Norman Braman, the wealthy Miami businessman and civic activist, has completed his slate of Miami-Dade Commission candidates to challenge four powerful incumbents he considers obstacles to government reform.
His biggest catch: Shirley Gibson, the outgoing mayor of Miami Gardens, who announced Tuesday that she will challenge Commissioner Barbara Jordan.
