Immigration Enforcement Separated Thousands Of U.S.-Born Children From Parents

WASHINGTON -- In the first half of 2011 alone, nearly 46,500 parents of U.S.-born children were forced to leave the country, according to a report released on Monday by Immigration and Customs Enforcement.

Those parents were among the 396,906 immigrants removed from the United States in the 2011 fiscal year under President Barack Obama, which set the record for deportations in one year by any president. Between Jan. 1, 2011, and June 30, 2011, 46,486 men and women were removed from the country by the government.

The Obama administration has said that undocumented immigrants with strong ties to the United States are a low priority for removals -- including parents of citizen children. There are a lot of them: At least four million citizen children of undocumented immigrants were living in the United States as of 2009, according to a 2010 report by Pew Hispanic Center.

U.S. citizen children of undocumented immigrants can't do much to help their parents gain legal status, and the "extreme hardship" they could face by losing their parent or moving abroad is rarely considered during the parent's removal proceedings. That means parents have to either take their children to their native country -- where they are not citizens and may not speak the language -- or leave them here.

Immigration and Customs Enforcement did not release the number of parents deported who were the sole caretaker of their children, or how many were married to U.S. citizens. The agency did not immediately respond to a request for comment and additional information on the report.

More than 5,100 children were living in foster care in January 2012 because their parents were detained or deported, according to a study released by the Applied Research Center, which advocates for immigration reform.

The Congressional Hispanic Caucus put out a statement on Friday decrying the amount of parents who were deported.

"This report is the latest example of the terrible human toll our broken immigration system is taking on families. Tearing families apart like this is inhumane and completely unacceptable," said Rep. Lucille Roybal-Allard (D-Calif.). "We can't continue to claim to value families while deporting parents in the tens of thousands. This must stop."

Immigration and Customs Enforcement was not required before 2011 to track information on whether removed immigrants had U.S.-born children, so data is scarce. But the Department of Homeland Security inspector general reported in February 2009 that 100,000 parents of citizen children were deported between 1998 and 2007.

The agency has not released numbers for parents deported after June 2011. But there has been a key change since that date; On June 17, 2011, ICE Director John Morton released a memo to employees that laid out which undocumented immigrants should be prioritized for removal.

That memo came out only two weeks before the end of the third quarter of fiscal year 2011, meaning those changes were likely not yet implemented.

The Obama administration is currently reviewing some 300,000 removal cases and closing some that are deemed low priority, taking into account family ties.

"As there is no right to the favorable exercise of discretion by the agency, nothing in this memorandum should be construed to prohibit the apprehension, detention, or removal of any alien unlawfully in the United States or to limit the legal authority of ICE or any of its personnel to enforce federal immigration law.

Similarly, this memorandum, which may be modified, superseded, or rescinded at any time without notice, is not intended to, does not, and may not be relied upon to create any right or benefit, substantive or procedural, enforceable at law by any party in any administrative, civil, or criminal matter.

What does the Bible say about aliens to our nation?
At what point in time are we as the Nation of Israel that was left with1 out of its ten citzens?
I guess an eternal reward doesn't count as much as a second car or excess while Rome burns.

You fail to see the difference between welcoming the legal, law abiding Stranger and welcoming the law-breaking Illegal Immigrant. Have you forgotten Christianity expects and equal dose of responsibility and accountability for every exhortation of love thy neighbor? Did the Good Samaritan bypass the Beaten Man and minister to the Robbers? Did Jesus kiss the people selling goods in the Temple?

It says in the Bible that “If your brother sins, rebuke him, and if he repents, forgive him”. Maybe I missed something, but to date I have not seen any Illegal Immigrants come forward and turn themselves in to authorities, saying forgive me. Instead, I see many unrepentant Illegal Immigrants who have plenty of excuses as to why they broke the law, who continue to use false documents, who have plenty of demands to change our law, and who are quick to demand their rights. Is not breaking the law because you covet something your neighbor has a sin? Is not identity fraud bearing false witness and thus a sin? Thus, is not forgiving unrepentant sin the same as condoning that sin, and thus participating in that sin? Or are the Ten Commandments and other pronouncements against breaking the law like Romans 13: 1-2 or 1 Peter 2: 13-14 or John 10:1 or Leviticus 19:11, 15, & 17 just pesky guidelines to be ignored when inconvenient?

Actually each and every illegal, that has the guts to get themselves a lawyer and let their spouses apply for them to get to be here as a resident is coming forward and saying "hey, I know I was wrong when I came here but now I have a family and please for give me and dont seperate us" so please stop quoting the bible which if you haven't noticed has been around since before any borders took place.

Without harsh outcomes like this kind of separation, we will continue to have immigrants CHOOSING to come here illegally because they know they can get away with it without penalty. It IS harsh to separate families. That's the whole point. It NEEDS TO BE harsh in order to get the message across. Obey the letter of the law, follow the rules of this country, or put your families in danger. The punishment fits the crime.

I hope that you never have to be seperated from any of your family, but maybe if you were just for a month it would do you some good. So you can see what it feels like for someone that you love and count on to be gone and there be nothing you can do about it.....

What about the children of American's that are imprisioned? They are seperated, yet no one is screaming for them. You know why? A criminal loses rights when they commit crimes. Sneaking into a THIS Country is a crime. They are all criminals. When you commit a crime there are repercussions and ramifications.

So it was ok when the illegals LEFT their children in their county of origin to sneak in to this country? Why no uproar about that? Many illegals CLAIM to have children in their home country. Yet they left them there.

this is sick and it needs to stop. how anyone can cheer while screeching children have their parents wrenched from them, and face a horrifying, lonely, and uncertain future, is a mystery to me. much the same way i dont understand how people could take pleasure in torturing, or raping, or causing such harm and devastation to people who have done nothing wrong. anyone who supports this utter barbarism is certainly harboring some psychotic tendencies that i find highly disturbing. how anyone can call themselves a proud american, and in the same breath scream to either kick these parents out of the country without regard to what might become of their AMERICAN children, or kick the AMERICAN children out with them, makes ZERO sense. this isnt about legality, and it isnt about being american. its about people with IQs in the single digits being taken in by propaganda, and growing to hate those who fit their esthetic of "the evil illegal" you people are nothing but racists and hypocrites, and you all disgust me to my core.

Parents knew they were here illegally, why did they have children? No one feels sorry for them. Why should my children be denied so illegal alien families can have.

its obvious to me whose being played, if you want in on who it is find a mirror. america was a fine country before it was INVADED by the ones who are responsible for you living there as you do. how on earth could peaceful immigrants, wanting only to work and go to school, POSSIBLY ruin it anymore than you people have? This is why a standardization of English as the official language is so important.

Spanish language news and newspapers constantly repeat disinformation that benefits their side, they think.

Many of these illegal immigrants really think dropping a baby here will allow them to stay. They are not informed, and the Spanish language media doesn't help.

A few weeks I picked up a Spanish language newspaper with the headline that the Supreme Court allowed day laborers the right to solicit for jobs everywhere in the US.

Not true, the Supreme Court did not even decide on the case, it did not review it, only agreeing with the lower court, that the law as written was not clear enough and too broad.

We are allowing the spread of ignorance through our society, with the attendant very sad consequences.

Just like they are leading people to believe that the Morton memo mandates that only criminals will be deported which is a patent lie. The law stands and anyone here illegally is liable for their actions and therefore open to prosecution and deportation.

Elise, children born to people in this country who are citizens of other countries are also citizens of those countries. We should send all these kids back home with their parents. It is the only humane thing to do.

That is not necessarily true. Just because one parent is from a country does not mean that country automatically grants the child citizenship. And there's also the question of what happens when married couples are split up this way.

Is it really necessary/advisable to give children born on U.S. soil automatic citizenship when born to non-citizens in this day and age to begin with? I'm not talking about illegals only, but those with work/school visas ect? I would worry that children might end up with no citizenship to anywhere depending on their parents country of origin's laws involving births abroad though, so I must admit I don't know all the answers. A baby born to a non-German couple in Germany does not automatically get a German passport if the parents have not lived there long enough, though a child can apply as a naturalized citizen after a period of time. Would a similar arrangement for citizenship in the U.S. be a better system in this day and age?

The 14th Amendment is unambiguous. It was written to clear up the legal status of freed slaves by stating that anyone born in this country is a citizen, with no exceptions. People in the mid-19th century didn't care much about border security and keeping foreigners out of the country due to rapid western expansion.

It's the responsibility of the illegals, their criminal employers, the weak politicians who keep the rewards in place and people like you who keep encouraging them to do this.

Why do you ha/te these children so badly that you want to keep doing this?

Certainly you aren't so feeble minded as to suggest that our new immigration policy would state "can you evade the border patrol and then find a way to breed once here"? Then tell them - If so you meet whatever's strict guidelines for the best we could ever hope for as a nation. Because that is exactly what you are saying.

My idea would eliminate this issue for 85% of them within a few months, never to have these children placed in this situation. Then we stop giving amnesty after amnesty, mandate employers all use e-verify and almost all of the illegal crossing would end.

One way or another American Taxpayers with have to take care of them. So at least we can remove the criminals and then the children can be rasied in the American culture, knowing that their parents just wanted to use them to get citizenship
