Standoff In South China Sea: Philippines, China Commit To Resolve Dispute Diplomatically

MANILA, Philippines — Philippine and Chinese diplomats scrambled Thursday to find a possible compromise to end a tense naval standoff in the disputed South China Sea that could save face for both sides and ease tensions.

Philippine officials proposed an arrangement to break the impasse at the Scarborough Shoal off the northwestern Philippines, where a Philippine warship tried to detain Chinese fishing boats but was stopped by two Chinese surveillance craft. The standoff entered a third day Thursday.

China, through its ambassador to Manila, Ma Keqing, was expected to respond to the proposal at the earliest on Thursday, when both sides were to resume talks, two Philippine officials said.

The officials, who were monitoring the talks, spoke on condition of anonymity because they were not authorized to discuss the negotiations with the media.

They did not give details of the proposal, but said it was a pragmatic way to solve the standoff. The Chinese fishermen were not expected to be able to stay at the uninhabitated shoal for a long time because they may run out of food and other provisions.

Philippine Foreign Secretary Albert Del Rosario said late Wednesday that he and Ma were working on a possible solution but declined to give details.

"We have an issue here that we're trying to address in a civilized and friendly way. I'm hopeful that our long-standing friendship will make us arrive at a diplomatic solution faster," he said.

While they worked toward a compromise, both China and the Philippines also flexed their muscles. Del Rosario said after the first round of talks Wednesday that he warned China's ambassador that "if the Philippines is challenged, we are prepared to secure our sovereignty."

The Chinese Embassy said the fishing boats had taken shelter from a storm in the lagoon and accused Philippine troops of harassment.

"Two Chinese marine surveillance ships are in this area fulfilling the duties of safeguarding Chinese maritime rights and interests," it said in a statement. It said the shoal "is an integral part of the Chinese territory and the waters around it the traditional fishing area for Chinese fishermen."

Philippine navy chief Vice Adm. Alexander Pama said a second Philippine ship was due to arrive Thursday morning at the shoal.

Philippine authorities also were trying to identify an aircraft that flew over the shoal Wednesday in what could be a surveillance mission, he said, adding that the situation nevertheless remained relatively calm.

Philippine President Benigno Aquino III said Wednesday that "nobody will benefit if violence breaks out" and instructed his diplomats to find a diplomatic solution to the most serious standoff in years in the waters where several nations have overlapping claims.

The South China Sea is home to myriad competing territorial claims, most notably the Spratly Islands south of the shoal, which are believed to be in rich in oil and gas. The region is also prime fishing ground and one of the world's busiest sea lanes.

The United States said it was concerned by the increased tensions in the South China Sea. "We urge all parties to exercise full restraint and seek a diplomatic resolution," a State Department spokesperson said on customary condition of anonymity.

haha... I believe we Chinese will not lose this "shoal" to any other nation. It is the most important reason to me to keep supporting the government.

if you are correct, then the indian ocean should belong to india, the gulf of mexico to mexico, the bahia california to california, the red sea to the 'reds' hehe, the arabian sea to saudi arabia, the aegean sea to greece, the sea of japan to japan, the norwegian sea to norway, the gulf of alaska to alaska/usa, the persian gulf to persia/iran, bay of biscay to france -- etc. china may as well claim the moon also, since which they reckon on their charts, and japan could also claim the rising sun!! such simplistic logic has given way to more intelligent systems, the time of the abacus is long gone. while your writing is inscrutable, your actions are not. read unclos.

2) US retalizated with its Phillipine proxy drumming up confrontational postures in South China Sea. Phillipine knows China can't touch it as it is US proxy.

3) Vietnam senses an opportunity to play along with US and hopes for a chance to hitch on US Capital investment. But it plays cautiously and quietly as it might get whipped without US protection.

The Chinese are facing a leveled playing field now that Filipinos have a capable warship. I am proud as a citizen that the US has been able to help furnish the vessel that puts a point on the spear of traditional Filipino bravery. Go Pinoy!!

You realize that if it came down to who has more warships, it's already bad for everyone involved right? The right solution is a diplomatic one, not a military one. Saber rattling only escalates tensions.

If a diplomatic solution is possible, of course it's best. Philippines and others tried to move the dispute to an appropriate international legal forum for adjudication, but China declined the court's jurisdiction. Then too China wants"bi-lateral" negotiations...meaning one on one sessions with the smaller, weaker countries. That scenario would give China the opportunity to bully, intimidate and threaten the other parties...picking each one off one by one like ripe fruit. Under international law, the Philippines cannot back down from the Chinese or risk being seen as acquiescing to the Chinese position. The Philippines now has the means to stand its ground, or water as the case may be..

Scarborough Shoal is so much closer to the Philippines than China, it's ridiculous!

I won't defend the American Revolution, or the immoral conquest of territory in the 1800s that expanded the U.S. colonies to the present-day geopolitical borders, or the purchase of Alaska from its Russian "owners" in 1867, or the forceful conquest of Hawaii a few years before 1900. The idea of land ownership by countries or individuals is bizarre, and the *inheritance* of land is absurd. The people lucky enough to inherit property that later became developed and inhabited by thousands of people are random beneficiaries of inequitable allocation of land among human beings, or outright violence, over the past couple of centuries.

Also, I think one of the more unfortunate phenomena to beset humanity has been the emergence of nations, and the natural tendency to develop feelings of affinity, loyalty, and obligation for the nation (and religion) in to which a person is randomly born.

Nations can use their collective resources to do great things (like promoting uniform legal safeguards and justice for all citizens, managing large scale welfare efforts, and funding projects to promote technological discoveries for the public benefit). But nationality makes epic conflicts possible. The *average person* in China/Iran/North Korea has little dispute with the *average person* in the U.S.A., but identifying with a nation/race/religion wrecks the natural affinity of humans for each other.

I think you're completely off base if you think proximity to the mainland is how territories are measured. Guam is not very close to North America. It's still American territory and so are the waters surrounding it.

The difference is Guam is recognized by all to be US territory, no one disputes that. Scarborough Shoal, is not part of the Spratly Islands where China, the Philippines and four other Asian nations are embroiled in a separate territorial quarrel. Scarborough Shoal is within 200 nautical miles from the Philippine's coast and by international law, that is still Philippine territory.

buddy terroritory doesnt work that way. if it does then hawii should belong to japan/australia, falkland should belong to argentina, guan bay should belong to cuba etc. the only reason guam is part of US cause we got it first. if we didn't claim long time ago, well be in the same situation as chinese claim ofscarborough.

We also sold PI some tug boats from the 40's armed with sling shots. china is not very advanced, however they are far more advanced than the Philippines and have far more willing soldiers. The Philippine military has a sole role of stealing money, they aren't fighters at all. Nor do they have any organization. Heck even the gangs aka muslim rebels kick their butts routinely, and they're only armed with sticks and rocks.
