Police Find Toddler Locked In Metal Dog Cage

A man in Tulsa, Okla., has been arrested after police allegedly found his 4-year-old son playing outside naked and his 18-month-old daughter locked in a metal dog cage covered in feces.

William Lewallen, 47, was booked in jail on a charge of child neglect after police responded to a call from a neighbor who heard a crying child and saw a naked child in Lewallen's backyard in 40-degree weather.

The neighbor knocked on the front door and heard no answer so he took the naked child home and called police, KRJH-TV reported.

"When officers arrived they spoke with the neighbor and investigated further," Officer Leland Ashley with the Tulsa Police Department told KOTV. "As they approached the house they could hear screaming and crying coming from inside."

When the cops peered through a small window, they saw another naked child, about 18 months old, locked in a metal dog crate.

The officers broke into the house via the back door and, upon entry, were "immediately hit with the overwhelming stench of feces," Ashley told the station.

Investigators also found another child asleep in a bed in the master bedroom, near Lewallen, who was asleep.

The suspect explained he did not know how the child got outside and how the other child got locked in the dog cage, according to KOKH-TV.

Police told KOTV that Lewallen told them he took narcotic pain medicine, a muscle relaxant and an anti-seizure medication with a beer then "laid down to take a rest." There was an open beer next to the bed, officers said.

The three children were placed into the custody of the Oklahoma Department of Human Services, but did not show any signs of physical injury, Ashley told the Associated Press. The kids' mother had been at work and arrived as officers were preparing to leave the scene.

Lewallen is being held in the Tulsa County jail on $50,000 bond. His next court date is Nov. 19.
