Trayvon Martin Case: Bill Lee, Sanford Police Chief, Remains Under Scrutiny

SANFORD, Fla. — While George Zimmerman is free on bail, the police chief criticized for not charging him after Trayvon Martin's slaying remains under scrutiny, as city commissioners want to wait for the results of a federal investigation to decide if they will accept Chief Bill Lee's resignation.

It could take months before Sanford city commissioners have the information they say they need.

That's because the U.S. Department of Justice is expected to make a thorough analysis of how the city's police department handled the investigation into the Feb. 26 killing of the 17-year-old Martin, including studying when officers arrived to the scene of the shooting to the actions that Lee and other officials took in their ultimate decision not to arrest Zimmerman. Lee remains on paid leave.

"The city commission spoke," city manager Norton Bonaparte said. "They were not ready to have the resignation. So we'll move forward."

Meanwhile, the city needs someone to lead its police department. Mayor Jeff Triplett – one of the three city officials who voted 3-2 Monday not to accept Lee's resignation – said he'd like to see an interim police chief serve before the commission makes a final decision on Lee's proposed resignation.

An interim chief could be hired as early as next week, Bonaparte said. He hedged, however, when he was asked if he thought an interim chief could be effective.

"That'll be up to the community," he said. "It's a challenge. ... We'll move forward to see if we can get a speedy investigation from the United States Department of Justice or some other entities. That's what I heard from the city commission."

Bonaparte presented commissioners with a signed resignation agreement that he prepared with Lee prior to Monday's meeting. Lee stepped down temporarily in March because he said he wanted to let emotions cool in the aftermath of Martin's slaying.

It seemed likely commissioners would sign off on Lee's resignation – after all, they previously gave him a "no confidence vote." Yet the panel decided not to accept the resignation agreement, which would have included four months of severance for Lee. The majority of commissioners said they wanted to wait for the outside investigation to conclude.

The lack of an arrest in the Martin case led to protests across the nation and spurred a debate about race and the laws of self-defense. Zimmerman's father is white and his mother is from Peru. Martin was black. The shooting also led to the local prosecutor recusing himself from the case, prompting the governor to appoint special prosecutor Angela Corey, who eventually charged Zimmerman.

The majority of commissioners Monday blamed the polarization over the Martin case and its handling by the police department on outside groups. Lee's supporters wore "Bring Back Billy" T-shirts to the meeting, though there were detractors as well.

"I'm disappointed but not surprised," said Velma Williams, the lone black representative on the commission who voted to accept the resignation.

Earlier Monday, Zimmerman, who slipped out of jail on $150,000 bail in the early morning darkness, went back into hiding and likely fled to another state to avoid threats as he awaits his second-degree murder trial. He has entered a written plea of not guilty.

Martin was unarmed and was walking back to the home of his father's fiancee's home when Zimmerman saw him, called police and began following him. A fight broke out – investigators say it is unknown who started it.

Zimmerman says Martin, who was visiting from Miami, attacked him. Zimmerman says he shot Martin in self-defense, citing Florida's "stand your ground" law, which gives broad legal protection to anyone who says they used deadly force because they feared death or great bodily harm.

Zimmerman was not charged for more than six weeks, sparking nationwide protests.

Even though authorities can pinpoint Zimmerman's location with a GPS ankle bracelet that he must wear round the clock, the public may not see him again for some time. Zimmerman has waived his appearance at his upcoming arraignment next month, so he can stay underground if he wants.

"He's doing well, he's very glad to be out, trying to get settled in, still worried about his safety, but, you know, talking to his family and feeling much better than being in" jail, Zimmerman's attorney, Mark O'Mara, said Monday night on CNN's Anderson Cooper 360.

O'Mara declined to say if Zimmerman was in Florida, only saying his client will travel to several locations for his safety. O'Mara did not immediately return phone calls Monday by The Associated Press.

The attorney also said on the CNN program that he didn't realize that Martin's family did not want to have Zimmerman apologize at Friday's bail hearing. He denied that the apology was done just to have bail granted for his client.

"Had I known – had George known – the family would not have accepted or didn't want it, we never would have done it," O'Mara said.

It is not biased ... Zimmerman should have had a higher bail. He lied when he said he had no money and he did have over $200,000.00 to his name.

Lee very likely signed an iron clad contract as administrators often do. It's normally called job protection, only this time it appears to have backfired on the employee in his case. Either that, or was all for show to impress the most gullible of his followers.

Here's a way to illuminate the polarization over the Zimmerman/Martin story.

It's about fear, mistrust, animosity, resentment, anger, and in some cases even hate. And the question is: to what degree are these emotions justified, both in general and in particular?

Many African-Americans dismiss the idea that a black man wearing a hoodie might inspire fear, mistrust, and even animosity.

In general, only extremists experience full-blown hatred for every member of an identity group. Some white supremacists feel this way, and they have African-American counterparts.

African-Americans have suffered a long train of abuses and usurpations----primarily at the hands of white people----throughout their history. Oddly enough, most African-Americans don't hate all white people for this. But some do. If hatred can ever be justified, African-American have plenty of justifications.

But consider the influence of "thug culture"----which has gone global. It's reasonable for people to fear thugs. But it's hard to tell who's a thug and who isn't. Consequently they're cautious and sensitive to any clues that might indicate the thug mindset.

Everyone's experiencing various degrees of fear, mistrust, animosity, resentment, anger, and in some cases even hate, because of this story. The least justifiable emotion is hate. But the other emotions can *lead* to hate.

We better start a dialogue about these matters. If we don't deal with the more well-justified of these emotions, they may one day erupt into full-blown hate. And that wouldn't be good for anyone.

If you were trying to make a legitimate context point, the following wasn't the way to start that out:

Looks like Geraldo still running himself in circles avoiding the necessary sincere apology he should have given to Trayvon Martin and his loved ones. So are you saying that Caucasians wearing hoodies aren't to be feared? You didn't clarify.

When I see a hoodie I immediately think "thug culture." And it doesn't make any difference to me what race they are, because kids of all races buy into thug culture. And the hoodie has become a symbol of thug culture around the globe, not just in America.

It's not just people who buy into thug culture who are giving the hoodie a bad reputation. "Black Bloc" Anarchists have also adopted it as their "uniform." Black Bloc anarchists believe in violence and mayhem. They often show up at protests that were orchestrated by nonviolent anarchists, who disagree with their tactics. To me, and to many other people, people wearing a hoodie look like they can't be trusted. I still don't think that justified Zimmerman's actions. But almost anyone might be apprehensive when seeing a strange young man in a hoodie. So many kids these days are crazy.

Your ignorance is so profound that there are some arguments that are simply over your head. You have a lot of learning to do before we could even have a common language from which to discuss these matters.

There's no excuse for ignorance. One can get a good education for free, by simply having a library card. Don't blame the world for your ignorance. Knowledge and wisdom have never sought people out. People most seek knowledge and wisdom. Sitting around the house on your butt and waiting for knowledge and wisdom to knock on your door is not a good strategy. But it seems like the strategy you've chosen.

At the end of the day what it comes too is there are several white folks (not all) who think it is OK to disrespect, question, accuse, or treat black people as second class people and if they (black people) fight back some white folks think they have the right to have the black person thrown in jail or to shoot them.
Then when blacks say something about being treated second class, they are then said to be using the race card or race baiting for trouble.
Their Code word: As long as blacks stay second class (stay in their place), then they will"not" be called trouble makers.
Remember whites did not vote to rid the nation of Jim Crow because it was wrong, they had to "accept" it because it was the LAW by the Feds and not the state gov'ts.
That is why many of them HATE the gov't today and you now hear words like "TAKE OUR COUNTRY BACK" from the black guy in the white house and the people who look like him.
The Feds "only" took the position they did because of the civil unrest.

Is it just me or did I not hear Zimmerman say on the 911 tape that Trayvon was a black teenager?
But at the bond hearing (on the stand) he states he did not know that Trayvon was that young.

After being asked what the "suspect" looked like, if the reports are correct, only then did he offer a discription that included "black." First, question all that's been reported, because no one comment or media coverage has all the interconnected and pertinent information.

many of you people in support of Trayvon are very suspicious and have the impression he was stalked...you have also portrayed GZ as a predator...so I would like to pose a question?

there are several sources that reveal the facts...so please correct me if I am wrong...over the course of 14 months there was a total of 402 calls! the argument many of you have made is that several of the calls were useless...ok...so of the 402 at least some of them were for an acceptable reason. I can only assume the police showed up on several of those calls...and I can also assume that several of the residents were tired of it...felt trapped in their own homes...and since the value of their homes was less than what many of them owed they were really frustrated by the fact they probably couldnt just sell and move!

many of the calls described young african/americans as the culprit, and almost every single time the culprit got away!

now I know you will say you cant kill a man for assuming he is doing something wrong...well, maybe Martin isn't the 12 year old boy you all want to believe he was...you say he was stalked...as if he was some model kid...who was he really?

the reason why I ask who was Trayvon really is important...could he actually have been a kid with an attitude...gangsta style...don't you dare mess with me attitude? what if he was...would that change anything here?

on the flip side...if George Zimmerman was a wannabe supercop...a person who believe's he is going to police his community and do right for himself and his neighbors...then maybe...just maybe he didnt have the patience and tolerance that may have been required to deal with the situation that night! both of these scenario's could have validity or a portion of truth.

the question is how much do we want to know factually vs how much do we want to avoid to prove our own points for our own reasons!

If George Zimmerman is found guilty of murdering this 17 year old...I hope he pays for his crime...I just hope that people can be objective...I dont think Martin is portrayed as the person he actually was...it doesnt make him guilty of anything...but it sure doesn make a difference in what is perceived to have happened vs what really did happen...we all do a little profiling in life...its what motivates you that can make the difference in hate vs wanting to know!

Why are you responding to yourself? The fact is you have done nothing else but cast despicable, deliberate false aspersions on an unarmed teenager you didn't personally know, in the name of feeding your own neurotic fear mongered paranoia. The press has been consistent in revealing the life of George Zimmerman and his fear mongered, paranoid personality. Shooting a dog is overkill when mace or pepper spray would accomplish the same stop of a subjectively perceived threatening dog. However, in Zimmerman's case, he had a perpetual habit of expressing paranoia/unfounded/baseless fear of whatever he hated not necessarily with justified reason. The Trayvon Martin murder is proof of that. Zimmerman never should have played pseudo-Eastwood or Bronson. He should have waited for the police he was told were en route already. People don’t buy firearms or carry them without the intent of eventually using them on someone else, and that’s a stone cold hard fact you and yours persistently refuse to acknowledge as physical reality. Guns are manufactured for only two purposes:

1. Profiteering from the bloodshed of others
2. To kill

Zimmerman may have benefited from some of the broadest firearms and self-defense regulations in the nation. In 1987, then-Gov. Bob Martinez (R) signed Florida's concealed-carry provision into law, which "liberalized the restrictions that previously hindered the citizens of Florida from obtaining concealed weapons permits," according to one legal analyst. This trendsetting "shall-issue" statute triggered a wave of gun-carry laws in other states. (Critics said at the time that Florida would become "Dodge City.") Permit holders are also exempted from the mandatory state waiting period on handgun purchases.

Even though felons and other violent offenders are barred from getting a weapons permit, a 2007 investigation by the South Florida Sun-Sentinel found that licenses had been mistakenly issued to 1,400 felons and hundreds more applicants with warrants, domestic abuse injunctions, or gun violations. (More than 410,000 Floridians have been issued concealed weapons permits.) Since then, Florida also passed a law permitting residents to keep guns in their cars at work, against employers' wishes. The state also nearly allowed guns on college campuses last year, until an influential Republican lawmaker fought the bill after his close friend's daughter was killed by an AK-47 brandished at a Florida State University fraternity party."

Finally. Sounds like the Second Amendment is finally coming into its own. Violent offenders whether or not mistakenly licensed for a CCW will arm themselves with whatever weapon they want, be it a gun, a knife, a baseball bat, a pipe, a car, a bow, a brick, a rock, a shoe, a screwdriver or a bunch of liberals who believe that taking away the right to own and or carry a firearm will protect them and theirs. If you believe that, put a sign in your window that says, "This house has no firearms and I don't believe in them."

✱ For those who are not able to attend, the flyer states that this rally will be broadcast live on CNN MSNBC FOX NEWS.
I doubt the entire rally will be broadcast but those networks will be on scene.

I'm leaving in 10 minutes and will report what I observed and recorded when I get back.
