CHICAGO -- Some air travelers over the age of 75 will soon get a break at airport security checkpoints under a test program announced Wednesday that could allow them to keep their shoes and light jackets on and skip pat-downs.

The new guidelines from the Transportation Security Administration, which take effect Monday at four U.S. airports, are part of an effort to move away from its one-size-fits-all security procedures and speed lower-risk passengers through while focusing on those who may need more scrutiny. Similar changes were made last fall for travelers 12 and younger.

Since the 9/11 terror attacks that led to tighter security, air travelers have criticized what they say is a lack of common sense in screening all passengers the same way, including young children and the elderly. That criticism grew louder in 2010 when the government began using a more invasive pat-down that involves screeners feeling a traveler's genital and breast areas through their clothing.

"By moving away from a one-size-fits-all approach to security and applying some intelligence-driven and risk-based security models, TSA is looking at how this works for passengers," said agency spokesman Jim Fotenos.

The change in guidelines will be introduced at a limited number of security lanes at Chicago's O'Hare International, Denver International, Orlando International and Portland International. Those airports were chosen because they have a higher percentage of travelers 75 and older, Fotenos said. He said the rules will be relaxed indefinitely at the four airports with the intention of expanding elsewhere if it is a success.

Two passengers in their 80s traveling separately through New York's Kennedy Airport in November complained that they were effectively strip-searched. One was made to remove a back brace so it could be X-rayed. The other said she was humiliated when two female screeners made her lower her sweat pants so they could examine her colostomy bag. The TSA has disputed parts of their accounts while acknowledging that screeners violated rules by asking to examine their medical devices.

In another incident that sparked outrage, a 6-year-old girl was reduced to tears after screeners frisked her at New Orleans airport in March 2011 – a scene recorded on video and posted on YouTube.

To reduce the number of pat-downs given to children and the elderly, screeners in the test programs are being told to send those passengers through metal detectors or walk-through imaging machines multiple times to capture a clear picture as well as to use more explosive trace detection tools such as hand swabs, according to the TSA.

"The TSA recognizes that the vast majority of air travelers present no risk to aviation security," Fotenos said. "But it's how we identify those (travelers) and expedite the process that we're working on right now."

The agency is also expanding a program that allows vetted travelers in certain frequent flier programs to go through expedited screening, keep their shoes on and leave liquids and laptops in their bags.

Removing shoes during checkpoint screening has been a common complaint among airline travelers since security was increased after an al-Qaida operative tried to set off a bomb built into his shoe on an American Airlines flight in December 2001.

The TSA is a vile disgusting entity. The sooner they are gone, the better. It has already been shown the body scanners cannot detect a metallic object in the pocket of someone. Do you all still feel safer? LOL

Look,we all know the profile,get over it.After 9/11 before TSA I was waiting to get on a flight and the 2 RANDOM people picked for a closer security check was a couple of elderly white ladys,while a nervious middle eastern man stood around.This was total BS just to be POLITICALLY CORRECT.Most of the passengers were very nervious and commenting about this situation.The poor old ladies had their carry on luggage torn apart in front of everybody,ridiculous !!!!

I may be the only person that has never flown. But if I do and they proceed to want to feel me up I will wait in line behind a man. I want to see them grab him between the legs and twist him every way they can before they touch me. I think this is one of the stupidest things they do even though I have not been part of it yet. Why do they want to pick on children and elderly people. Im sure someone in their 80s is not carrying a bomb.
I worked in a factory they wanted to frisk the women to see if they had hair brushes. I backed out of line got behind the biggest man there and said. YOU frisk him you can frisk me... they said we can't touch a man. Well i said you can't touch me. If I was going to steal a 89 cent hair brush where would I put it under my clothes. I refused just like the man.
Women should refuse these free TOUCHING sessions no matter where it is.

So does "skip pat-downs" mean they'll all be put through the body scanner instead ? That doesn't seem any better, especially since the effects of ionizing radiation are cumulative. This is a population that has already received many doses of radiation from diagnostic medical tests (x-ray and CT scans), they certainly don't need any more.

Ditch scanners and pat-downs, stick with metal detectors and dogs instead.

Let's all complain to the only boss the TSA has, Obama! He can dismantle it on a whim but his buddy is getting rich off of the new full body scanners, so why would he?

Besides it's a great intimidation tool along with the more invasive and dangerous TSA VIPR units that have been unleashed on TN highways and the units at any bus or train station to "search" passengers as they leave the train or bus, highly unconstitutional but barely anyone complains, so it continues.

Uh, intelligence-driven? Do you think anything the TSA does is intelligence-driven? If this were a true risk-based security model, the only ones being patted down and x-rayed would be 20-30 year old males with olive skin and beards. Or we could adopt India's anti-hijacking policy:

- Any attempt to hijack will be considered an act of aggression against the country and will prompt a response fit for an aggressor.
- Hijackers, if captured, will be sentenced to death.
- Hijackers will be engaged in negotiations only to bring the incident to an end, to comfort passengers and to prevent loss of lives.
- The plane will be shot down if it is deemed to become a missile heading for strategic targets.
- The plane will be escorted by armed fighter aircraft(s) and will be forced to land.
- A grounded plane will not be allowed to take off under any circumstance.
