Many Americans support capital punishment, but researchers can't tell whether it deters murder since the studies being used are badly flawed.

That's basically the finding of experts brought together to research the question on behalf of the National Research Council and uncovered flaw after flaw in the studies.

For instance, the studies didn't consider how punishments like life in prison may alter the homicide rate and also assumed that murderers are able to determine their risk of execution.

the death penalty would deter criminals even more if they didn't wait 20-30 years to carry it out. it's mighty funny that when serial killers are caught, the first thing they want to do before they confess or tell where bodies are is for prosecutors to take the death penalty off the table. for people who are so obsessed with death, they sure aren't in a hurry to experience their own.
