Wayne County Sheriff Benny Napoleon warned last week that he might have to turn loose hundreds of dangerous prisoners onto the streets.

He says he doesn't have enough money to run his office.

What he does have is 41 appointees -- 16 of whom are paid at least $100,000 a year, according to data compiled by the Wayne County Commission. The sheriffs in Oakland and Macomb counties have two appointees each.
