(Reuters) - U.S. small business hiring slowed considerably in the April and employees saw a reduction in their hours, an independent survey showed on Monday, adding to signs of weakening in labor market conditions.

Businesses added 40,000 new jobs, a step back from the 75,000 positions created in March, according to Intuit, a payrolls processing firm. The average workweek for small business employees dipped 0.14 percent.

The pull back in hiring by small businesses is the latest indication that job growth is losing some momentum. Nonfarm employment increased 120,000 in March, the least amount in five months, with the jobless rate dropping to 8.2 percent -- largely as some unemployed people gave up the search for work.

The weak payrolls number last month was largely seen as payback after an abnormally warm winter. Payroll growth had averaged 246,000 a month between December and February.

The government's closely monitored employment report due on Friday is expected to show that payrolls increased 170,000 in April, according to a Reuters survey.

But with first-time applications for state unemployment benefits not backing away from the lofty levels scaled in recent weeks, this forecast could prove somewhat too optimistic.

The Intuit survey is based on responses from about 72,000 small businesses with fewer than 20 employees that use the Intuit Online Payroll system. It covered the period from March 24 to April 23.

The survey showed wages for small business employees edged up 0.1 percent or $3 to $2,680. However, that is equivalent to an annual salary of $33,200, meaning that many of the small business employees are working part-time.

All the new regulations to make sure things are "fair" , making everyone the same, do nothing but make businesses go under. Wake Up America!!!! Govt telling businesses how to operate is sending more and more jobs overseas.

You are 100 % correct in blaming government. Until Congress requires products SOLD in the US be made with the same laws required of MADE in the US, manufacturing will continue to decline and unemployment will continue to increase. There is no way US producers can compete with wages as low as 58 cents/hr. no environmental, worker safety, overtime and child labor laws in China, Malaysia, Indonesia etc.

The problem with unemployment numbers is that they don't count people like me. I still don't have a job and i'm not collecting unemployment. I tried to find a job while I also started an online business. I knew this was not going to be good with all these people out there looking for work.

So I gave up on the job thing. I don't ever want to be in that place again where some company makes terrible decisions and sinks the company.

So I have an online business which has extremely low overhead which increases the profits big time. I'm not looking back.

You may want to consider starting a business too. My friend is an engineer and loved his job. He just got let go last month from his job. But this time he was prepared. He makes a lot more with his online business than at his job.

Home businesses are boom and it comes with tax write offs that you can't take otherwise. Think about what you can do for yourself and what kind of business you can start.

This is not unusual...it's an election year and it happens every four years. Doesn't matter who's running... Also it's the beginning of the 2nd. Quarter... Business makes decisions based on quarters...So if 1st. quarter was good and production up..they might have a job opening. Durning this recover people will not job hop because they are just getting back to work and need to recoup from the down.... so in some companies the workers ae holding onto their jobs longer. Durning the Clinton years people changed on a dime..now not so much.
