Despite a looming deadline, Flint emergency manager Michael Brown isn't revealing whether he'll exercise his power under Michigan's Public Act 4 to force changes to existing collective bargaining agreements or impose new contracts.
Brown said today he's on track to meet Friday's deadline to have union contracts, a proposed 2013 budget and a deficit-elimination plan in place for Flint.
