Keystone XL: Obama Defends Handling Of Pipeline Decision

CUSHING, Okla. — President Barack Obama firmly defended his record on oil drilling Thursday, ordering the government to fast-track an Oklahoma pipeline while accusing Congress of playing politics with a larger Canada-to-Gulf Coast project.

Deep in Republican oil country, Obama said lawmakers refused to give his administration enough time review the controversial 1,170-mile Keystone XL pipeline in order to ensure that it wouldn't compromise the health and safety of people living in surrounding areas.

"Unfortunately, Congress decided they wanted their own timeline," Obama said. "Not the company, not the experts, but members of Congress who decided this might be a fun political issue decided to try to intervene and make it impossible for us to make an informed decision."

Facing fresh criticism from Republicans who blame him for gas prices near $4 a gallon, Obama announced Thursday that he was directing federal agencies to expedite the southern segment of the Keystone line. The 485-mile line will run from Cushing, Okla., to refineries on Texas' Gulf Coast, removing a critical bottleneck in the country's oil transportation system. The directive would also apply to other pipelines that alleviate choke points.

"Anyone who says that we're somehow suppressing domestic oil production isn't paying attention," Obama said, speaking at the site of the new Oklahoma project.

Shawn Howard, a spokesman for TransCanada, said the company welcomed Obama's support for the Oklahoma-to-Texas portion of the pipeline but couldn't say whether his involvement would impact the timeline for completing the project.

Construction is expected to begin in June with completion next year.

Republicans said the moves were little more than a publicity stunt.

"The American people can't afford more half-measures on energy from the president," said Kirsten Kukowski, a Republican National Committee spokeswoman. "No matter what he says, the reality is he killed the Keystone pipeline and the energy production and 20,000 jobs that went with it."

Environmentalists were also critical of Obama's move. Susan Casey-Lefkowitz of the Natural Resources Defense Council said it was "downright foolhardy to cut corners on safety reviews for permitting" the Texas-to-Oklahoma line, "especially when the industry has a history of oil spills."

Obama's order urges speedy review of the Cushing project and directs federal agencies to incorporate previous environmental studies of the Keystone proposal that included the southern route.

The use of previous studies should help move the project forward more quickly than if a review of the project started from scratch, although it's unclear exactly how much time the expedited review will save.

Republicans call the president's actions a belated attempt to take credit for a project over which he has relatively little control. While federal agencies play a role in the approval process for the domestic portion of the pipeline, states have a more direct say in approving the route.

The full Keystone pipeline became a political flashpoint late last year when congressional Republicans wrote a provision forcing Obama to make a decision and environmental groups waged a campaign to kill the project. Obama delayed the project in January.

Obama has been highlighting his energy agenda this week in Nevada, New Mexico, Oklahoma and later Thursday in battleground Ohio, a trip that reflects the degree to which high gas prices have begun hitting consumers in their pocketbooks.

Before a boisterous crowd at Ohio State University, Obama said his administration had shown a commitment to drilling all over the nation, then mocked his critics again, saying he did have his limits. "I'm not drilling in the South Lawn," he said. "We're not drilling next to the Washington Monument."

In the midst of his prepared comments, Obama was unusually sharp in admonishing a protester who was interrupting his speech. The president told the man that he would read the book he was apparently offering but said: "Show me some courtesy."

For Obama's advisers, rising gas prices pose a threat to his re-election bid because they could undermine the benefits of a payroll tax cut that he made the centerpiece of his jobs agenda last fall – Congress approved the tax cut extension in February – and throttle the economic recovery.

Republicans view rising gas prices as emblematic of Obama's energy record and hope to tag him with the blame even though no president has much control over prices at the pump. Gas prices have risen more than 50 cents a gallon since January.

GOP presidential hopeful Rick Santorum, campaigning at a Harvey, La., company that services oil rigs, said Obama's administration should open more federal lands for leases to boost U.S. oil production and revenue for the federal government.

"Here's an opportunity for us in this country to do something about it: increasing jobs, lowering energy prices, decreasing the deficit, all of the things you would think the president of the United States would be for," Santorum said.

Mitt Romney, Santorum's chief rival for the Republican nomination, has labeled Obama's top energy advisers the "gas hike trio," urging the president to fire three Cabinet secretaries because of the high prices.

There is a lot of merit for getting into the algae-blue-oil production and kudos to businesses such as Exxon which has risked $600 million of ITS OWN MONEY to examine that potential. But algae ponds and infrastructure will take more time and money to find wholesale feasibility. What the President has failed to mention are the new technologies combining seismic surveys with electro-magnetic wave mapping--now used by most all of the big oil companies--that can and have indicated where vast desposits of natural gas and oil which assuredly exist. These discoveries greatly multiply the supplies of oil reserves upon which we have access and not the finite "2%" that Pres. Obama and his administration falsely claim. There once was an optimism which existed for many generations in America and the quintessential phrase that enuniated it was, "Come and get it!" But that takes risk, courage and initiative which Pres. Obama proclaims he wants but which his laws, regulations and edicts prohibit.

"Newt Gingrich mocks algae as a source of clean fuel, but the U.S. Navy’s got no problem with it. In fact, the Navy is extending—literally—its use of biofuels derived from the stuff.

Last November, a remotely controlled destroyer using a 50-50 blend of algae-derived, hydro-processed oil and a standard petroleum fuel made a 17-hour trek 150 or so miles up the California coast from San Diego to the Naval Surface Warfare Center Port Hueneme. That was the Navy’s largest-scale alt-fuel demo—until now.

homeport in Everett, Wash., down to San Diego using 25,000 gallons of the company’s

I just love this SPIN. The leg from Cushing to TX does not need Uncle Bo's approval. It is a state issue. It is already in progress. Once the line, if it does, comes from Canada into the US then obama gets involved because of international borders..http://cnsnews.com/news/article/gop-senators-obama-lead-follow-or-get-out-way-energy.... one more thing. the 2% of oil obama says we have is actually 2% ( being recovered) that is tapped into the billions of barrels in the ground. Oh well, another SPIN by the scared admin.

Most hazardous liquids pipelines cross state lines and are called 'interstate' pipelines. PHMSA regulates interstate pipelines but can delegate certain authorities to state regulators. PHMSA has agreements with several states to act as inspection agents. PHMSA retains enforcement authority over interstate lines, even if a state regulator is an inspection agent.

Just a reminder that this leg of the pipeline is already under way. obama has no say so on the laying of pipe from Cushing to TX. This is a state issue. As of yet the XL pipeline has not been started or signed by obama. When they start crossing the border form Canada to America that leg is the Keystone Pipeline. At this point they will have to have obamas approval because the line crosses international boarders.

PHMSA regulates transmission and gathering lines, and some low-stress pipelines.

Most oil pipelines are designated as "common carriers" by federal law under the Hepburn Act of 1906. They are thus regulated by the federal government in ways that resemble regulations for other utilities and public interest infrastructure such as electrical utilities, telephone companies or radio stations.

Romney Economists Back Away From Romney Gas Price Rhetoric

WASHINGTON -- Mitt Romney on the campaign trail has chided Obama for failing to curb prices at the pump, even as prominent economists have debunked those talking points, saying there's little the president can do to lower prices in the short term. Now the latest twist: No one from Romney's economic team will step forward to defend him.

And not for want of opportunity.

After Romney insisted that more drilling in Mexico and in the Arctic National Wildlife Refuge could bring down the cost of gas, The Huffington Post contacted members of Romney's economic team -- two revolving-door lobbyists and two former chairmen of the Council of Economic Advisers under President George W. Bush -- to ask if they would vouch for the claim.

"I will pass. Sorry," prominent macroeconomist Gregory Mankiw, a Romney advisor, replied when contacted by HuffPost about an interview. Other queries were similarly denied or unreturned.

Other economists haven't been shy about debunking the claim, explaining that U.S. energy policy has very little effect either on oil prices or on overall U.S. employment. Recent studies have backed them up. The Associated Press' statistical analysis of 36 years of monthly, inflation-adjusted gasoline prices and U.S. domestic oil production

found no statistical correlation between gas prices and how much oil comes out of U.S. wells..."

Republicans Kill Wyden Amendment To Keep Keystone XL US-Friendly | An amendment by Sen. Ron Wyden (D-OR) to keep the Keystone XL tar sands pipeline American-made and its oil for American markets was defeated 34-64, on strong Republican opposition. The amendment to the unrelated highway bill was designed to expose the hypocrisy of Keystone XL advocates who have argued that the foreign-owned, foreign-oil pipeline was a patriotic American priority. As Sen. John Hoeven (R-ND) admitted before the vote, the passage of this amendment would doom the project — because Keystone XL’s owner, TransCanada, intends to build the pipeline with foreign steel and ship its foreign oil for export to foreign markets. Hoeven’s amendment to obligate approval of the project on TransCanada’s terms follows Wyden’s. Democratic senators who voted against the Wyden amendment included those who have opposed the Keystone XL pipeline on grounds of its climate pollution risk, such as Sens. Sanders and Leahy of Vermont, and Sheldon Whitehouse and Jack Reed of Rhode Island.

Yes those are very sage words of wisdom,...... however it should be abundantly clear to every American that Obama despises every one of those philosophies, as they run so very counter to the dogma of Obama and the extremists that make up the entirety of the Democrat party, as they blindly support his every move no matter how destructive his policies and ideologies, are to the America people and the future prosperity and security of this country!

have you seen the trailer from his campaign video?...he put together a team of advisors....some of the brightest minds in economics...it wasn't long before he realized we were going over a cliff if he didn't do something...and fast!!....he asked the congress if they would give him 1.5 trillion, knowing that was what was needed...they gave him 787 million(?) because they didn't want to face their constituents for any more....economists agree it was not enough...luckily, he deftly danced between all parties and stopped the slide...have you noticed any improvement in the economy lately, skippy?

Improvement to the economy? Are you referring to the drop in unemployment from 8.3% to the current 8% in the past 3-1/2 years since Obama took office? Or the $4 per gal gas that was $1.85 a gal. when Obama took over?

Keystone XL is an extension to Keystone. Keystone already exists, has been transporting (and spilling monthly) since 2010. Please inform yourself before commenting.

The fact is the northern pipeline was approved by everyone it took 40 months,The Corps of Engineers approved it, the Department of Agriculture approved it, the Department of Interior approved it, the Department of Transportation approved it, the Environmental Protection Agency – believe it or not – approved it, the Defense Department approved it; the Justice Department approved it, the Homeland Security Department approved it and the Department of Commerce approved — Obama has accused Republicans of playing politics with the pipeline, which is strongly opposed by the environmental community and Obama personally was lobbying Democrats to reject an amendment calling for its construction Yet he still spend Billions of dollars of taxpayer money to fund his crony's in green energy, So you can be in love with him and his policies but he is a failed in all aspects from his Fast and Furious to Solyndra and many other crony capitalism schemes that he has done, and if you think those are good for the country you are in denial
