Paul Ryan, David Plouffe Spar Over House GOP Budget

WASHINGTON -- The new debt-slashing budget plan pushed by House Republicans heated up as a presidential campaign issue Sunday as the proposal's architect, Rep. Paul Ryan of Wisconsin, sparred with top Democrats over its political fallout and downplayed the possibility he could be tapped as a vice presidential candidate.

Senior White House adviser David Plouffe dismissed the GOP plan Sunday as "a lot of candy, not a lot of vegetables," and charged that it would be "rubber-stamped" as law if leading Republican presidential hopeful Mitt Romney is elected.

"This is really the Romney-Ryan plan," Plouffe said, adding that its mix of across-the-board tax cuts and stiff budget cuts "showers huge tax cuts on millionaires and billionaires paid for by senior and veterans."

Ryan tried to tamp down speculation that he could be tapped for the No. 2 spot on the GOP ticket, although who will be the nominee is far from settled.

"I would have to consider it, but it's not something I'm even thinking about right now because right – I think our job in Congress is pretty important," Ryan said. "And what we believe we owe the country is, if we don't like the direction the president is taking us, which we don't, we owe them a specific sharp contrast and a different path that they can select in November. And doing this in Congress is really important."

The House GOP debt-reduction plan, unveiled last week with minimal Democratic congressional support, is quickly sharpening as a line of division for the fall campaign, pitting GOP and tea party pressure for a reined-in budget against White House and Democratic party alarms about a weakened Medicare system and tax relief for the wealthy.

"This is a sharp, clear difference with two different futures," Ryan said. Despite growing signs that the U.S economy is struggling back to life, Ryan threw down a marker for the fall national election, saying that the GOP plan is the only alternative to a looming debt crisis versus Obama's "path of debt and decline."

The GOP proposal – endorsed by Romney last week during a meeting with GOP congressional leaders – would slice $5.3 trillion from President Barack Obama's budget over the coming decade through tax reforms and sweeping program cuts. The plan aims to shrink U.S. deficits by $3.1 trillion over the next decade, reducing tax burdens while cutting Medicaid payments and shifting oversight to states and sharply cutting other domestic programs.

House Budget Committee chairman Ryan, who authored a similar plan last year sunk by White House and Democratic congressional opposition, agreed that Romney backed his plan generally. But he said the former Massachusetts governor might not be in complete lockstep with his vision.

"I'm not expecting everyone to enact every little piece," Ryan said, adding that he expects Romney will back the plan's main planks.

Sen. Charles Schumer, D-N.Y., cautioned that his party would blunt the Ryan plan again as it did last year, also noting the election year "contrast with Democrats." He said Senate Democrats would offer up a rival tax reform plan on tax day, April 15, calling for increased taxes on wealthy Americans along the lines of the "Buffett Rule" acclaimed by billionaire Nebraska investor Warren Buffett.

"Let's be fair, you should pay more than your secretary," Schumer said, echoing Buffett's complaint that the current tax system allows the megarich to pay at lower tax rates than many of those who work for them.

Ryan and Plouffe spoke on "Fox News Sunday," while Ryan and Schumer went on CBS' "Face the Nation."

First the GOP fascination with vaginal probes, ultrasounds and videos of abortions. I thought that was weird. But Paul Ryan's budget could be a black comedy if it weren't so deadly.One thing Ryan is correct about is this: there is a definite and clear distinction between the Republican agenda and the Democrat agenda. One moves the country forward with grace and dignity. The other leaves millions dead and dying while creating an oligarchy.

Paul Ryan, again with another horror to perpetrate upon us in the name of saving us from demeaning ourselves by living. We can hearten ouselves and gain strength from knowing what did not go to us went to the million and billionaires in form of tax cuts. This war on those who do not make enough money in the economy created for us by Paul's peers,to afford the luxury of health insurance is an abomination. You can bet this vote will be tweeted, blogged, and facebooked.Re-election is upon those in the House and some in the Senate. Paul Ryan, again with the ghoulish and macarbe fixation on harming the innocent, while heaping lavish unwarranted reward on the people who need it least. Weird, I know. His new lament is that it is somehow demeaning to help those who need help. Yeah I know... huh? Now Paul wants to provide us all an avenue to feel better about ourselves by taking away helath care for seniors, veterans, young people and the disabled, and bestowing the savings on the multi million and billion aires. Paul, such a thoughtful and nice boy. I somehow don't think that this latest assault on the old, sick, underinsured, non insured, working and retired person will gain anymore traction that the last sick distorted plan he hurled into the arena did. Most people in Congress want to be re-elected. You can bet each and every voter on this obscenity will be tweeted, facebooked, and blogged to all Americans who care about the path this country moves forward on. Paul, stay away from animals.

Why is it those who never worn the unifom of this nation,who never had to sacrifise, never was harmed are so quick to harm those who have. Well that is Ryan and his plan which would cut veterans programs and pensions of disabled veterans. This is how the GOP "supports the troops". What a piece of work he is.

Are you serious the Ryan plan forces the rich to pay more by gettting rid of the tax loopholes that the dems in DC push for. They tell you the rich should pay 39% but know that when they do their taxes they are still going to pay 15-17%. His plan does not do anything to hurt poor people besides getting rid of the mindset that we should depend on the government for everything. While his plan is not perfect it is far better than what is coming out from the other side.

How does anything you say come out of this bill the rich would pay more in taxes and the middle class would pay less and with this bill we have a chance to get a balanced budget before the day I die and with the other option we will never have a balanced budget. Stop screaming about what your team wants to do and actually look and see which one is better for the country.

Not true...the rich would start paying their share at a rate that is the same as the poor...that give you a problem, does it.

Thus far the percentage paid by the rich is woefully low and in many a case a large majority of the 1% don't pay any taxes.

Yea, the poorer sure like the GOP Plan...go figure.

I agree Mr. Ryan. However, based on public reaction to your idea when it was introduced last year proves that many, many Americans do not like it. Guess you'll have to wait until the Nov election to learn whether or not a majority of we the people support your ideas. Here's a hint: The majority of voters support additional taxes on the wealthy.

This year needs to be a landslide Democrats controlling both the House & the Senate & the Presidency for America's voice to be really heard. Vote. I couldn't agree with you more. In 40+ years of voting I have never advised others to vote for a particular political party until now. We do need a Democrat landslide for the good of the nation. Hopefully, more ex-republicans like yourself will come to their senses and realize that the GOP party has been hijacked by anarchists seeking to destroy more than 2 centuries of progress towards creating equality and fairness for all Americans.

Ok so there are things going on in my life I’m not happy about but then everyone has something like that going on in their lives so why should I be any different. On the other hand I count my blessings.

I am part of a loving caring family.
I don’t live alone, have my partner of 50 plus years with me still.
I can see, I can touch, I can walk, I can and do enjoy every day.
I feel emotion – both happy and sad, but that is good too.

I'm a grouchy old man who is grateful for every day I wake up.
Someday Paul Ryan will be in my boat, poor fellow.. I hope he
remembers his shabby treatment of his fellow Americans before
he too is gone & forgotten.

Ryan's budget is a political document that Republicans will campaign on going into the 2012 election as an alternative to President Obama's current policies.

Ryan won't say which "loopholes" he's eliminating, making it a bogus plan.

He won't touch the bloated Defense Budget, reducing the deficit by making cuts to social safety net programs that help the poor and middle class.

I read a 'ryan opinion piece' in the paper yesterday and was amazed that a member of Congress could write about ten paragraphs and say absolutely NOTHING. The 'snow job' seems to be going in full force.
