Patrick Rieder And Adoptive Father Accused Of Raping Boy

DAYTON, Ohio — An adoptive father who's been accused of raping three boys in his care was indicted along with another man Friday on rape charges.

The 39-year-old adoptive father from Troy was indicted by a Montgomery County grand jury on three counts of rape of a child under 13 and four counts of complicity to commit rape of a child under 13. Patrick Rieder, 31, of Dayton, was indicted on four counts of rape of a child under 13.

The adoptive father is accused of bringing the boy to Rieder's home, where both men engaged in sexual conduct with the child, county prosecutor Mat Heck Jr. said. The men were introduced in a chat room and eventually agreed to meet, Heck said.

The Associated Press is withholding the father's name to protect the child's identity.

All the counts carry a possible penalty of 10 years to life. Both men also were indicted with sexually violent predator specifications that would make the sentences 25 years to life on each count if the men are convicted.

Rieder's attorney didn't immediately return calls for comment Friday. Court records don't list an attorney for the adoptive father, who is in Miami County jail awaiting trial on 31 counts of rape involving three boys in his care.

The adoptive father was indicted in March in a Miami County on charges that he raped the three boys.

A third man, 29-year-old Jason Zwick, of Beavercreek, was indicted in March in Miami County on three counts of rape. Prosecutors say he raped a boy in meetings arranged through the adoptive father.

Both the adoptive father and Zwick have pleaded not guilty to the charges in Miami County. Zwick's lawyer hasn't returned messages for comment.

Officials have said that the Troy man adopted three children, including a 9-year-old girl, and was in the process of adopting a fourth child.

Authorities have said Zwick raped a boy at the adoptive father's home in Troy. They say the adoptive father took the boy Rieder is accused of raping to Rieder's Dayton home.

All three men were arrested after an undercover investigation.

Ohio authorities have said they're investigating a private adoption agency that helped place the children with the man. If Ohio Department of Job and Family Services investigators find serious procedural violations, the state could take actions including revoking the license of Action Inc. Several messages left at Action's office in Dayton haven't been returned.

Many years ago I had a friend that stole something petty and turned over a porta- potti, he was 17 at the time he got 45 solid years in prison.
But these creeps might be out in 15-30 years.
They should get, nothing less than a bullet.

Understand, if GOTP get their way, more of this will behavior will go un-checked as the agencies that investigate these cases loose their funding. These are domestic programs that all GOTP candidates and officials want to eliminate.

He is 39 yrs old and they let him adopt 3 children and were working on a 3rd? He is not on Forbes 500, did these idiots investigate him, question the first child that he did have , before giving him more ? or did they just say " hey we have lots a kids here this guy wants another , give it to him one less for us",Didn't I recently see a report on dateline about people desperate to adopt,Genuine couples being put through the ringer and falling for scams out there just to have a child, and he was approved for 4? Did i miss the mention of a wife? They need to investigate who approved each of these adoptions , they might find a paedophile ring in their midst, under the guise of " child placement"

it really depends on the agency and the location of the adoption. Unfortunately the adoption industry is only lightly regulated in the US. For all adoptions you must have a home study and show that you can support the child. A criminal history background check is also required. However, a home study can be manipulated, it only takes two to three hours of someone in the home. If one has not been arrested you will come clean in a criminal history background check. This is far more than birth parents are required to disclose. Single individuals can also provide very loving homes for children.

It is not the adoption process the caused this. His criminal intent did. Birth parents have committed similar crimes. In fact my great grandfather ran a brothel that included a couple of his daughters. The origin of relationship of the parent to child is not the issue... it si the victimization.

What is sad now is that the children will now be shuffled around again to other homes. If they are older it is unlikely they will be adopted separately or together. Sad all the way around.

these poor kids thought they'd be given a second chance at having a family, and this monster completely shattered that for them. all of these sick men should be locked away and never see another human or the light of day again. god bless the children. i hope they're doing okay.

since Clinton signed into law that federal funding pays the state the child services are yanking kids out of impoverished homes left and right (90% increase). These kids most likely had a loving parent that was poor and defenseless when losing their kid to the state, State makes money adopting out the child, child abuse, sexual assault and death is much higher then in general population. This increasing problem is manufactured by the government and you are paying for it. First with your taxes later with your life, since 80% of all prisoners graduate into it from the foster care system.

I am not sure this is true. Here in Texas adoption costs are very inexpensive compared to international adoption. The state could never recoup the costs of placement, health care and family stipends for care. I find it hard to believe that any state is making money off the foster care and adoption system. Most kids dont move out of the foster system to begin with.

I also doubt your statement about prisoners too. Most inmates do come from chronically disfunctional homes, but they also are likely to have criminally engaged birth parents, drug and alcohol addictions and low levels of education. If I have time I will fact check... but these are suspicious claims. Foster care is not a perfect system or even good in many instances. but there are many families that care for kids voluntarily and many children that overcome problems to make it.

On crime and foster care... 33% and 14% (where did the 80% you cite come from?) A third is probably more accurate since not all who have had contact with the system were in prison at the time of the California study.

I truly do not understand adoptive parents that abuse/mistreat their adopted kids. Adopting is usually a long and sometimes expensive process, I would think that would weed out some the loons.

These poor kids. At that age they are most often removed from the homes of their biological parents because of some unfavorable domestic situation, so you would think an adoptive parent would be a safe haven for them. A place to start over and be happy where the adoptive parent will protect and nurture them. But no, they most likely went from one bad situation to possibly an even worse one. Such a tragedy.

I agree with mist if yournstatement, but I am an adoptive mom (who for the record thinks this crime is beyond aggregious). I can tell ou the parental stresses are the same for all parents. In fact in many instances the issues are more stressful since we are also dealing with the impact if neglect and abuse from bio parents. I am certainly not saying that abusing a child is justified for any reason (we dont even spank due to adoption issues). But thoughts of the time and costs related to adoption don't make parenting any easier. In fact the cost and application process is only the start of a laborious process. One that every parent shares regardless of how the family is made.

Adoption isn't the issue here... A selfish desire to fulfill perverted needs is the cause of the crime.

I'm glad to see that the sentences are potentially life...In too many cases, once convicted, they only end up serving a few years. I hope each of them stay in jail for the rest of their lives and I pray that there are resources available for the children to receive counseling and stay together.
