The Netherlands: Hashish Cannabis Sale Set To Be Banned

AMSTERDAM, March 1 (Reuters) - The Netherlands moved to ban the sale of potent hashish cannabis on Thursday, eroding 40 years of liberal drug policy, over fears that the proceeds were flowing to organised crime gangs.

A parliamentary proposal to prohibit the sale of hashish resin in the Netherlands' famous coffee shops had the backing of both parties in the Liberal-Christian Democrat coalition. The sale of marijuana, the dried bud and leaves of the cannabis plant, will not be affected.

"Almost all of the hash that is sold in Dutch coffee shops is smuggled into the Netherlands by international criminal gangs from countries like Afghanistan, Morocco and Lebanon," said Ard van der Steur, a member of the ruling Liberal Party.

The ban on 'hash', derived from the potent TCH crystals on marijuana buds, will likely be in force by the end of 2013 and possibly sooner if changes to the law are swiftly implemented, he said.

The Netherlands is one of the few countries in the world where marijuana and hash are sold openly, but moves to crackdown on its sale have risen under the conservative government of Prime Minister Mark Rutte.

Another of those backing a ban, Christian Democrat legislator Coskun Coruz, said he hoped the ban would reduce consumption.

Studies show marijuana use in the Netherlands is roughly half that of the United States, where it is illegal.

Hash smokers in Amsterdam doubted a ban would cut use of the drug and said it would be hard to enforce.

"I know enough people to buy hash from if it is banned from coffee shops. I'm sure I'm not going to smoke less," 19-year-old Tommie van den Wouden said as he waited in line to order hash at one coffee shop in Amsterdam.

Ulrich, who works at a coffee shop, said about 40 percent of revenue came from hash sales but coffee shops would not be the only losers.

"If I can't sell hash any more, my customers will buy it on the street. This will also lead to declining tax income for the state," he said.

"I am surprised about these politicians saying they want to ban hash because of links with organised crime, because exactly the same goes for marijuana. The only difference is that most hash comes from abroad, while marijuana is grown locally."

As part of the crackdown, the Netherlands has introduced compulsory membership cards for coffee shops in the south of the country to deter drug tourists from Belgium, France and Germany. The rules came into effect in January but will not be enforced until May.

The government hopes to implement the measure nationwide, a move which would effectively herald the end of the Netherlands' position as a pot smokers' paradise.

The government is gone, the coffeeshop owners are not going to carry out this 'weedpass' rule, and the police will not check the shop owners. So no reason to cancel your Amsterdam trip.

By the way this 'problem' is a international one. Border cities are having nuisance with drugtourists. The drug tourists are aggressively attracted to coffeeshops on the high way once they pass the dutch border, by drugsrunner who often want to sell some other drugs too (wild west style, check youtube 'drugsrunner*').
So the German, French and Belgians should do something about their weed policy, but unfortunately Holland is a small country with not much to say in Europe or the world.

As for the criminal underworld, making it illegal won't help (look at America's prohibition), or how about the current drug problems in the americas. If you want to catch the criminals, follow their other illegal activities that are blatantly illegal. How about Tax evasion, thats an effective one...

So if Hash is legal why are there no businesses there producing it?? If it is a matter of taking Marijuana and concentrating it (I know it is a little more but essentially this is what it is), then start a business there that does this and sell it legally?? If it is a cost issue, then the state should look at their tax and fee records to see how they can make it feasible for legitamet people to make and sell it....

We'll see if this really goes through. Amsterdam and other towns have already refused to apply this regulation, I hear. The economic impact would be considerable. I guess it's just another electoral manoeuvre. I really fail to see what's wrong with the coffeeshops...

This article underscores how much more conservative the current government of Holland is taking the country; slowly but steadily. In 2008, during Thanksgiving week (always coincides with the annual High Times Cannabis Cup) they banned the sale of magic mushrooms. It was the last week they could be legally sold in stores and people were stocking up. Now Hash. Next, Marijuana itself. If they go that far, their tourist industry should drop off by about 50%.

Tourist drug subculture? It has existed for years peacefully, as it is sold in certain places and usually confined to those places. You are much more likely to have a tourist drug culture in the US than you would in Holland. They have it under control.

Note on this story for the Americans who might be confused: the 'Liberal' in Liberal Christian Democratic coalition has a different meaning than in the US. These liberals are more like 'neo-liberals', they want no rules and freedom/privileges for companies, but when you're a average person you are obligated for everything, registered, made a product of companies and government.

Just the same as the 'Christian party' in the coalition, with their true Christian policy, supporting every war. The third is the 'Freedom party', who want to take the rights of immigrants!! So never vote on a party because of the name.
The real name of this coalition should be more like Neo-liberal Conservative Fascists. In Holland this government has been nicknamed Brown 1 (government coalitions are getting nicknamed a color and number, like purple when it's a right wing together with a socialist party, and brown refers to the NSB and Nazi's who where called brownshirts).

Why is it not homegrown? The Netherlands have lots of greenhouses for veggies, why not for heavenly hash? Or is there a law against growing it? Gotta come from somewhere, after all.
