WASHINGTON — The nearly bankrupt U.S. Postal Service is moving forward with a multibillion-dollar cost-cutting plan that will close nearly 250 mail processing centers, saying on Thursday it can no longer wait as Congress remains deadlocked over how to help.

At a news briefing, Postmaster General Patrick Donahoe said the agency's mail processing network had simply become too big, given declining first-class mail volume and mounting debt. It will now consolidate nearly 250 plants as originally proposed, including 48 this summer, but will stretch out the remainder over a longer time frame in 2013 and 2014.

Earlier this month, nearly half the Senate had written letters to Donahoe asking that he hold off on closing any mail facility until Congress could pass final postal overhaul legislation. The Senate last month passed a bill that would halt many of the closings. The House remains stalled over a separate postal measure allowing for more aggressive cuts.

"To return to long-term profitability and financial stability while keeping mail affordable, we must match our network to the anticipated workload," Donahoe said. Failure to do so, he stressed, would "create a fiscal hole that the Postal Service will not be able to climb out of."

Under the modified approach, up to 140 processing centers will be consolidated by next February – roughly 48 in August and about 90 next January and February. Closings would be suspended during the Postal Service's busy election and holiday mail season. Another 89 closings would occur in 2014.

The consolidations are initially expected to reduce postal staff by 13,000 and save the struggling mail agency roughly $1.2 billion annually. By the time the full round of cuts is implemented by late 2014, the post office will have 28,000 fewer employees with estimated annual savings of $2.1 billion.

The latest postal move comes after vociferous protests from communities across the U.S., particularly those in rural areas, over the mail agency's initial multibillion dollar cost-cutting plan to close up to 3,700 post offices and 252 mail processing centers. The Postal Service last week backed off the closing of post offices, saying it would cut costs instead by reducing operating hours in 13,000 mostly rural locations.

Thursday's announcement seeks to allay consumer concerns about immediate, broad-scale cuts to mail processing centers that would have slowed first-class mail delivery of prescription drugs, newspapers and other services beginning this summer and would have virtually eliminated the chance for a stamped letter to arrive the next day.

Under the new plan, about 80 percent of the U.S. areas that currently enjoy overnight first-class mail delivery will continue to do so through the end of next year. After that, barring congressional action, the Postal Service will proceed with additional steps that could slow first-class mail and reduce overnight delivery more significantly, said Megan Brennan, chief operating officer of the Postal Service.

The Postal Service has been grappling with losses as first-class mail volume declines and more people switch to the Internet to communicate and pay bills. The agency has forecast a record $14.1 billion loss by the end of this year. Without changes, it said, annual losses would exceed $21 billion by 2016.

Donahoe stressed that even with the mail agency's latest moves, it still faces mounting losses without congressional action that would give it more leeway to eliminate Saturday mail delivery and reduce health and labor costs.

If the House fails to act soon, postal officials say they will face a cash crunch in August and September, when the agency must pay more than $11 billion to the Treasury for future retiree health benefits. Already $13 billion in debt, the health payment obligation will force the agency to run up against its $15 billion debt ceiling, causing it to default on the payments.

In many sprawling rural areas like Hope, Alaska, residents say they would have to drive nearly 100 miles for mail services in Anchorage if their local post office couldn't stay open long enough. Timely delivery from mail processing centers is also particularly valued in the winter months, when hazardous road conditions can make travel to a store or pharmacy difficult if not impossible.

"My wife's medical plan is basically that prescription drugs are mailed to her," said Doug Pope, a semi-retired lawyer who lives near Hope, an old gold rush town where the post office faces reduced hours. "There's a lot of people who will be here for months without going to Anchorage."

Pope says he's willing to accept moderate postal cuts, explaining that he's not sure what else can be done and whether politicians in Washington will do anything about it.

"I do think it's a sign of a larger, more worrisome trend to me that instead of trying to focus on our larger issues in our society, what we're trying to do is nickel and dime people on sort of the downstream end of everything," he said. "But that's a political issue."

Do you all understand what is happening to you? The Verizons, Comcast, and other major communications corporations are 'sucking' you into their 'trap'. You started with the telephone, the Internet, and the television, now you have 'bundles' that include all three and land-lines, over-the-air television, and free Internet are going away.

There is an FCC rule that you if you fail to pay the 'telephone' company it can take away your privilage to have a telephone. Therefore, companies are working hard to get you to pay your bills via the Phone/Internet/television, and your iPod, Cell phone, Computer, etc. The PLAN is SIMPLE, all BILLS you OWE will be throught the Verizon type services, and therefore you WILL PAY ALL BILLS or LOSE your Communication Services..... Wake up America, Wake UP....

I met a male hospital nurse yesterday, he went to CHI a technical school in the area and he got his Electronic Engineering Degree and joined AT&T. The month after they hired him they laid off 10,000, including him.. He ended up having to retrain as a nurse, with far less pay, longer hours, and less benefits.

Education does NOT always mean a good job, and in many instances it prevents one from finding work; I have in my life lied that I had little to NO education just to obtain a minimum wage job to survive during a major technical revolution downturn...

And in some case you are Forced to stay in a job, many USA industries only have one or two companies doing the specialized work, and if you leave the company it is difficult to 'cross' into another field, even if it is similar to the one you are in. This is especially true of the Computer and Electronic Industry.

As the economy worsen the USPS will also pick up business in cashing checks for those that no longer have checking or savings accounts, the money order business will pick up as well as the check, Bill paying, business. Each out of work person has to CUT BACK, and the first thing most cut out is the Internet and the Dish and Cable Television service and bundles. Cell phone use is next...

The private Pony Express, failed. The railroad mail service failed. REA in the USA failed. UPS and FedEx do NOT deliver 180,000,000 pieces of mail per day, and if they had to, the price of a $0.44 cent letter would be $1.44... The USPS is doing a darn good job under very difficult economic and weather conditions; it gets the mail to 45,000,000 Seniors that do NOT have EMAIL, and to about 40,000,000 of the POOR that don't have computers or Internet service.... You, have to THINK of ALL parties, NOT just your little Box of a World.....

Now if you really want to save some Tax Dollars, do away with buying Sports Stadiums for the RICH; do away with buying Airports for the RICH; do away with paying for airlines to fly to small towns and cities where the routes only serve a few of the Richer peoples. The 'poor' in the USA are sick and tired of paying taxes only to see their hard-earned money going to the wealthy for the games that the wealthy play. Very few of the 'poor' go to sports stadiums, or fly to far away places.

You joke, right? The stadiums and the major theaters are built with taxpayer money, and then turned over to the private industry that makes the profits. This is true of airports also.

You need to look into the funding of these places and into things like 'race horse' ownership, etc., all funded by the USA taxpayer.

USPS Managers have to take test to qualify for management, the test are difficult and only about one in twenty who take the test pass, I personally know those that have passed and got promoted, and I know many who did not pass, even though they studied hard and took the test many times.....

Stop junk mail? Close the Post office. You really do want to close down millions of American Small Businesses and put people in the street. 90% of advertizing by small businesses is done via Direct Mail, as the cost of Television, Radio, Newspapers (which are going away), billboards, etc., is beyond the means of most who run neighborhood businesses, but the cost of sending a four page advertizement is still $0.44 or less......

If I receive a mailer I at least open it and see what is being offered, I may not need the services or items, but the 'impression' has been made and when I do need the item or services I tend to remember the company. E-mail, is Spam and is automatically sent to the Trash Can, without being read.

Also, many prior customers are the targets of USPS mail as the small business has already done business with that person or business, and therefore has developed a connection, and therefore should have seen or known about the needs of the client, and therefore can target the client to that specific need, which converts to a sales call, which converts to a sale, which converts to a job, which if priced correctly converts to a profit.

Postal Carriers not only deliver mail at the lowest possible cost, but also watch for their customers and neighborhoods. Many a person has been saved from injury or other serious problems by an alert Postal Carrier that saw that there was a problem and took positive action.......

The USPS, handles about 190,000,000 pieces of mail per day and there are NO other organizations that can do that, especially for a cost of $0.44 per letter. And, as a test I sent duplicate one pound packages from N.Y area to Oregon and back, one by the USPS and the other by UPS. The USPS cost $4.50 LESS both ways, and got the package to me 5 days sooner. Thus, it seems that this government agency is MUCH better than Private For-Profit Enterprise....

On-line bill paying is a 'trap' and as soon as the Republicans bust the Unions and the USPS they will authorized the banks and utility companies to 'charge' for Internet payments, and the fee will be far more than the cost of a USPS stamp...

Many banks and companies already charge for paying over the telephone, and they do charge you for the 44-cent stamp used to mail your payments.

We are at the brink of massive power failures in the USA, and it will only take one that last for a day or two to 'mess up' the Direct Pay systems. Sunspots can also mess up Internet communications.

Now, I understand that the USA is going Digital, but we still have the poor, and the retired, and the aged and crippled that are NOT on the Internet, they have to depend on the USPS for their medications, mail, checks, bills, etc.

there are seven post offices within driving distance of my home. cobalt, east hampton, middle haddam, colchester, moodus, east haddam, and haddam.

the government has kept open super small post offices that are holdovers from when americans were not as mobil as they are today. why? because they are staffed by union workers.

many post offices are leased. think they pay more or less than private enterprise for the lease?

most mail transactions take place at your own box. no need to drive repeatedly to the post office.

you have a clear cut example of where the postal service is right now. UNDER WATER!!!!

This is going to result in hardship for a lot of people in rural areas. Although I could not possibly exist without the post office, as long as I am able to send letters and packages overseas and have the same delivered to me, I can adjust to once a week service if it will help reduce costs.

it already is and this will put them down the tubes they have lousy service and the window is only opne 2 hrs in morning and 2 hrs in afternoon and when do most people go to post office on their lunch hour i have been using fedx and ups the prices are actually cheaper and the packages get there faster and i have started paying bills online and they wonder why there broke well stop payin the people how keep making bad business decisions million dollar bounus i dont cater to them its their job to cater to the customer their fools

My experience with Fed X and UPS is EXACTLY the OPPOSITE, prices nearly double, damages, and much slower delivery; and delivery was to the door when no one was home to sign for the packages.
