Are the Academy Awards rigged?

Film buffs, conspiracy theorists and bloggers have raised the question for years, but have been unable to back up its claims that classics like "Saving Private Ryan" and "Traffic" were snubbed for Best Picture by some undetermined "higher-ups."

Of course, the Academy maintains that the voters vote and the winner is whoever gets the highest total, but that hasn't ended the suspicions.
