Scott Walker Seizes On Fame During Out-Of-State Recall Election Campaigning

MILWAUKEE, April 28 (Reuters) - At the National Rifle Association convention in St. Louis earlier this month, a top official rattled off a Who's Who of Republican politicians speaking to the group including Mitt Romney, Rick Santorum and Scott Walker.

The loudest applause was for Wisconsin governor Walker, who faces a special election in June that could make him only the third U.S. governor recalled from office.

Walker is a celebrity among conservatives wherever he goes thanks to his decision to take on public sector unions in his state, which has earned him the enmity of Democrats and organized labor.

Shortly after taking office last year, Walker defied tens of thousands of protesters to push through the legislature a measure to reduce the powers of public sector unions - forcing members to pay more for health insurance and pensions, and capping wage increases. Further enraging organized labor was a provision requiring them to vote every year to recertify unions.

Determined to fight back, Walker's opponents gathered nearly one million signatures to recall him.

With his job on the line at a June 5 statewide vote, Walker has seized on his fame to take at least three trips out of state for fundraising since the recall election was officially announced at the end of March, according to groups he visited.

He went to Oklahoma for the Council of Public Affairs Citizenship Award dinner, to St. Louis for the NRA convention, and to the Illinois state capital of Springfield for a Chamber of Commerce event.

Among the co-sponsors of the Oklahoma event were the billionaire Koch brothers, who use their fortune from energy and trading company Koch Industries for conservative causes including attacking unions in several states.

Early next week, New Jersey Governor Chris Christie, another Republican governor known for confronting unions, will fly to Wisconsin to speak at two fundraisers for Walker.

"I love what he is doing. He is taking on the public sector unions, which ... have grown way too powerful in Illinois, Wisconsin and elsewhere," said former candidate for lieutenant governor of Illinois Don Tracy, who wrote a $1,000 check to Walker during an Illinois event on April 17.


NRA SPEECH

At almost every stop on his tour, Walker is picketed by liberal activists and union members.

"They want to take me out before anybody else across America dares to take them on," Walker said of the unions in his speech to the NRA on April 13. "That's why we need your help."

In a one-month period through Jan. 17, Walker raised $4.6 million, according to figures reported to the state's election board. His campaign is required to file a finance report by Monday that will detail contributions from Jan. 18 to April 23.

Mike McCabe, director of the Wisconsin Democracy Campaign which tracks campaign financing, expects about $60 million will be spent by both sides during the recall election campaign of just over two months.

"It's absolutely unprecedented," McCabe said.

The latest finance report filed by the Walker campaign said 61 percent of contributions came from out-of-state sources from early December 2011 through mid-January.

"To see a candidate reach 10 percent from out of state was highly unusual and very noticeable," McCabe said. "The kind of numbers that we have seen have no basis of comparison."

Among his big donors are Texas homebuilder Bob Perry, who gave $490,000, and Stanley Herzog, chief executive of Herzog Contracting Corp in Missouri, who gave $250,000.

David Koch of the Koch brothers contributed $1 million to the Republican Governors Association on Feb. 1, according to IRS documents. The association recently launched two attack ads in Wisconsin against Walker's Democratic opponents.

Wisconsin's unusual system means the vote on June 5 will not be whether to recall Walker but a choice between the governor and a Democratic opponent, who will be chosen on May 8.

Walker is likely to face a rematch with Milwaukee Mayor Tom Barrett, whom he beat by five percentage points in 2010. Polls show Barrett winning the Democratic primary over the former executive of the state's liberal bastion of Dane County, Kathleen Falk, who has more union support.

All polls show a tight race between Walker and either Democrat, with almost no undecided voters.

While Falk criticized Walker's out-of-state fundraising, saying "no amount of money can buy back the trust" of voters, she also held an out-of-state fundraiser in Washington, D.C.

Barrett has received outside help from Chicago Mayor Rahm Emanuel, a Democrat who attended a fundraiser in Milwaukee.

It is unclear where Walker's political aspirations will take him after the recall. If Walker is booted from office, Joe Heim, professor of political science at the University of Wisconsin, La Crosse, said he expects him to hit the conservative speaking circuit.

"I would imagine he would get pretty good speaker fees," Heim said. "He would be viewed as a martyr."

I see a lot of people making comments about the job growth because Walkers first year there was Losses. HMMMMM. NONE were teacher layoffs like was being faced when he took office. And Unless you want to give Obama credit for Job Losses his first year in office, you do not have a leg to stand on. So which way is it??? Does Obama get credit for his first year in office like you are placing on Walker or are you going to look at his numbers the second year..after his policies were put in place? Guess you libs didnt think of it that way did you?

Actually, job growth stagnated in Obama's first year, then has steadily risen since.
Now, it is very difficult to blame or credit a national president for overall job creation (except for when accounting for the idea of consumer perception and business confidence, which are actually pretty significant). It has much more to do with localized policies, eg governers, mayors, state reps, etc. In the case of Wisconsin, leaders have literally been robbing the treasury.

Regarding Mr. Walker, it is true that policies take time to come into effect. However, if Walker hadn't chosen to implement wildly unconstitutional policies he might have had more time to allow the effects of his "ideas" to be realized. Still, only 1 in 5 states lost jobs net in the last 12 months. Wisconsin was one of them.

Regarding the recall, I can see how taking money from Wisconsinites (taking away collective bargaining rights, increasing their pension contributions, and withholding money from the bank settlement) in order to give it to non-Wisconsinites (cutting taxes for the Koch brothers' companies), would anger Wisconsinites. Not to mention condemning out-of-state union money while fundraising out of state.

He condemns all the out-of-state money that's being used against him. And then fundraises out of state.

But can we please stop with the "Dead last in job creation" and "worst job creation record?" Wisconsin came in #44. I know, bad. But please, don't distort the facts because it sounds better when yelling about it.

This press release with the most recent (preliminary) numbers shows there are six states with a net loss in civilian employment from March 2011 to March 2012.

It's hard (impossible, really) to talk about the number of jobs in existence, because those numbers are wildly unreliable. Also, a person with two jobs is just that - 2 jobs but only one employed individual. What is important is the number of people actually employed.

What's also interesting is that in that time period unemployment in Wisconsin went down about a per cent. Probably people leaving the state?

He's making Wisconsin famous for being FIRST IN JOB LOSSES. While the rest of of the nation moves forward, Wisconsin under Walker heads in the other direction, having LESS JOBS now than when he took office. Millions of dollars in tax breaks to the rich at the expense of teachers and other working people is YET AGAIN proving that Republican economic policies and ideology DO NOT WORK. He is doing exactly what got us into this mess in the first place.

My taxes didn't go down and there are new "user fees". The state budget isn't balanced. The last fugure was $143 million short. The state leads the Union in job losses. Yeah, this is working.

Got to love those liberal user fees. When Republicans lower taxes the local liberals impose user fees to try and get more, The liberals in my city tried to pass a wheel tax. $143 million short versus 4 Billion seems a lot better to me and the job losses are because no one wants to hire people in this state right now with all the political turmoil. Once Walker is reelected and things stabilize then jobs will be created. Employers are worried now by liberal cry babies that have a recall election every time they do not get their way.

Walker Budget Works for More Local Governments,
Saving Taxpayers More Money

Madison— Since Governor Walker signed the 2011-13 state budget into law over two months ago, tangible results from the reforms put in place by Governor Walker and the Legislature are continuing to be realized. According to media reports, local units of government and school districts have already saved more than $220 million, with millions more in potential savings not yet reported.

Below are new examples of local units of governments being able to balance their budget and improve services due to the reforms contained in the 2011-13 state budget and Act 10:

Oshkosh Schools
According to the Oshkosh Northwestern:

Can I just say as a citizen of Wisconsin How disgusted I am that any person who wants to be in STATE GOVERNMENT is asking for hand outs OUT OF STATE for his campaign? IF you're doing that ARE YOU REALLY MEETING THE NEEDS AND DESIRES OF THE STATE YOU ARE LEADING or ARE YOU WORKING FOR SOMEONE ELSEWHERE?! Doesn't anyone see the problem of him asking for money from out of state and not in state? Also, if he is out of state campaigning WHO IS DOING HIS JOB THAT HE WAS ELECTED TO DO?! Taxpayers pay for his mansion that he gets to live in for being OUR governor and also taxpaying money too for doing HIS JOB but he ISNT DOING HIS JOB at the moment IS HE? I'll be glad to see him out.

I can see why Conservatives like him, he lies about everything. He is very dishonest. The worst ,by far, Gov. Wis. has ever seen. Hopefully we won't ever have to see him again after June. He can take his lies and try to get someone else to believe them. This recall is about so much more than unions, but he knows that will set people off. They don't mind paying for all his tax cuts to the rich, but boy don't help out a person in need. He is a disgrace to himself and to the citizens of Wi.. Even Republicans here can't stand him or the Fitz's. Should be a very big year for Democrats.

What’s Left Out: In addition to being governor of Wisconsin this year, Walker was also governor last year. It’s true that Wisconsin has added several thousand net jobs in the first few months of this year. But when you look at Walker’s entire time in office, including last year, Wisconsin has lost 14,200 jobs, and ranks dead last among the states in job creation.

Like this - compare job gains in every other state in the past year. WHY in Wisconsin hasn't Governor Walker been able to produce jobs - in FACT - under YOUR logic things look even WORSE for Walker. In the month directly following his election Wisconsin gained jobs - but AFTER his policies have taken affect, the State has LOST jobs whereas just about everywhere else in the country jobs are being added.
