Vince Li, Man Who Cannibalized Tim McLean, Allowed To Leave Mental Hospital

WINNIPEG, Manitoba — A man who beheaded and cannibalized a fellow passenger on a Greyhound bus in Canada won his bid to leave the grounds of the mental hospital where he is being kept, a criminal review board ruled Thursday.

The Criminal Code review board said Vince Li's treatment team may grant him short escorted trips into the central Canadian city of Selkirk, Manitoba. The review board said the passes will start at 30 minutes and increase incrementally to a maximum of full days.

Li was found not criminally responsible for the July 2008 death of Tim McLean, a young carnival worker who was sitting next to Li on a bus near Portage la Prairie.

The board said the passes should only be granted if Li's treatment team believes his condition is stable and that it would be "appropriate and safe for him to leave the locked ward." He will have to be escorted at all times by a staff member and a security officer.

"It's terrible. It's disgusting," Nadine McLean, the victim's stepmother, said Thursday after she learned about the decision. "It's kind of a waste going to the review board every year when he's going to get whatever he asks for."

Carol DeDelley, the victim's mother, also called it unacceptable and vowed to continue her efforts to fight the law dealing with people found not criminally responsible.

"My son died this way to shed light on the issue," DeDelley told reporters. "I'm not stigmatizing mental issues. If he's doing well in a controlled environment with regularly administrated medications leave him there ... but freedom for him? I don't think that should ever be an option."

The passes can be issued starting May 24.

Li was initially confined to a locked wing of the Selkirk Mental Health Centre, but in 2010 was given the right to escorted walks on the hospital grounds.

Li's psychiatrist said the 44-year-old has responded well to treatment and asked the review board earlier this week to let Li take trips into town.

McLean had his eyes closed and was listening to music on his headphones when Li, a stranger who was sitting beside him, suddenly stood up and started stabbing him. As the bus stopped and horrified passengers fled, Li carved up McLean's body and ate portions of it.

A judge was was told at Li's trial four years ago that Li was an untreated schizophrenic.

As part of this year's review, Li's psychiatrist, Dr. Steven Kremer, described Li as a model patient, who has shown no security risks and who has participated in treatment programs and taken up odd jobs at the hospital.

Justice Minister Rob Nicholson announced he asked officials to review the Criminal Code section dealing with people found not criminally responsible. He said public safety must come first.

Li emigrated from China in 2001 and worked menial jobs in Canada.

Don't forget Canada released the woman who raped & killed multiple women including her own sister in her parents home during the Christmas season with her crazy husband. The now ex-husband is still in prison but she was allowed to go free, change her name & move to Quebec. That same sadistic woman got married & have at least one child. By the way, even though Canada had evidence of her guilt after she lied, they still didn't do anything about it.
Good country with lots of good people but "crazy laws."

How long will it be before he does this again? ?? I have an aunt who killed her kid she was released and attempted to kill her mother....they flip out. Once released they stop taking their meds. They fool you...make you think they're alright ...and aside from all the other crazies you have to deal with unknowingly ....

I think instead of having to make a case that he is getting better, his doctors should be forced to prove that allowing him these travels is a part of his improvement that could not be accomplished by other means. If whatever benefit these vacations have could be accomplished within the hospital, he should have to stay there rather than endangering the public.

What shocks me the most is the fact that from a 40 or so passengers, some of them grown men, no one tried to confront the deranged lunatic. He did not have a gun, only a knife. He was further restricted by the bus seats. He could have been easily overcome.
Not even the police tried when they arrived. The stand off was lasting well over an hour, if I remember correctly. I will never understand this.

Are you trying to be funny? He just stabbed a man to death and started eating him. He wasn't going down easily. It was best to just let him eat his fill, that way he's not so grumpy.

I love Canada, but their justice system really seems to have a hard on for letting psychopaths roam free. Besides Li, only a few weeks ago Canadian gay rights activist Raymond Taavel was beaten to death by a recently released mental patient, and watch the film Dear Zachary: A Letter to a Son About His Father, wherein a Canadian court released a deranged murder suspect who then went on to kill her infant son and herself.

I think getting better is possible. Before, obviously, he was unstable and psychotic... probably unmedicated. It seems that now, he is on meds and doing well there. He has a disease that has no cure. He will suffer for the rest of his life. This doesn't mean he can do no wrong-- but it does mean that his illness caused him to act in that way. And although, he is at risk to behave that way again, he is probably significantly more safe these days. He will be watched while in the community, he won't be out galavanting.

A dangerous assumption. The anti-social, criminal behavior can not be separated from the person committing those acts. I would also NOT assume that the medication(s) taken guarantee no recurrence will occur.

Li may or may not have understood that he was committing a crime at the moment it occurred, but his capacity for gratuitous violence remains undiminished. He should not be permitted to leave the institutional setting to which he was legally confined for the rest of his life.

For the lay person, it’s very confusing and bewildering to see a man who was medically found to be mentally ill enough not to be held criminally responsible, yet, in a blink of an eye, sane enough to be release to walk among the people.

Metaphorically speaking, I don’t get the miraculous turn around from a cannibal to a vegetarian in 60 seconds. I have sympathy for the plight of the mentally ill, but I’m also sympathetic with the victim’s family.

I was on a Greyhound bus in 84,Woke up and the driver was standing over me.I carried a 6 inch knife in my jacket.As soon as i flashed it he backed up and started 2 drive.No one was awake or saw.Its along ride across Texas.

Guys, Li had untreated schizophrenia. Hannibal Lector had antisocial personality disorder, which isn't really treatable. Li is stable on medication therapy for schizophrenia; he's receiving treatment and will likely be monitored for the rest of his life to ensure that he's compliant with taking medication. Most treated schizophrenics who were delusional or hallucinated before treatment are remorseful for any harmful behavior or beliefs they held before being treated and highly ashamed; individuals with antisocial personality disorder, when they hurt others, are incapable of empathy and so don't feel remorse. These are entirely separate illnesses, guys. They're not at all similar in terms of diagnostic criteria.

Obviously this is leading towards his release. That's all well and good until he decides he doesn't need his meds any more right? So he's a ticking time bomb with a random timer! Well that's just great! So those who have done nothing wrong and aren't likely to be a problem have fewer rights than those who are? And we can't figure out why the world is such a mess! Someone like this should have an implanted med pump to take the responsibility out of their hands or remain locked up so the rest of us don't have to give up our freedoms for the illusion of fairness!

Exactly. Four years and everything is just hunky dory? I'm not buying it. I've lived near schizophrenics... this illness is no joke and it doesn't 'go away'.
