Nuclear Summit: Barack Obama Tells Russia's Dmitry Medvedev More Flexibility After Election

SEOUL, March 26 (Reuters) - President Barack Obama was caught on camera on Monday assuring outgoing Russian President Dmitry Medvedev he will have "more flexibility" to deal with contentious issues like missile defense after the U.S. presidential election.

Obama, during talks in Seoul, urged Moscow to give him "space" until after the November ballot, and Medvedev said he would relay the message to incoming Russian president Vladimir Putin.

The unusually frank exchange came as Obama and Medvedev huddled together on the eve of a global nuclear security summit in the South Korean capital, unaware their words were being picked up by microphones as reporters were led into the room.

U.S. plans for an anti-missile shield have bedeviled relations between Washington and Moscow despite Obama's "reset" in ties between the two former Cold War foes. Obama's Republican opponents have accused him of being too open to concessions to Russia on the issue.

Leaning toward Medvedev, Obama was overheard asking for time - "particularly with missile defense" - until he is in a better position politically to resolve such issues.

"I understand your message about space," replied Medvedev, who will hand over the presidency to Putin in May.

"This is my last election ... After my election I have more flexibility," Obama said, expressing confidence he will win a second term.

"I will transmit this information to Vladimir," said Medvedev, Putin's protege and long considered number two in Moscow's power structure.

The exchange, parts of it inaudible, was monitored by a White House pool of television journalists as well as Russian reporters listening live from their press center.

Russia strongly opposes the U.S.-engineered bulwark being built in and around Europe against ballistic missiles.

The United States insists it is intended as protection against a missile attack by countries such as Iran, but Russia says it fears the system could weaken its nuclear deterrent.

The White House, initially caught off-guard by about the leaders' exchange, later released a statement recommitting to implementing missile defense "which we've repeatedly said is not aimed at Russia" but also acknowledging election-year obstacles on the issue.

"Since 2012 is an election year in both countries, with an election and leadership transition in Russia and an election in the United States, it is clearly not a year in which we are going to achieve a breakthrough," U.S. deputy national security adviser Ben Rhodes said.

"Therefore, President Obama and President Medvedev agreed that it was best to instruct our technical experts to do the work of better understanding our respective positions, providing space for continued discussions on missile defense cooperation going forward," he said. Russia certainly doesn't treat it's people the best, but it's no threat. He was being logical. The only reason it was in secret was because it would be blown out of proportion. And it has been.

Every president is more flexible in a second term simply by the fact he doesn't have to kowtow to political opponents to make deals and supporters who he doesn't have to beg for money again and can be more leader of a nation than a political party.

Pravda is hitting Republican presidential candidate Mitt Romney over comments he made about Russia. "Russia is the geopolitical foe," Romney said earlier this week in response to President Obama telling his Russian counterpart to give him "space" so that he could have "more flexibility" after the 2012 presidential election.

 So, in an op-ed today posted on Pravda's website, the infamous former Soviet newspaper writes, "Electing Mitt Romney as the next President of the United States of America would be like appointing a serial paedophile as a kindergarten teacher, a rapist as a janitor at a girls' dormitory or a psychopath with a fixation on knives as a kitchen hand. His comments on Russia are a puerile attempt at making the grand stage and boy, did he blow it..."

Obama has instructed Pentagon leaders to draft a plan which would unilaterally reduce the number of strategic nuclear warheads in the U.S. arsenal by up to 80 percent.
The U.S. military may soon cut down to a level of only 300 warheads without requiring the Russians to make any additional cuts.

Retired Air Force Lt. General Thomas McInerney shared his opinion of this disarmament plan….
“Nosane military leader would condone 300 to 400 warheads for an effective nuclear deterrent strategy”
Sadly, we do not appear to havesane people running things at this point.
The START Treaty did absolutely nothing to address the overwhelming superiority that Russia has in tactical nuclear weapons.  Today, Russia has at least a 10 to 1 numerical advantage over us in tactical nukes.
And we have no idea how many nukes the Chinese have.  They could have thousands.  We have no nuclearweapons treaty with them and so they can build as many nukes as they want. How in the world can we be so f00lish?

But Obama doesn’t just want to strip us of our nukes.
He now appears very willing to negotiate away our missile defenses. We all need to pay attention, his agenda does not appear to be one that any voter would willingly chose.
