Information Administration.

Views on the president's handling of the issue are about the same as in December: Six in 10 respondents disapprove, including 36 percent who strongly feel that way, while 39 percent approve.

Presidents don't have a great deal of control over oil or gas prices, which now are being influenced by higher U.S. demand and tensions over Iran's nuclear program. But few factors generate as much interest and anxiety among Americans. The rise in prices, faced almost daily by voters, could undercut Obama's argument that he's strengthening the economy and making families more financially secure.

Though Obama's approval rating on the economy has climbed, his negative rating on handling gas prices is stagnant. Just 39 percent approve of what he's doing there, and 58 percent disapprove.

Republicans, locked in battle for the right to face Obama in the general election, expect gas prices to be a top issue by the time Americans set out on their summer vacations. The four vying for the GOP nomination already are warning of higher prices and are pushing for more drilling and relaxed regulations on domestic oil production. Some are talking dollars and cents: Former House Speaker Newt Gingrich is dangling the prospect of $2.50-a-gallon gas if he's elected; former Pennsylvania Sen. Rick Santorum is warning of $5-a-gallon gas if he's not.

Generally, the public's approval of Obama has risen with the economy's climb from recession.

The unemployment rate dropped to 8.3 percent in January, the lowest level in nearly three years. The housing market is flashing signs of health ahead of the spring buying season, with mortgage rates still low, sales of previously occupied homes at their highest level since May 2010, and more first-time buyers making purchases.

The nation is far from a full recovery. Millions of Americans remain out of work. And Wall Street investors still worry over the details of Greece's economic bailout plan.

According to the poll, Obama's overall approval rating ticked upward slightly, from 44 percent in December to 49 percent now.

The 9-point approval increase for his handling of the economy comes from Democrats and independents, constituencies crucial to Obama's re-election hopes. Among Democrats, his approval on the economy has shot from 67 percent to 83 percent. Among independents, 49 percent now approve, up from 38 percent in December.

Obama also gained support among women during a period in which his administration seemed to stumble over whether religious employers should be forced to pay for contraception. In overall approval, Obama rebounded from 43 percent among women in December to 53 percent now, according to the survey.

And half of all adults now say Obama deserves to be re-elected, a 7-point rise from December that reverses a downward trend that had been in place since May.

More than eight in 10 Democrats say he should be elected to a second term, and half of all independents feel the same way, the survey found.

The AP-GfK poll was conducted Feb. 16-20 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cellphone interviews with 1,000 adults nationwide and had a margin of error of 4.1 percent.

One thing on gas and diesel fuel with the abundance of Natural Gas and being home grown why hasn't there been a huge push by the government to retrofit the large trucks to burn Natural Gas now and not wait, this would relieve any strain on the oil consumption and thus lower prices with less demand. If anything should motivate a nation to upgrade 5 dollar a gallon gas should, it should be done in conjunction  Read More...

One thing I have noticed about the left is that they can never own up to a mistake it has been almost 4 years since Bush left office. I did not care for him but it seems all the current administration does is blame everyone else. Give us a number of years he has to be in office before something is actually his fault.

HOW can you possible say that Bush was the problem when (FACT) Your Beloved OBAMA has put the USA in more debt than ALL other Presidents Combined! But somehow, it's Bush's fault.

Current stats - Domestic drilling is up 350% since Obama has been in office and domestic output is up 8% for the first time 30 years. It was negative under Bush. However, because production is up, oil companies have actually been exporting. Why? Because when given the choice to sell oil at $106 and sell gasoline at $8.00 a gallon or more internationally versus $3.50 - $4.00 in the us the choice for the oil companies is easy. The fact is that if drilling increased by even 400 or 500% in the US it will have minimal impact on the real price of gasoline domestically. All of the talk about completing XL overlooks the fact that virtually all of the oil sent through will be exported, thus having NO affect on the price of gasoline in this country. In addition, as long as the refining capacity in this country is limited due to oil companies eliminating that domestic function that, too will keep prices elevated.

None of the above discussion even speaks to other issues that affect the speculative price of oil like the hugely increased consumtion in India and China and unrest in the middle east. Therefore, other than release oil from the strategic reserves Newt won't bring down the price of gasoline. Neither will Mitt nor Santorum...and neither will Obama.

The problem isn't drilling. It's time to stop falling for the boogyman that the GOP throws out whenever it's time to scare up votes.

Optimism based on signs of a recovering economy has a further beneficial effect on the economy as people feel a little more comfortable spending a little more. Optimism also improves Obama's approval poll numbers and that is really frustrating the Republicans so they go arround predicting doom and gloom and armageddon. True to their standard fear tactics they preach their imaginery dangers ot Obama's Presidency which have not materialized during his first term they are tryning to scare Americans to vote for them by predicting that these imaginery dangers will definitely happen if he is re-elected. Doom and gloom and Fear mongering, lies, hypocrisy and manipulation of the facts, that's all they have to offer. How sad for them.

One of the bigger problems is our media has to report like its a "neck and neck" horse race when it's not. They treat the whole thing like a television show and you have to have cliffhangers to keep people interested. There is no way any of these idiots will even be close to beating the president and if they were injected with truth serum, would say the same thing. The can't though, all good news for the Pres. must be tempered, all bad news for republicans has to have a positive disclaimer. The whole thing has become a reality TV show, but their are millions of people with lots at stake, this is serious business.

I am pro Obama but Mitt could rally his base if he got the nod. I think some of the evangelicals would vote for him. Many southern Baptists won't tho. My parents preacher told his congregation it would be a sin to.vote Romney since he is a Mormon. Said would break the no other god before me comandment. Obama 2012.

Agreed. Much of the media seems more like TMZ, ET or the National Enquirer. Fact and reality-based journalism that has research and investigation at its core is becoming more and more rare. News networks are more interested in keeping sponsors happy than maintaining journalistic integrity.

Facts are facts. Based on the supply demand the price do oil should be at a decade low price.
One of the mitigating factors is speculation, and with the accumulation of the country's wealth in the hands of the few (who were suppose to be the JOB CREATORS), There is more money for speculation and manipulation (can anyone say the Hunt brothers of the 80s?)

Last year with the price of oil falling the CME Group, the parent company of the New York Mercantile Exchange, on Thursday reduced margin requirements, which set off another leg in the price of fuel.

Chinas demand is way up. China with a shot out to Mitt for creating jobs for them. Also the unrest of middle east. I heard I believe the saudis decreased production. Sucks.

China's demand may be up, but their gasoline requirements are still small compared to western levels. Their energy requirements are mostly fulfilled by coal and they are building a 500mw plant per week. (for what its worth, these plants release 10,000 tons of carbon dioxide per day per plant), and the Saudis have said they will make up any Iran shortfall.
The US is actually exporting oil right now and is producing more oil than any time in the past 50 years. The question of refined product and the lack of refining capacity is a question of profitability which the oil companies don't find attractive enough.

No, it's all speculation.

You have to ask yourself even if demand is up based largely on China and India and there are concerns about Iran, yet there is still sufficient capacity and the Saudis have agreed to offset any production interruptions what LOGICAL reason exists for the sustained high price of oil? Further, even when oil prices go down why isn't ANYONE talking about the diminishing refinery capacity - worldwide - which probably has more to do with the volitilityof the price of gasoline than the actual price of crude?

Manipulation and speculation. Do you recall the high prices in California 2000

California had an installed generating capacity of 45GW, but at the
time of the blackouts demand was 28GW. A demand supply gap was created
by energy companies, mainly Enron, to create an artificial shortage.
Energy traders took power plants offline for maintenance in days of
peak demand to increase the price.

The subject constantly resurfaces when the "shortfall" of crude is
shown to be a lie.
It is not a world-wide problem, just in the US. The big oil companies
have said that it more PROFITABLE to purchase the refined product off
shore than to ensure that America is self reliant.

Yeah, it was going too good for him in Jan. and early Feb. to be true. Mostly due to the stock market just going up and up and up. No, it's all down to the fact that our nation (once great) is just so bogged down in intractable problems like huge debt and chronic unemployment and super-toxic political climate that no sitting President can put together even 2 months of decent approval ratings from the public. With these obscenely high gas prices (for so early in the year) Obama will suffer in the polls and he is already falling because of it. Think about this: the goliath oil companies (overwhelmingly owned and supported by Republicans) can sink Obama's re-election all by themselves simply by raising the price of gasoline (as they are currently doing) and keeping it there long enough to break the back of the economic recovery. And who's going to stop them?

It took Bush eight years to create the mess Obama inherited, and the conservatives now want to blame him for not fixing it in three years. The conservatives has resisted every proposal Obama has made to help the economy, including compromise with items the conservatives themselves have suggested in the past, and stil they want to blame him. Obama's numbers are up because the conservatives have provided voters with sufficient reason to be very, very afraid if they should win the White House.

With the high dissaproval, GOP candidates, exposed, for the world to see, there seems to be little trouble ahead, for President Obama.

Oil drilling is up in America; Obama has lowered our oil dependency from 60% to 48% (no other president has ever lowered that number); he has increased passive energy production and many other things. He is a man who likes to solve problems not talk about them endlessly the way the Republicans like to talk but not solve problems other than to give the top 1% tax breaks. In Obama's second term, he will really be spectacular.
