Mayor Dave Bing's administration today laid out what it called a fair but aggressive plan to raise $50 million in badly needed revenue through collections on unpaid taxes, fees and other debts owed to the city as it struggles to fight off the state's potential appointment of an emergency financial manager.

The city's plan is to go after deadbeats on 10 fronts, including companies that employ people in the city but don't pay income taxes on workers and individuals who live or work in the city who don't pay city income taxes. So far, the city said it has collected $9 million as more people find work and new businesses locate in the city, and Bing said the city expects that number will continue to rise with tougher collection efforts.
